Manchester City has appealed the independent Premier League Commission’s guilty findings, and no punishment has been announced. The Commission will address sanctions separately; the league says its options include a fine, a points deduction and other sporting sanctions. Whether any sanction is imposed, and when the appeal and sanction decisions will be made, remains unknown.
What did the independent Commission find?
The Premier League says the Commission found Manchester City guilty of all charges concerning serious financial-rule breaches over the nine seasons from 2009/10 to 2017/18, and of most charges concerning failure to cooperate with the league’s investigation. These are findings in the league’s disciplinary process, not a criminal-court judgment. The Premier League’s published summary says the Commission found that sham commercial arrangements and other arrangements funded by the club’s owner, Abu Dhabi United Group Investment & Development Ltd (ADUG), inflated reported revenue and reduced costs.
According to that summary, the Commission found that the arrangements artificially inflated revenues and reduced costs by more than £900 million during the period. It also found that the club’s accounts misstated its finances, that the true state of those finances was concealed from auditors and football regulators, and that accurate accounting would have shown breaches of Premier League and UEFA spending limits. Three of the four alleged categories of breaches involving cooperation and utmost good faith were upheld.
Why is there no punishment yet?
The league says sanctions will be considered at a further Commission hearing. It has not announced a sanction or said when that hearing will take place. The appeal is also private and confidential until publication of its outcome is permitted, and the league has not published a timetable for either process or specified which will conclude first. It says it intends for the full process to conclude as soon as possible. The league’s appeal update confirms that the appeal hearing will be private and confidential until publication is permitted.

The scale of the case helps explain why the decision took time: the Premier League says the Commission hearing lasted 42 days and concluded in December 2024. The Commission, quoted by the league, referred to approximately 7,000 pages of witness and expert transcripts and said producing its decision took longer than it had expected. The league’s case-process statement gives those details.
What sanctions are possible?
The Premier League says its rules give the Commission broad discretion and list fines, points deductions and other sporting sanctions as non-exhaustive possibilities. The published information does not establish that any particular sanction is likely, nor does it announce expulsion as an outcome. The Commission will decide after the separate sanctions process.

What can happen on appeal?
Manchester City said it lodged a comprehensive appeal at 7pm on 1 October 2026. The club says it considers the Commission’s opinion to contain material errors of law, principle and fact and to be unsafe, and continues to assert its innocence. That is the club’s appeal position, not a finding by the Appeal Board. The club’s appeal statement sets out its position.
The Premier League says the Appeal Board may allow or dismiss the appeal, or make another order it considers appropriate, including varying the Commission’s order. The board is appointed by the Chair of the Judicial Panel and comprises three members, including a chair who should have held judicial office. Filing an appeal does not itself establish that the findings have been reversed or suspended; the league’s updates do not say they have been suspended.

When will the appeal be decided?
No hearing date or decision date has been announced. The Associated Press reported that the rules provide for an appeal hearing within 12 weeks of filing and limit it to no more than five consecutive days. That is a reported rule-based window, not a scheduled date or a guarantee of when the outcome will be published. Associated Press.
The league has not said whether a sanction could be imposed before the appeal is decided, or confirmed the order in which the appeal and sanctions processes will conclude. With the appeal confidential, there is no public real-time schedule to rely on.
