Oracle documents 10 TB of outbound data per month; a constant 5 Mbps stream would use an estimated 1.62 TB in a 30-day month. But transfer capacity is only one part of the question: Oracle does not promise that a Free Tier VM will sustain an uninterrupted broadcast, and compute limits, home-region availability, account quotas and possible idle-instance reclamation also matter.
How much Oracle Free Tier data does a 24/7 stream use?
Oracle says Always Free resources include 10 TB per month of outbound data transfer, shared with other workloads rather than reserved for one stream. The figures below are estimates calculated for an uninterrupted constant bitrate over 30 days. They exclude protocol overhead, restarts and other outbound traffic, so leave margin and check your tenancy’s actual usage.

The estimate uses decimal units: bitrate in megabits per second × seconds in a 30-day month ÷ 8, converted to decimal gigabytes or terabytes. Use the bitrate configured in your encoder, not a resolution label, to estimate your own transfer. Oracle’s Always Free Resources documentation describes the 10 TB allowance; the table is arithmetic based on that allowance, not Oracle-published per-stream usage figures.
What Oracle’s compute allowance covers—and what it does not
Oracle’s current Always Free documentation describes up to two VM.Standard.E2.1.Micro instances and an Ampere A1 allowance equivalent to 2 OCPUs and 12 GB memory for Always Free tenancies. It also describes the A1 allowance as the first 1,500 OCPU hours and 9,000 GB-hours per month. These are capped resources, not a dedicated streaming service or an uptime commitment.

Always Free compute must be created in the tenancy’s home region. Capacity and usable limits can depend on the account and region. Oracle’s service-limits reference says limits vary by pricing model and tenancy; the console shows resources available to your account. Before provisioning, inspect the tenancy’s Limits, Quotas and Usage page and confirm the target shape is available in the home region.
Idle-instance reclamation is a continuity risk
Oracle documents possible reclamation of idle Always Free compute. Its stated test looks at a 7-day period: CPU utilization below 20% at the 95th percentile and network utilization below 20%; for A1, memory utilization below 20% is also part of the test. A low-activity or mostly static stream could be relevant, but the documentation does not establish how Oracle would classify a particular workload. Do not treat an Always Free instance as guaranteed to remain available for a continuous broadcast.

Match YouTube’s encoder settings to the stream
Oracle quotas do not determine whether the encoder settings meet YouTube’s requirements. YouTube recommends H.264 at 5 Mbps for 1080p at 30 fps, 6 Mbps for 720p at 60 fps and 4 Mbps for 720p at 30 fps. Its guidance covers additional resolutions and codecs; choose settings appropriate to the source and intended quality rather than assuming one bitrate fits every stream.
- Protocol: RTMP or RTMPS.
- Video: H.264, H.265 or AV1, up to 60 fps.
- Bitrate mode: constant bitrate (CBR).
- Keyframes: YouTube recommends a 2-second interval and says it should not exceed 4 seconds.
- Audio: AAC or MP3.
For its recommended 5 Mbps H.264 setting for 1080p at 30 fps, the 30-day transfer estimate is about 1.62 TB, before overhead or other traffic. YouTube recommends testing and monitoring stream health; it also recommends running a speed test to check upload bitrate. See YouTube’s encoder settings and bitrate guidance for current details.

Check YouTube eligibility separately from Oracle limits
Your channel must be eligible and verified, with no livestream restrictions in the prior 90 days, to start a YouTube live stream. YouTube also sets limits on concurrent streams. These are channel and platform conditions, separate from OCI compute and transfer quotas. Consult YouTube’s live-streaming eligibility guidance before building the setup around a channel that may not yet be cleared.
What to verify before relying on an Always Free VM
- Confirm the tenancy’s actual limits. In the Oracle Cloud console, review Limits, Quotas and Usage for the home region and the compute shape you intend to use. Generic Free Tier descriptions do not guarantee capacity for your account.
- Estimate total egress. Multiply the configured stream bitrate by the planned broadcast hours and account for other workloads, reconnects and overhead. Compare the result against the shared 10 TB monthly allowance.
- Test the actual encoder workload. The available documentation does not establish a controlled performance result for a particular VM shape, resolution or codec. Test your intended settings and monitor CPU, memory, network use and YouTube stream health.
- Plan for interruption and recovery. An instance can be affected by capacity constraints, account limits or idle reclamation. Decide how the stream will be restarted and how you will notice a stopped or unhealthy broadcast; Oracle’s Free Tier allowance itself is not a continuity guarantee.
- Validate YouTube settings and channel eligibility. Configure the protocol, codec, bitrate, keyframe interval and audio format to YouTube’s current guidance, then verify the channel can go live.
