Short answer: Oracle Cloud is the stronger candidate if you can provision an eligible Always Free VM in your tenancy’s home region and your stream’s outbound data fits its published allowance. AWS Lightsail is easier to budget for, but its entry Linux/Unix bundle includes 1 TB of transfer in most Regions—and some Regions have half that allowance. Neither provider’s published limits prove that a particular VM can encode and sustain your chosen stream. If you would rather not administer a VM, StreamNeo is a cloud alternative that loops uploaded videos to YouTube without leaving a computer running.
Oracle Cloud vs. AWS Lightsail at a glance
| Factor | Oracle Cloud Always Free | AWS Lightsail |
|---|---|---|
| Published compute | Up to two AMD Micro VMs, or an Ampere A1 monthly allowance equivalent to two OCPUs and 12 GB memory for Always Free tenancies. [Oracle Always Free resources](https://docs.oracle.com/en-us/iaas/Content/FreeTier/freetier_topic-Always_Free_Resources.htm?Highlight=free) | The listed $5/month Linux/Unix bundle has 0.5 GB memory, two vCPUs and 20 GB SSD. [Lightsail pricing](https://aws.amazon.com/lightsail/pricing/) |
| Published transfer allowance | 10 TB/month outbound transfer. This is an allowance, not a measured 24/7 stream capacity. [Oracle Always Free resources](https://docs.oracle.com/en-us/iaas/Content/FreeTier/freetier_topic-Always_Free_Resources.htm?Highlight=free) | The listed $5/month bundle includes 1 TB transfer in most Regions. In certain Regions, including Mumbai, Sydney, Jakarta, Malaysia, Hong Kong and São Paulo, plans have half the allowance. [Lightsail pricing](https://aws.amazon.com/lightsail/pricing/) [AWS transfer FAQ](https://docs.aws.amazon.com/lightsail/latest/userguide/amazon-lightsail-faq-data-transfer-allowance.html) |
| Transfer accounting | The cited Always Free figure is outbound transfer. | Both inbound and outbound data count toward the allowance. If it is exceeded, only qualifying excess outbound transfer is charged; inbound data is not charged as overage. Allowances aggregate for instances of the same bundle in a Region and reset monthly. Check the selected Region’s current allowance and overage rate. [AWS transfer FAQ](https://docs.aws.amazon.com/lightsail/latest/userguide/amazon-lightsail-faq-data-transfer-allowance.html) |
| Availability constraint | Always Free compute is restricted to the tenancy’s home region; host capacity can prevent provisioning a shape there. | The allowance and bundle details depend on the selected plan and Region; confirm current regional terms before deployment. |
| Streaming performance evidence | Not established by the provider allowance figures: the cited sources do not benchmark 24/7 YouTube encoding or publishing on these VMs. | Not established by the provider bundle specifications: the cited sources do not benchmark 24/7 YouTube encoding or publishing on this instance. |
The Oracle figures above are from its Always Free resources page, accessed in 2026; the retrieved page gives no publication year. How much data will a 24/7 stream use?
Estimate outbound transfer from the bitrate YouTube receives, then compare it with the allowance for your account and Region. A useful decimal estimate is:
GB per month ≈ bitrate in Mbps × 0.0108 × hours streamed

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
For a continuously running 30-day month, that is about 0.778 TB at 3 Mbps, 1.296 TB at 5 Mbps, or 1.555 TB at 6 Mbps. These estimates count the stream’s payload at a constant bitrate; actual usage can differ with variable bitrate, protocol overhead, reconnects and other traffic.
- At 5 Mbps, the estimate is above Lightsail’s published 1 TB allowance for most Regions, before any other counted traffic. In a Region with half the allowance, the gap is larger.
- At 5 Mbps, the estimate is below Oracle’s published 10 TB/month outbound allowance, but that does not guarantee a VM can be provisioned or that it can sustain the workload.
- Use the actual outgoing bitrate—not the source file’s resolution alone—and leave headroom rather than planning to consume the entire allowance.
For Lightsail, inbound playlist downloads also count toward the allowance, even though only qualifying excess outbound transfer is charged as overage. Confirm how the provider accounts for your traffic and check the current regional terms before relying on a close estimate.

What Oracle’s Always Free offer does—and does not—mean
Oracle lists up to two VM.Standard.E2.1.Micro AMD instances, as well as an Ampere A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours per month. For Always Free tenancies, the A1 allowance is equivalent to two OCPUs and 12 GB memory. The same resource page lists 10 TB/month of outbound transfer. The compute is available in the tenancy’s home region, and Oracle warns that “out of host capacity” means the selected home region temporarily lacks Always Free shapes. Check the Console’s eligibility labels, tenancy limits and current usage before deployment. [Oracle Always Free resources](https://docs.oracle.com/en-us/iaas/Content/FreeTier/freetier_topic-Always_Free_Resources.htm?Highlight=free)
Oracle’s Free Tier page describes US$300 in trial credits for up to 30 days. Always Free resources remain available after the trial, but paid resources created using trial credits may be reclaimed unless the account is upgraded. Oracle says most users need a phone number and credit card to sign up, and that the card is not charged unless the account is upgraded. For A1, instances beyond the Always Free tenancy limit are disabled and deleted after 30 days unless upgraded; to retain Always Free A1 instances after the trial, keep the tenancy within two OCPUs and 12 GB memory. Your home region is selected at signup. [Oracle Free Tier](https://docs.oracle.com/en-us/iaas/Content/FreeTier/freetier.htm?Highlight=always+free)

