To progress Shinya Oda’s Tower Confidant in Persona 5 Royal, pursue the Mementos request Winners Don’t Use Cheats, meet him at the Akihabara Arcade when he is available, and complete A Mother’s Aggression before expecting Rank 9. This guide lists the recommended dialogue choices, each rank’s ability, and the limits of New Game Plus carryover.
How to unlock Shinya Oda’s Tower Confidant
Shinya’s route is tied to the Mementos request Winners Don’t Use Cheats. The guides differ on the exact trigger for Rank 1: GameFAQs describes trying and failing the request, while Prima describes partially completing it. Pursue the request and follow its events to meet Shinya; simply accepting it is not established as enough to start the rank. See the GameFAQs Tower walkthrough and Prima’s Shinya guide.
Where and when to find Shinya
Look for Shinya at the arcade area shown on the in-game map. One Royal walkthrough lists daytime availability on Monday, Tuesday, Thursday, and Saturday. RPG Site describes the arcade as being in Shibuya and mentions rainy-day availability, while the other guide places it at Akihabara; because those location descriptions conflict, use the game’s map and check Shinya’s availability icon rather than relying on a district name or assuming rain guarantees a meeting. RPG Site’s Royal guide discusses the location and availability.
