Why the error appears
The error usually means that the program found a report or report section requiring Crystal’s charting components, but the expected runtime files are absent, damaged, blocked, or in the wrong location.

Start with the program named in the error. Do not begin by copying pg32conv.dll into a Windows folder.
Find the owning application

- Open Settings.
- Select Apps.
- Select Installed apps.
- Search for the business application, reporting tool, or legacy database program that opens the report.
- Select its three-dot menu.
- Look for Advanced options, Modify, Repair, or Uninstall.
On older Windows installations:
- Press
Windows+R. - Type
appwiz.cpl. - Press Enter.
- Select the application in Programs and Features.
- Look for Change, Repair, or Modify.
If a repair option exists, run it. Restart Windows if the installer requests it, then open the same report that produced the error.
What success looks like
The repair worked if:
- The application starts without the missing-file message.
- A report that previously failed opens.
- A report containing a chart renders normally.
- No new Crystal DLL error appears.
If the error remains, continue with a complete reinstall rather than adding an unrelated DLL.
Fix 2: Reinstall the complete Crystal runtime package
A legacy application may have installed Crystal files into its own directory or into a shared Crystal Reports folder. Removing only the visible program can leave a damaged or partial runtime behind.

- The application vendor’s authenticated download
- Original installation media
- An enterprise software distribution package
- A known-good deployment share maintained by your organization
- Documentation supplied with the application
Do not assume that installing a current Crystal Reports viewer will repair an old embedded application. A viewer and an application-specific Crystal runtime are not necessarily interchangeable.
Reinstall safely
- Close the failing application.
- Close any Crystal Reports designer or viewer processes.
- Open Settings > Apps > Installed apps.
- Select the application that owns the reports.
- Choose Uninstall if repair did not work.
- Restart Windows.
- Run the original application installer as an administrator.
- Choose the complete, typical, or runtime installation when offered.
- Allow the installer to place its Crystal files in the locations it expects.
- Restart Windows again if requested.
- Open the application and test a chart-containing report.
If the application uses a separate Crystal Reports runtime installer, install the exact runtime package supplied for that application. Do not mix files from Crystal Reports 8, 8.5, 9, 10, XI, or later SAP Crystal products.

Copying only pg32conv.dll can cause the next missing dependency or an entry-point error. The reliable repair is to reinstall the matching runtime set so that the chart files, shared libraries, and configuration belong to the same Crystal generation.
Fix 3: Check antivirus quarantine
Old Crystal Reports DLLs may be quarantined because they are unsigned, obsolete, or installed by a legacy application. A cleanup utility may also remove files it incorrectly considers unused.
Review quarantine history
The exact labels differ between security products, but the process is usually:
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving

If the security product repeatedly removes the file after a legitimate reinstall, contact the application vendor or your security administrator. Preserve the detection name and installer details.
Fix 4: Confirm the 32-bit architecture and file location
pg32conv.dll is a 32-bit dependency. A 32-bit Crystal application can require it even when Windows itself is 64-bit.
Do not infer the correct location from the names of Windows folders:
System32contains 64-bit system binaries on 64-bit Windows.SysWOW64contains 32-bit system binaries on 64-bit Windows.- Neither folder is automatically the correct home for this application DLL.
The safest location is normally the directory used by the application or the Crystal shared directory specified by the original installer. Historical Crystal Reports deployments commonly used a path similar to:

The exact path depends on the application and its installation design. Do not create this folder manually unless the vendor’s instructions require it.
Check the application directory
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location if available.
- Look for the application’s Crystal runtime files.
- Compare the folder with another working computer running the same application, if one exists.
- Do not copy files between machines unless both installations use the same application build and approved deployment package.
If the application is 32-bit, install its 32-bit Crystal runtime. Installing a 64-bit reporting viewer will not satisfy a 32-bit process that expects this DLL.
Fix 5: Do not register pg32conv.dll with regsvr32
pg32conv.dll is generally a runtime dependency, not a COM or ActiveX component that needs registration. Historical Crystal deployment tables identify PG32CONV.DLL and SSCSDK80.DLL as files that do not require registration.
Avoid running:
regsvr32 pg32conv.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. An ordinary runtime DLL may respond with an error such as:

