prrc.dll Is Missing: Trace and Repair Recovery Manager Safely

prrc.dll is a CyberLink application file whose internal description is Recovery Manager. It is most strongly associated with CyberLink PowerRecover, an OEM recovery program used for factory restoration, disk imaging, and recovery tasks.

It is not a Windows system DLL, Microsoft Visual C++ runtime file, DirectX component, or ordinary device-driver file. Windows may be 64-bit while the installed recovery program uses the known 32-bit build of this DLL.

The version and size above are reference information from public file indexes, not a CyberLink release guarantee. The precise parent application can vary by PC manufacturer and OEM recovery package.

The safest solution is therefore to repair or reinstall the complete CyberLink PowerRecover or manufacturer-supplied recovery program. Do not begin by downloading a standalone copy of prrc.dll.

Which program is using prrc.dll

PowerRecover is the most likely parent program, but the original computer manufacturer may have packaged it under a different name. The failing executable might be called PowerRecover.exe, an OEM recovery utility, or another component of the recovery environment.

To identify the program:

  1. Read the complete error message and note the program name shown in its title bar.
  2. Press Ctrl+Shift+Esc to open Task Manager.
  3. Select Apps or Processes and look for a recovery, restore, backup, or CyberLink entry.
  4. Open Settings with Windows key + I.
  5. Select Apps > Installed apps in Windows 11, or Apps > Apps & features in Windows 10.
  6. Search for:
  7. CyberLink
  8. PowerRecover
  9. Recovery Manager
  10. Recovery
  11. Backup or factory-recovery software supplied by the PC manufacturer
  12. Select a matching entry and choose Advanced options, if available.

If the error appears during startup rather than when opening a desktop program, it may belong to an OEM recovery partition or boot recovery environment. In that situation, the visible Windows installation may not contain the complete program.

What the error messages mean

You may see one of these messages:

  • “The program can’t start because prrc.dll is missing from your computer.”
  • “The code execution cannot proceed because prrc.dll was not found.”
  • “Error loading prrc.dll. The specified module could not be found.”
  • “The procedure entry point could not be located in the dynamic link library prrc.dll.”
  • “prrc.dll is either not designed to run on Windows or it contains an error.”
  • “Cannot find prrc.dll.”
  • “Cannot register prrc.dll.”

These messages do not all mean the same thing.

“Missing” or “not found”

The application cannot locate the DLL where it expects it. The file may have been deleted, quarantined, moved, or removed when its parent program was partially uninstalled.

“The specified module could not be found”

This can mean that prrc.dll exists but another dependency required by it does not. Reinstalling the complete parent application is more reliable than copying another DLL into the folder.

“Procedure entry point could not be located”

The application found a DLL but the file is the wrong build or does not contain the function the program expects. This often points to mixed files from different releases.

“Not designed to run on Windows” or “contains an error”

The file may be damaged, incompatible with the executable, incomplete, or altered. Verify the parent installation rather than replacing the file with an unverified download.

Fix 1: Repair or reinstall CyberLink PowerRecover

This is the primary fix when the error appears while launching PowerRecover or an OEM recovery utility.

Try the Windows repair command first

  1. Press Windows key + I.
  2. Select Apps > Installed apps.
  3. Find CyberLink PowerRecover, Recovery Manager, or the relevant OEM recovery program.
  4. Select the three-dot menu beside it.
  5. Choose Advanced options.
  6. Select Repair.
  7. Restart Windows and launch the recovery program again.

Windows 10 users can open Settings > Apps > Apps & features, select the program, choose Advanced options, and then select Repair when that control is available.

Repair does not always appear for traditional desktop programs. If there is no Repair button, use Control Panel:

  1. Press Windows key + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Find the CyberLink or OEM recovery entry.
  5. Right-click it.
  6. Choose Repair or Change.
  7. Follow the installer prompts.
  8. Restart the computer.

A successful repair should allow the same recovery utility to open without the prrc.dll message.

