removedeviceelevated.dll is missing, was not found, or could not be loaded. These messages usually indicate a damaged Windows component, an incomplete update, antivirus quarantine, or an architecture mismatch rather than a missing Visual C++ or DirectX runtime.

Do not download this DLL from a random archive. A replacement can contain malware, belong to the wrong Windows build, use the wrong 32-bit or 64-bit architecture, and leave the underlying component-store or COM problem untouched.

Which fix applies to you

Use the first description that matches what happened:

  • The error appeared during a Windows or device-management action: run DISM, SFC, and Windows Update.
  • The problem started immediately after an update: install pending updates, restart, or use Windows recovery options.
  • Windows Security recently detected or quarantined something: inspect Protection history before changing system files.
  • The file exists in System32 or SysWOW64, but one program still fails: check its signature, architecture, dependencies, and the process named in the error.
  • Only one application shows the message: repair or reinstall that application through its official installer.
  • The problem followed a driver installation or device change: update or roll back the relevant driver through Windows tools.
  • Repairs fail or malware may have altered Windows: use System Restore, an in-place repair, or a clean Windows installation.

What removedeviceelevated.dll is

Its COM registration identifies IRemoveDeviceElevatedHandler_PSFactory and points to:

%windir%System32RemoveDeviceElevated.dll

The file also has COM registration exports including DllRegisterServer, DllUnregisterServer, DllGetClassObject, and DllCanUnloadNow. Those exports do not mean that manually registering the file is the correct repair.

On 64-bit Windows:

  • %windir%System32 contains native 64-bit system files.
  • %windir%SysWOW64 contains 32-bit system files used by 32-bit applications.

That naming is unintuitive, but it is how Windows handles 32-bit applications through WOW64. Do not copy a DLL between these folders merely because one folder appears to be missing it. Microsoft file-system redirector documentation

Historical inventories list several Windows 10 builds and both x64 and x86 records, but those records are not a current version table for every Windows 10 or Windows 11 installation.

First repair: DISM, then SFC

A missing or damaged protected Windows file is the most plausible cause. DISM repairs the Windows component store that supplies system files, and SFC checks protected files against that repaired source.

Run the commands

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control appears.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. It may appear to pause for a while.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Repeat the action that originally produced the error.

Microsoft’s documented repair sequence is DISM followed by System File Checker.

If SFC reports that it found and repaired corrupted files, the restart is part of the repair. Test the device or Windows action again after signing back in.

If DISM says that source files could not be found, do not substitute a downloaded DLL. Install pending Windows updates first. If that does not help, use a matching Windows installation source or a supported recovery repair. If SFC still cannot repair files, review:

You can open it by pressing Win+R, entering the path, and pressing Enter.

Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan and show the reported problems, while repair actions are completed by the full version; it is optional, and Windows servicing remains the primary repair for this system DLL.

Install Windows updates

An incomplete or failed update can leave a system file, registry entry, or component-store transaction unfinished.

  1. Open Start and select Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart when Windows requests it.
  6. Return to Settings > Windows Update and check again until no further update is offered.
  7. Retry the device-removal or Windows action.

Use Microsoft’s Windows Update installation guidance if the update process itself fails.

If the error began directly after a particular update, open Settings > Windows Update > Update history and note what was installed. Do not remove updates casually, but use Recovery options if the update clearly coincides with the failure. Microsoft describes rollback and recovery choices in its Windows recovery documentation.

Check Windows Security quarantine

Antivirus software can quarantine a system file after a false positive or after malware has tampered with it.

  1. Open Start and type Windows Security.
  2. Open the app.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Look for an entry involving RemoveDeviceElevated.dll.
  6. Expand the entry and read its location and action.
  7. If Windows Security identifies a trustworthy file in the expected Windows directory and the Microsoft signature is valid, review the available restore or allow options.
  8. If the file was found in a temporary folder, a user-writable application folder, or another unexpected location, leave it quarantined.
  9. Run Scan options > Full scan.

Restoring a file solely because its name matches is unsafe. Confirm the path, signature, and system context first. Microsoft Protection History guidance

If malware is suspected, complete the scan before attempting further repair. Persistent compromise may require Windows recovery or installation media rather than a copied DLL.

Verify the file, path, and architecture

The file should normally be under the Windows directory, not beside a random executable in Downloads, Temp, or an unfamiliar application folder.

Check whether it exists

  1. Press Win+E to open File Explorer.
  2. Select the address bar.
  3. Enter:
%windir%System32
  1. Search for RemoveDeviceElevated.dll.
  2. On 64-bit Windows, also inspect:
%windir%SysWOW64

The presence of one copy does not prove that the other is missing incorrectly. A 32-bit process and a 64-bit process use different system-directory views.

Check its signature

  1. Right-click the file.
  2. Select Properties.
  3. Open Digital Signatures.
  4. Select the signer and choose Details.
  5. Confirm that Windows reports a valid Microsoft signature.

