If Windows says it is missing, was not found, or could not be loaded, repair Windows first instead of downloading a replacement DLL.
The file is named Remote Access Connection Manager and supports the Windows RasMan service. That service manages dial-up and VPN connections to the Internet or other remote networks. A failure may appear during startup, while connecting to a VPN, or when an older program requests the Windows component.
What rasmans.dll does and where it belongs
rasmans.dll ships with the Microsoft Windows operating system. It supports the Remote Access Connection Manager service and is involved in Windows remote-access networking.
On 64-bit Windows, check these normal locations:
%windir%System32rasmans.dll
%windir%SysWOW64rasmans.dll
The names are confusing:
System32normally contains 64-bit system files on 64-bit Windows.SysWOW64normally contains 32-bit system files on 64-bit Windows.- A 32-bit Windows installation does not use the same layout as 64-bit Windows.
The correct location depends on both your Windows architecture and the process requesting the file. Do not judge whether the file is legitimate from its size alone. Microsoft has shipped different versions for different Windows builds, servicing branches, and architectures.

To inspect the file:
- Press Windows key + E.
- Enter
%windir%System32in the address bar. - Find
rasmans.dll. - Right-click it and select Properties.
- Open Digital Signatures.
- Confirm that the signer is Microsoft.
On 64-bit Windows, repeat the check in %windir%SysWOW64. A Microsoft signature is useful evidence, but a valid file in the wrong path can still indicate that an application or malware placed a copy where it does not belong.
What the error means
Possible messages include:
- “The program can’t start because rasmans.dll is missing from your computer.”
- “rasmans.dll was not found.”
- “Error loading rasmans.dll.”
- “rasmans.dll could not be loaded.”
- “The application or DLL rasmans.dll is not a valid Windows image.”
- “The code execution cannot proceed because rasmans.dll was not found.”
- “rasmans.dll is either not designed to run on Windows or it contains an error.”
The exact wording varies by Windows version, loader context, and the application showing the message. A missing-file message does not always mean that the file was deleted. The file may be corrupted, the wrong architecture, blocked by security software, or merely the first dependency that failed.
Start with the repair sequence below.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates
Windows Update can restore protected operating-system components and repair servicing problems caused by an interrupted update.

- Press Windows key + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the PC, even if Windows does not immediately require it.
- Test the application or VPN again.
If the error began immediately after an update, do not repeatedly uninstall unrelated software. Continue to the DISM and SFC repair below. If the problem remains tied to that update, use the rollback procedure later in this guide.
Windows 10 reached the end of free support on October 14, 2025. If the computer is compatible, Windows 11 is the supported upgrade path. Do not replace a system DLL with a Windows 11 file on Windows 10.
Fix 2: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
This is the most important fix for a genuine system-level rasmans.dll problem. Run DISM first, then SFC. DISM repairs the Windows component store, which SFC can use as its repair source.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the failing program or VPN.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: SFC found no protected-file corruption.
- Windows Resource Protection found corrupt files and successfully repaired them: Restart and test again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: Review the next recovery steps in this guide.
If DISM reports that the source files could not be found, install pending updates, restart, and run the commands again. If SFC still cannot repair the files, inspect:

Do not copy rasmans.dll from another computer as a shortcut. Windows files are tied to the operating-system build, servicing state, and architecture.

Fix 3: Check whether the error is tied to a VPN or RasMan
Time needed: 10–20 minutes
If the message appears when connecting to a VPN, setting up dial-up networking, or starting Windows, check the Remote Access Connection Manager service.
- Press Windows key + R.
- Type:
services.msc
- Press Enter.
- Find Remote Access Connection Manager.
- Double-click it.
- Check the Startup type.
- Check the service status.
Microsoft normally lists this service as installed by default and configured for manual start. Do not force it to run permanently unless your VPN or remote-access setup requires it. Do not disable it merely because you do not currently use a VPN, because dependent services may fail to start.

If the service will not start:
- Note the exact error shown.
- Run DISM and SFC from Fix 2.
- Restart Windows.
- Test the service again.
- Check whether the VPN client has its own repair option.
Repair the VPN application
If only one VPN client fails:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the VPN application.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- Restart and test the connection.
If no repair option exists, uninstall and reinstall the VPN client using its official installer. The VPN vendor’s network adapter and service instructions take priority. Do not download rasmans.dll from the VPN vendor unless the vendor explicitly documents that it ships a separate application copy. The Windows system file itself is not a VPN-vendor redistributable.
Fix 4: Repair the application that shows the error
Time needed: 10–30 minutes
If Windows starts normally and only one application reports rasmans.dll, the application may be requesting the component incorrectly or may have damaged files of its own.

For a traditional desktop application:
- Press Windows key + R.
- Type:
appwiz.cpl
- Press Enter.
- Select the affected program.
- Choose Repair or Change, if offered.
- Follow the installer instructions.
- Restart Windows.
If the program is a game, use the launcher’s built-in Verify, Repair, or Verify integrity function. Reinstall the game only if verification cannot restore its files. A game or application should normally use the Windows component through the operating system rather than requiring you to place a loose system DLL in its installation folder.
Do not install Visual C++ Redistributables, DirectX, or .NET as a default response to this error. Those packages are not established sources for rasmans.dll. Install them only when the affected application separately reports a missing runtime that specifically belongs to one of those packages.