Reinstall from a trusted package

If repair fails:

  1. In Settings > Apps > Installed apps, select the recovery program.
  2. Choose Uninstall only if you have confirmed that you are removing the desktop application and not deleting the only recovery partition.
  3. Restart Windows if requested.
  4. Obtain the replacement installer from the original PC manufacturer’s support page, recovery media, or the CyberLink/OEM support channel for that product.
  5. Install the package using an administrator account.
  6. Restart Windows.
  7. Test the recovery program.

Do not uninstall a recovery utility casually if you may need factory recovery. Before removing it, back up personal files and confirm that recovery media or another supported recovery method is available.

If the original recovery partition was deleted, the manufacturer may no longer be able to recreate the exact OEM environment. A factory-recovery operation can also erase data, so back up important files before using it.

Run the program as administrator

An access problem can prevent a damaged or partially repaired application from loading correctly.

  1. Open Start.
  2. Search for PowerRecover or the OEM recovery utility.
  3. Right-click it.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.

If this works only as administrator, right-click the program shortcut, select Properties > Compatibility, enable Run this program as an administrator, and select Apply. This does not replace a missing DLL, but it can expose a permissions problem.

Fix 2: Check Windows Security quarantine

Antivirus software may quarantine a legitimate application file. Treat this as a possibility, not proof that the file is safe.

  1. Open Start.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Open a detection that refers to prrc.dll or the CyberLink/OEM recovery folder.
  7. Check the detected file path, threat name, and action taken.

Restore the file only when all of these conditions are satisfied:

  • The path belongs to the expected CyberLink or OEM recovery installation.
  • The parent program was installed from trusted manufacturer or vendor media.
  • The detection is reasonably identified as a false positive.
  • A current security scan does not show broader malware activity.

If the file is repeatedly quarantined, do not immediately add an antivirus exclusion. Uninstall the parent application, download a fresh installer from the trusted OEM or vendor source, reinstall it, and run a full Windows Security scan.

If the detection path is a temporary folder, a user-download folder, or an unfamiliar location, leave the file quarantined and investigate the program that created it.

Fix 3: Confirm the application and DLL paths

A file can exist while Windows still reports it as missing because the application is looking in another folder or because a dependency is absent.

  1. Open Task Manager with Ctrl+Shift+Esc.
  2. Select Details.
  3. If the suspected program is running, right-click its process.
  4. Select Open file location.
  5. Inspect the folder containing the executable.
  6. Search that installation folder for prrc.dll.

You can also search from File Explorer:

  1. Press Windows key + E.
  2. Select This PC.
  3. Search for prrc.dll.
  4. For each result, right-click the file and select Properties.
  5. Check the Details tab for the Recovery Manager description and CyberLink company information.
  6. Check the Digital Signatures tab if present.

The absence of a signature is not by itself proof of malware because the available public evidence does not establish that every legitimate build is digitally signed. However, a file in an unrelated directory, with an unexpected name, or paired with a suspicious executable should not be restored or copied into a system folder.

If the DLL is beside the correct executable but the error continues, reinstall the complete application. The remaining problem may be a missing dependency, mismatched files, or an incomplete installation.

Fix 4: Check 32-bit and 64-bit compatibility

The publicly indexed build of prrc.dll is 32-bit. That is not necessarily a problem on a 64-bit Windows computer. A 64-bit version of Windows routinely runs 32-bit applications.

Check the Windows architecture:

  1. Press Windows key + I.
  2. Select System > About.
  3. Read System type.

Do not use the Windows architecture alone to decide where this DLL belongs. System32 and SysWOW64 are managed Windows locations with architecture-specific behavior, and application installers may intentionally keep their files in the application directory or a recovery partition.

The correct location is the one selected by the CyberLink or OEM installer. Reinstalling the parent application restores that intended layout. Copying a 32-bit DLL into C:WindowsSystem32, C:WindowsSysWOW64, or an unrelated application folder can create a second mismatch and make later repairs harder.

Fix 5: Repair a separately reported Microsoft runtime

Installing Visual C++ Redistributable packages is not the primary fix for prrc.dll. Microsoft runtime packages provide files such as vcruntime*.dll and msvcp*.dll; they do not provide this CyberLink Recovery Manager DLL.