Do not assume every related resource or any usage above the Always Free limits is free. Before starting, check the account’s current limits and usage and verify that each resource you plan to create is marked eligible. If capacity is unavailable in your home region, an Always Free instance may not be immediately provisionable there.
What Lightsail’s entry bundle means for this workload
AWS lists a public IPv4 Linux/Unix bundle at $5/month with 0.5 GB memory, two vCPUs, 20 GB SSD and 1 TB transfer. That is a published specification, not proof that the smallest bundle can encode a particular video or keep a YouTube connection stable. [Lightsail pricing](https://aws.amazon.com/lightsail/pricing/)

In most Regions, the 1 TB allowance is likely to be the first constraint for a nonstop stream at several megabits per second. AWS counts both inbound and outbound transfer toward the allowance; qualifying excess outbound transfer may be charged, while inbound data is not charged as overage. Allowances aggregate across instances of the same bundle in a Region and reset monthly. Certain listed Regions—including Mumbai—have half the allowance of plans in most other Regions, so do not apply the general 1 TB figure to those locations without checking. [AWS transfer FAQ](https://docs.aws.amazon.com/lightsail/latest/userguide/amazon-lightsail-faq-data-transfer-allowance.html)
Which should you choose?
Choose Oracle if
- You are comfortable administering Linux and monitoring a cloud account.
- An eligible Always Free shape is available in your home region, and its actual CPU and memory are appropriate for your source video and streaming setup.
- Your estimated outbound traffic fits the published allowance with headroom, and you have checked whether every supporting resource is also free for your account.
Choose Lightsail if
- You prefer a published monthly bundle price over relying on Always Free capacity.
- You have checked the allowance and overage rate for the specific Region, and the stream’s estimated traffic fits comfortably within the applicable allowance.
- You have verified the instance can handle your encoding or remuxing workload rather than assuming two vCPUs guarantee it.
Choose neither as an untested promise
A VM that stays powered on is not the same thing as a stream that remains available on YouTube. You still have to configure the video process, provide a valid stream key, monitor publishing, recover from failures and manage the server. The cited provider pages do not offer a controlled performance or uptime comparison for this use case, so test your actual workflow before depending on it.

What a self-managed setup involves
- Estimate transfer first. Use the stream’s outgoing bitrate and planned operating hours, then check the selected provider’s current regional allowance and costs. For a 24/7 channel, allow headroom for traffic beyond the main video feed.
- Provision an eligible VM. On Oracle, confirm the chosen shape is Always Free eligible and available in the home region; on Lightsail, check the bundle, Region, transfer allowance and current terms. Do not treat the smallest listed bundle as validated for encoding.
- Prepare a stable source and playback process. Put the video files or playlist where the VM can read them, and configure a process that repeats the material and publishes to YouTube. Decide whether the workload needs transcoding; encoding consumes compute, while simply sending a prepared stream has different requirements.
- Configure YouTube publishing securely. Create or schedule the live stream in YouTube Studio, obtain its stream key, and enter that key in the publishing process. Treat the key like a password: do not expose it in public scripts, logs or screenshots, and reset it if it is exposed.
- Run a test before leaving it unattended. Verify that YouTube receives the expected picture and sound, that the playlist advances or loops as intended, and that the stream remains stable under the actual VM load. Check CPU, memory, disk space and transfer use during the test.
- Plan recovery and monitoring. Arrange to detect a stopped publishing process or dropped YouTube connection, restart it safely, and check that a reconnect does not create an unintended second live event. Keep credentials and recovery steps accessible without putting the stream key in alerts.
- Review usage and billing. Monitor the provider’s usage and transfer counters over a representative period. Compare observed traffic with your estimate, then revise the monthly projection before relying on the setup.
Copyright and monetization still apply
Choosing Oracle, AWS or another way to keep a stream online does not grant rights to the playlist’s music, video or other content. YouTube’s livestream terms say the content provider represents and warrants that it has all necessary rights to exploit the live content on Google services worldwide, including music licensing rights from artists, labels, publishers and other royalty participants. [YouTube livestream terms](https://support.google.com/youtube/answer/9961934?hl=en)
Copyright clearance and monetization eligibility are separate questions. YouTube applies its channel monetization policies to live streams, expects monetized content to be original and authentic, and says repetitive or mass-produced content may be ineligible as inauthentic. Reused-content review is separate: having permission or avoiding a copyright claim does not automatically settle eligibility. A continuously looped playlist can therefore carry monetization risk, but policy pages do not decide an individual channel’s case. [YouTube channel monetization policies](https://support.google.com/youtube/answer/1311392?hl=en)
YouTube says monetized live streams may earn through ads, Super Chat/Super Stickers and memberships, but ad slots are not guaranteed to serve ads. Do not forecast revenue from uptime alone. [YouTube live monetization](https://support.google.com/youtube/answer/7385599?hl=en)