That result does not prove that pg32conv.dll is corrupt. It usually means registration was the wrong operation.
Some Crystal components, including certain ActiveX viewer or runtime files, may require registration. Follow the application vendor’s deployment instructions for those files only. Do not apply the instruction to every DLL in a Crystal folder.
Fix 6: Repair Windows components only when Windows itself is damaged
Because pg32conv.dll is not a Windows component, System File Checker and DISM will not normally recreate it. They are relevant when other Windows files are also failing, Windows servicing is damaged, or multiple unrelated applications show system-component errors.
Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test the Crystal application again.
Microsoft documents DISM image repair for the Windows component store and System File Checker for protected Windows files. These commands do not replace a third-party Crystal runtime.

Fix 7: Update drivers only when the failure points to graphics or printing
A graphics or printer driver can affect how a report is displayed, but a missing pg32conv.dll is primarily a Crystal runtime deployment problem. Update drivers when the application opens but charts render incorrectly, the display driver is failing, or Windows reports a related device problem.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics device.
- Select Update driver.
- Choose Search automatically for drivers.
- Repeat for a printer under Printers or Print queues if the report fails during printing.
- Restart Windows.
- Test the report again.
For a business computer, use the computer manufacturer’s approved driver package where possible. Do not replace a working enterprise driver with an unrelated package merely because a DLL error is present.

Do not edit the registry at random. Instead:
- Check the application’s documentation for its Crystal runtime path.
- Look in the application directory for configuration files.
- Compare the installation with a known-good computer.
- Use the installer’s Repair or Modify function to restore configuration.
- Ask the application vendor for the expected shared-folder path if the installer does not repair it.
A wrong path can produce Invalid TLV record even when a copy of pg32conv.dll exists somewhere on the computer.

For developers: deploy the runtime as one set
If you maintain the Crystal-based application, do not instruct users to download individual DLLs. Build and test an authenticated deployment package containing the complete runtime required by that application.
The installer should:
- Include the correct 32-bit Crystal runtime for the application.
- Deploy
pg32conv.dllwith its matching charting dependencies. - Include
sscsdk80.dllwhen required by the reports. - Preserve the application’s expected shared-folder configuration.
- Avoid mixing Crystal Reports generations.
- Install files in the application-local or vendor-documented shared directory.
- Avoid registering files that do not expose registration entry points.
- Test a report containing charts, not only a plain text report.
- Handle repair and upgrade scenarios without deleting shared files still used by the application.
A modern viewer package is not proof that it contains the legacy files required by an older embedded application. If the original development environment or deployment package is unavailable, the vendor may need to rebuild the installer.
What not to do
Do not download the DLL from a random website
A separately downloaded DLL may have the wrong build, wrong architecture, missing dependencies, or malicious modifications. It may also make the error change rather than disappear because the application needs sscsdk80.dll or other Crystal files as well.
Use the original application installer, authenticated vendor media, or a controlled enterprise deployment package. Manual copying is appropriate only when an administrator is deploying a known-good file from a verified matching package.
Do not copy it blindly to System32 or SysWOW64
Those folders are not general-purpose storage for application DLLs. The 32-bit process must be able to find the file through its application directory or configured runtime path.
Do not mix Crystal versions
Replacing one old Crystal component with a file from another Crystal generation can create missing exports, incompatible dependencies, or report failures. Reinstall the complete matching runtime instead.

If reinstalling does not solve the problem
Collect these details before contacting the application vendor:
- Application name and version
- Windows edition and whether it is 32-bit or 64-bit
- Exact error text
- Whether ordinary reports open
- Whether only chart-containing reports fail
- The full path of the application
- The path where Crystal runtime files are installed
- Whether antivirus quarantined a file
- The names of other missing DLLs
- Whether the application was recently migrated, upgraded, or restored
If the application was removed years ago and no installer exists, restore it from an old system image or contact the original vendor. System Restore is useful only when the failure began after a known system change and a suitable restore point is available. It cannot recreate a missing third-party installer package.