Use this fix only when the error also names a Microsoft runtime file.

Install or repair the 32-bit runtime

A 32-bit recovery application requires the x86 Visual C++ Redistributable, including when it runs on 64-bit Windows.

  1. Download vc_redist.x86.exe from Microsoft’s official Visual C++ Redistributable page.
  2. Run the installer.
  3. Accept the license terms.
  4. Choose Install or Repair.
  5. Restart Windows.
  6. Test the parent recovery program.

Install the x64 package only when the failing application is 64-bit and the error identifies that runtime. Multiple supported runtime versions can coexist. Do not remove older versions merely because a newer package is installed.

If the message names DirectX, .NET, or another component instead, repair that specifically rather than treating every DLL error as a Visual C++ problem.

Fix 6: Repair Windows components with DISM and SFC

SFC and DISM repair Windows component damage. They are not a direct source for a third-party CyberLink DLL, so use them when Windows has other corruption symptoms, update failures, or system-file errors.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the command to complete.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test PowerRecover again.

Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, restart and retest. If it reports that some files could not be repaired, repeat the process after Windows Update has completed, then repair the CyberLink/OEM application separately.

Manually repeating system scans without knowing what changed can be slow and inconclusive. Outbyte PC Repair can show a free scan of reported system problems; repairs are performed by the full version, and it is not required when reinstalling PowerRecover is the actual fix.

Fix 7: Use System Restore after a recent change

System Restore is relevant if the error began immediately after an update, disk cleanup, software removal, or another system change.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the problem began.
  4. Select Scan for affected programs if available.
  5. Review the changes.
  6. Select Next > Finish.
  7. Allow Windows to restart.

System Restore changes system files, registry settings, and installed programs. It does not normally remove personal documents. It may undo a recent application installation or update, so after restoration you may still need to reinstall the current OEM recovery package.

Do not use System Restore as a substitute for backing up data before factory recovery or disk replacement.

Fix 8: Check drivers only when the symptoms point to them

A driver is not the normal owner of prrc.dll, and updating every driver is unlikely to restore this application file. Driver work is relevant when the error started after replacing a hard drive, changing storage hardware, upgrading Windows, or losing access to an OEM recovery environment.

To inspect devices:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Disk drives, Storage controllers, and System devices.
  4. Look for a warning icon.
  5. Right-click the affected device.
  6. Select Properties > Driver.
  7. Review the driver provider and date.
  8. Select Update Driver > Search automatically for drivers.
  9. Restart if Windows installs an update.

For a driver supplied by the computer manufacturer, download the exact package for the PC model and Windows version from the manufacturer’s official support source. Do not replace prrc.dll with a driver package.

Finding the correct storage or chipset driver among many hardware entries can be tedious. Outbyte Driver Updater provides a free scan identifying reported outdated drivers; driver installation is performed by the full version, and manual manufacturer packages remain appropriate when recovery hardware is involved.

Windows Features: what to check

Windows Features do not normally install prrc.dll, but checking them can help rule out a mistaken repair path.

  1. Press Windows key + R.
  2. Type:
optionalfeatures
  1. Press Enter.
  2. Review enabled features such as .NET Framework.
  3. Change a feature only when the application error specifically identifies it.
  4. Select OK and restart if Windows requests it.

Do not enable random legacy features to solve a CyberLink DLL error. If the message names .NET, repair or install the required .NET component through Microsoft’s supported Windows process. If it names only prrc.dll, return to repairing the CyberLink/OEM application.

What not to do

Do not download a lone DLL

Random DLL download websites may provide the wrong version, wrong architecture, incomplete dependencies, or a modified file. Even a file with the right name may not belong to the installed PowerRecover release.

A standalone replacement also leaves the damaged parent installation unresolved. Use the original PC manufacturer’s recovery package, supplied installation media, or the official CyberLink/OEM support route instead.