A file with the correct name but no valid Microsoft signature, or one located outside the normal Windows directories, needs malware investigation. Do not replace it with another file from an archive.

A “not designed to run on Windows” message also does not prove that this DLL alone is corrupt. It can result from the wrong architecture, a missing dependency, a damaged loader path, or a mismatched file copied from another Windows build.

Identify the failing process

The exact wording and the process that displays it matter. Record:

  • The complete error text.
  • The application or Windows action that triggered it.
  • Whether the message appeared at startup, during device removal, or after an update.
  • The path shown in any event or diagnostic message.
  • Your Windows version and build.
  • Whether Windows Security quarantined the file.

If the message appears only when one application starts, use that application’s Repair, Verify, or Reinstall option. The available evidence does not identify a particular game, launcher, or application that universally causes this error, so do not install a runtime based only on the filename.

For a desktop application:

  1. Open Settings > Apps > Installed apps.
  2. Select the affected application.
  3. Choose Advanced options, if available.
  4. Select Repair.
  5. Test the application.
  6. If Repair is unavailable or ineffective, uninstall it.
  7. Download the current installer only from the application’s developer.
  8. Reinstall it and restart Windows.

If the application is delivered through a launcher, use its built-in file verification feature before reinstalling the whole program.

Check drivers and device management

Because this DLL is associated with Windows device-removal functionality, a damaged device driver or an incomplete device change can be part of the wider failure. This does not mean the DLL is a driver.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category related to the device involved.
  4. Right-click the device.
  5. Select Properties > Driver.
  6. Note the provider and driver date.
  7. Use Update Driver > Search automatically for drivers.
  8. If the problem began after an update, select Roll Back Driver when available.
  9. Restart Windows and test again.

For hardware-specific drivers, use the computer or device manufacturer’s official support page. Avoid driver packages that do not clearly identify the hardware model.

Finding the correct driver manually can mean checking hardware IDs, package versions, and several device categories. Why regsvr32 is usually not the answer

regsvr32 is not a general-purpose DLL repair command. It applies to DLLs that implement a registration entry point such as DllRegisterServer, and it must also be run with the correct 32-bit or 64-bit tool for the target file. Microsoft regsvr32 documentation

Although inventories show registration exports for RemoveDeviceElevated.dll, manually registering a copied system DLL is not the recommended first step. It can register the wrong architecture or Windows build, fail because a dependency is damaged, and does not restore the component-store files that Windows servicing uses.

Do not edit the registry from a copied CLSID or run both versions of regsvr32 as a trial-and-error fix. Use DISM and SFC first.

Further recovery options

Use System Restore when the failure follows a recent driver, update, or software change and a restore point exists.

  1. Press Win+R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select a restore point from before the failure.
  3. Review the affected programs.
  4. Select Finish and allow Windows to restart.

System Restore rolls back system settings and files without replacing personal files, but it is not a substitute for a malware cleanup or a current backup.

If DISM and SFC cannot restore Windows, use Settings > System > Recovery and review the available reset or repair options. For a damaged installation that still starts, an in-place Windows repair using matching installation media can preserve personal files and applications when the selected setup options allow it. If malware remains suspected or Windows cannot be repaired reliably, back up important data and reinstall Windows from trusted Microsoft installation media.

Prevention

  • Keep Windows Update current and restart after servicing completes.
  • Do not use registry cleaners or “missing DLL” repair utilities that replace protected files.
  • Review Windows Security Protection history before restoring quarantined files.
  • Keep installers for essential applications from their official vendors.
  • Create restore points before major driver or system changes.
  • Do not mix System32 and SysWOW64 files or copy system DLLs between different Windows builds.
  • If an error returns, capture the exact message and failing process instead of searching only for the filename.

FAQ

Is RemoveDeviceElevated.dll part of Windows?

Yes. It is identified as a Microsoft Windows system DLL and a COM proxy/stub for elevated device-removal functionality.

Should I install Visual C++, DirectX, or .NET?

Not as the primary fix. Those packages address separately identified application runtimes. Install or repair one only when the error names that runtime or the affected application’s vendor specifically requires it.

Why do I see System32 and SysWOW64?

Windows uses System32 for native 64-bit system files and SysWOW64 for 32-bit files on a 64-bit installation. The correct copy depends on the process architecture.

Can I download the DLL safely?

There is no authoritative Microsoft standalone download identified for this file. Do not use random DLL archives. Repair Windows through DISM, SFC, Windows Update, or supported recovery.

What if the file exists but the error remains?

Check its Microsoft digital signature and path, then investigate the failing process, architecture, dependencies, COM state, and recent security or update events. A present file can still be damaged or unable to load.

Does regsvr32 RemoveDeviceElevated.dll fix it?

Usually not. Registration is not a substitute for Windows component servicing, and running the wrong architecture or build can make diagnosis harder. Start with DISM and SFC.