Time needed: 5–15 minutes
Security software may quarantine a damaged file, a suspicious copy, or occasionally a legitimate Windows file detected incorrectly.
- Open Start.
- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection related to
rasmans.dll. - Check the original file path and detection details.
Restore a file only when all of these are true:
- The original path is a normal Windows system location.
- The file has a valid Microsoft digital signature.
- The detection is confirmed to be a false positive.
- You have checked the system for other signs of malware.
Do not disable antivirus protection globally to make the error disappear. If the file is suspicious or unsigned, leave it quarantined, update security definitions, and run a full scan. For a serious suspicion, use Microsoft Defender Offline from Windows Security → Virus & threat protection → Scan options.
After a justified restoration, run DISM and SFC, then restart. Microsoft warns that a restored threat may be detected again.
Fix 6: Update or reinstall networking drivers
Time needed: 10–30 minutes
A driver change can expose a networking or VPN problem even when rasmans.dll itself is intact. This is more likely when the error began after installing a VPN, changing network hardware, or updating a network driver.
- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Look for a warning icon.
- Right-click the physical network adapter.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
For a VPN adapter, expand Network adapters, identify the adapter installed by the VPN, and follow the VPN vendor’s documented removal and reinstall process. Do not delete an unfamiliar adapter blindly.
To reinstall a clearly identified damaged adapter:
- In Device Manager, right-click the adapter.
- Select Uninstall device.
- Confirm only if you have a working driver source or Windows can reinstall it.
- Restart Windows.
- Install the driver supplied through Windows Update or the hardware manufacturer.

Fix 7: Roll back a recent Windows update

Use this when the problem started immediately after a Windows update and DISM/SFC did not resolve it.
From Windows Settings
- Open Settings.
- Select Windows Update.
- Select Update history.
- Select Uninstall updates.
- Choose the recent update associated with the problem.
- Select Uninstall.
- Restart Windows.
From Windows Recovery Environment
If Windows cannot start normally:
- Hold Shift while selecting Restart, or interrupt startup until Windows enters recovery.
- Select Troubleshoot.
- Select Advanced options.
- Select Uninstall Updates.
- Choose the available quality or feature update option.
- Follow the prompts.
Test the VPN or application after the rollback. If the error returns when the update is reinstalled, keep Windows updated where possible and investigate the affected driver or VPN software rather than permanently relying on an old system state.

System Restore is useful when a restore point predates the failure and the normal repair commands do not help.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs.
- Review the applications, drivers, and updates that may be removed or restored.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, drivers, and installed programs. It normally does not remove personal files, but back up important data before recovery.

Time needed: 30 minutes to several hours
Use a Windows repair installation or reset only after updates, DISM, SFC, application repair, and System Restore have failed.
Before proceeding:
- Back up personal files.
- Record application and VPN settings.
- Confirm you can reinstall essential programs.
- Disconnect unnecessary external devices.
- Use official Microsoft recovery or installation media.
Windows recovery options can preserve personal files in some scenarios, but the exact result depends on the chosen option. Read each screen carefully. If the system has widespread corruption, repeated file-integrity failures, disk errors, or signs of malware, a clean reinstall may be safer than continuing to replace individual DLLs.

Why you should not download rasmans.dll
Random DLL download sites sites are unsafe sources for a Windows system component. A downloaded file may contain malware, be the wrong Windows build, use the wrong architecture, lack a valid Microsoft signature, or fail to repair the actual servicing problem.
Manual copying also creates version and servicing conflicts. Do not place an arbitrary copy in:
C:WindowsSystem32
C:WindowsSysWOW64
Do not place a Windows system DLL beside an application unless that application’s publisher explicitly documents that deployment model. The safe official sources are Windows Update, Windows recovery tools, Microsoft installation media, and the protected Windows component store repaired by DISM and SFC.
Why regsvr32 is not the fix
regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. rasmans.dll is a Windows service DLL, not a typical COM or ActiveX control.
Do not expect this command to repair it:
regsvr32 rasmans.dll
It may produce an entry-point error, and it does not restore protected Windows files, repair the component store, or fix the RasMan service. Use DISM and SFC instead.

If the file exists and SFC reports no corruption, the displayed DLL may only be the first dependency that failed. Investigate the application, VPN driver, service configuration, Event Viewer entries, and process architecture instead of repeatedly replacing rasmans.dll.
FAQ
Is rasmans.dll safe?
The genuine Microsoft-signed file in the expected Windows directory is a legitimate operating-system component. An unsigned copy, a copy in an application folder, or a file detected by antivirus requires further investigation.
Is rasmans.dll part of Windows or a third-party program?
It is part of Microsoft Windows and supports the Remote Access Connection Manager service. It is not a Visual C++ runtime, DirectX component, .NET assembly, or normal VPN-vendor download.

Should I reinstall Visual C++, DirectX, or .NET?
Not as a default fix. There is no established evidence that those packages supply rasmans.dll. Repair Windows or the specific application that reports the error.
Which copy should a 64-bit Windows PC use?
The normal 64-bit copy is under %windir%System32. The 32-bit copy used by 32-bit processes is normally under %windir%SysWOW64. Windows handles file-system redirection for compatible applications.
What if the file exists but Windows still reports it as missing?
Check its digital signature and path, then run DISM followed by SFC. If both report no corruption, troubleshoot the application, VPN, driver, service configuration, or architecture. The named DLL may be a dependency symptom rather than the damaged component.
Can I fix it by registering the DLL?
No. regsvr32 is generally inappropriate for this service DLL and does not repair Windows.
When should I reinstall Windows?
Use reinstall or reset when protected files remain unrepaired, recovery tools fail, the installation has broader corruption, or malware and disk problems cannot be resolved safely. Back up personal files first.
What should I check before asking for more help?
Record:
- The exact error wording.
