Reports say Emirati officials warned that Premier League action against Manchester City could affect UK–UAE relations and future investment. The reporting points to prospective private funding for a planned technology hub between Oxford and Cambridge—not a confirmed withdrawal of billions or cancellation of a signed investment.
What the reports say about the UAE warning
The Guardian, citing Bloomberg, reported on 3 October 2026 that Emirati officials had said the Premier League’s actions would “have an influence on the bilateral state relationship.” The Guardian and the Independent also relayed Telegraph reporting that the UAE was threatening to withdraw multibillion-pound investment for a planned technology hub between Oxford and Cambridge. Sky News separately reported that officials had warned a possible punishment for City could affect the UAE’s interest in future major investments.
These are media reports relaying warnings attributed to officials; the material reviewed does not include an on-the-record statement from a named UAE official or a public UAE government confirmation. The reports do not establish that money has been withdrawn.
What UK investment is said to be at risk?
The specific project identified in the Telegraph reporting is private investment sought for a proposed high-tech hub between Oxford and Cambridge. It is described as a prospective project. The reporting reviewed does not establish a signed funding commitment, a precise value, or a formal cancellation. “Billions” therefore describes the reported scale of potential investment at risk, not money confirmed as invested or lost.

Sky News also reported that Manchester City chairman Khaldoon Al Mubarak met UK Business Secretary Jonathan Reynolds on 14 September. Sky said there was no suggestion that City was discussed at that meeting, so it does not establish a connection between the meeting and the reported warning.
What did Manchester City’s commission find?
The Premier League published the independent commission’s core decision on 29 September 2026. The league said the commission found City guilty of all charges relating to serious financial-rule breaches across the 2009/10–2017/18 seasons, and upheld three of four alleged breaches of its cooperation rules.

According to the league’s summary, the commission found that arrangements with commercial partners misrepresented the true agreements, misstated accounts, concealed the club’s finances from auditors and football regulators, and breached spending limits. The league said those arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period. That is a summary of the commission’s findings published by the Premier League, not a criminal court judgment.
Premier League chief executive Richard Masters described the decision by saying: “It details how the club systematically broke Premier League Rules for nearly a decade.” That is Masters’s characterization of the commission’s decision.

What happens after City’s appeal?
The Premier League confirmed on 2 October 2026 that City had appealed. The club disputes the decision. Its statement, quoted by the Associated Press, said: “The club’s firm position is that, on multiple grounds, the opinion contains clear material errors, of law, principle and fact and is unsafe.” Those are the club’s appeal arguments, not findings that have been established.
The appeal hearing is to remain private and confidential until publication of an outcome is permitted. The sanction is a separate matter for the commission. Premier League rules allow for fines, points deductions and other sporting sanctions, but the league has not announced which, if any, will be imposed. As of 3 October 2026, the sources reviewed provide no final appeal outcome or sanction decision.