Do not copy it into System32 or SysWOW64

Those folders are not universal storage locations for every DLL. Windows chooses different behavior for 32-bit and 64-bit components, and application installers may use private directories. Copying prrc.dll into a system folder can introduce a mismatch and complicate future servicing.

Do not use regsvr32 automatically

regsvr32 is intended for DLLs that expose a registration entry point, commonly through DllRegisterServer. There is no reliable evidence that prrc.dll is a self-registering ActiveX or COM library.

Do not run:

regsvr32 prrc.dll

as a general repair. “Cannot register prrc.dll” usually means the command is not appropriate, the file is not self-registering, or the file is damaged. Reinstall the parent program instead.

Do not remove recovery software without checking recovery options

PowerRecover may be connected to an OEM recovery environment. Confirm that you have backups and alternative recovery media before uninstalling it or deleting recovery partitions.

When SFC, DISM, drivers, and Windows Update are relevant

Use the following guide to keep the repair focused:

Symptom Appropriate next step
Only PowerRecover reports prrc.dll missing Repair or reinstall PowerRecover/OEM recovery software
Windows Security quarantined the file Verify the path and detection, then reinstall from trusted media
Another runtime DLL is also named Repair the specifically named Microsoft runtime

If the problem started after a disk change

Replacing or cloning a hard drive can separate a recovery application from its expected recovery partition or alter drive paths. Disk cleanup can also remove files that the OEM utility expects.

Do not keep copying DLLs between drives. Check whether:

  • the recovery partition still exists;
  • the OEM recovery utility is installed;
  • the cloned disk preserved the recovery environment;
  • the new drive has the expected partition layout;
  • the PC manufacturer provides recovery media for the model.

Back up personal data before attempting factory restoration. If PowerRecover starts during boot, repair may require the manufacturer’s recovery instructions rather than a desktop application reinstall.

Information to collect before requesting support

If reinstalling the parent program does not help, collect:

  1. The full error text.
  2. The name and path of the executable that fails.
  3. The path of every prrc.dll copy found.
  4. The file’s Details and Digital Signatures information.
  5. The PC manufacturer and exact model.
  6. The Windows edition and system type.
  7. Whether the issue began after an uninstall, antivirus action, cleanup, update, cloning operation, drive replacement, or Windows upgrade.
  8. Whether the error appears in Windows or during boot recovery.
  9. Results from the PowerRecover/OEM installer repair.
  10. Any Windows Security detection name and quarantine path.

Send this information to the PC manufacturer or CyberLink support channel associated with the OEM edition. Avoid sending a DLL as an attachment unless support specifically requests it through a trusted process.

FAQ

Is prrc.dll a Windows file?

No. Available public evidence identifies it as CyberLink’s Recovery Manager application DLL. It is not a standard Windows component.

Is prrc.dll malware?

The name alone cannot establish that. A legitimate copy should be located within the expected CyberLink or OEM recovery installation and should match the installed program’s context. A copy in a temporary or unrelated folder deserves investigation.

Is prrc.dll part of Microsoft Visual C++?

No evidence shows that Visual C++ Redistributable packages provide prrc.dll. Install or repair Visual C++ only when the error names a Visual C++ runtime file as well.

Which PC manufacturer installed it?

The file is associated with OEM recovery software, but the available evidence does not identify one manufacturer that originally installed every copy. Check the PC model and its recovery package.

Does a 32-bit DLL work on 64-bit Windows?

Yes. A 64-bit Windows installation can run a 32-bit recovery application. The known indexed build of prrc.dll is 32-bit, but its location should be determined by the parent installer.

Should I register prrc.dll?

No. regsvr32 is not a general DLL repair tool, and there is no reliable evidence that this DLL is self-registering.

Will SFC restore prrc.dll?

No. SFC repairs protected Windows system files. It does not normally restore a third-party CyberLink application DLL. Repair or reinstall the parent recovery program.

What is the safest fix?

Identify the CyberLink PowerRecover or OEM recovery installation, then repair or reinstall the complete program from trusted manufacturer media or the appropriate vendor support channel. This restores the matching DLL and its dependencies together.
