Makuhita also had a Spotlight Hour on June 4, 2024, but that event featured 2× catch Candy. Both are past events; no new Makuhita hour is established by the schedule information available here.
When was Makuhita Spotlight Hour?
Pokémon Database’s maintained Spotlight Hour schedule archive lists two Makuhita appearances. They were separate events with different bonuses:

The archive includes schedule entries later than these dates, but that does not mean Makuhita is currently scheduled. Check an official Pokémon GO announcement for confirmation before relying on any future date or bonus.
How to make the most of each bonus if Makuhita returns
If the announced bonus is transfer Candy
Save Pokémon you have already decided to transfer, then send them during the event to benefit from the announced transfer bonus. Review your storage beforehand so you can distinguish Pokémon you want to keep from those you are ready to transfer. Do not assume this bonus will accompany a future Makuhita hour; the 2× transfer Candy listing applies to the March 4, 2025 event.

If the announced bonus is catch Candy
Plan to spend the hour catching Makuhita if a future notice confirms a catch-Candy bonus. The June 4, 2024 event listed 2× catch Candy; its bonus should not be confused with the transfer-Candy bonus recorded for 2025.
Can Makuhita be shiny in Pokémon GO?
The schedule and reference information used here do not establish Makuhita’s current shiny eligibility in Pokémon GO or its encounter odds. They also do not verify that Spotlight Hour increases shiny odds. Check current official game information rather than treating the event listing as confirmation.

Makuhita evolution and type
Makuhita is a Fighting-type Pokémon. Pokémon Database lists Hariyama as its evolution at level 24 in the mainline games. That level is not a Pokémon GO evolution requirement; the cited material does not establish Makuhita’s Pokémon GO Candy cost.

No. A Poké Ball Plus is optional, not a requirement for Spotlight Hour. Pokémon Support says that, when connected to Pokémon GO, it can catch Pokémon and spin PokéStops, and can track travel distance for Egg hatching and Buddy Candy. It does not support Raid Battles.
