The RTX 4060 is a newer, much more efficient card with AV1 encoding and DLSS Frame Generation. Replacing a working RTX 3070 with an RTX 4060 is therefore usually a sidegrade or downgrade in rendering performance, not a normal upgrade.
The right choice depends on whether you value native frame rates and memory bandwidth or lower power use, a new warranty and Ada-generation features. Neither card solves the long-term limitations of an 8 GB VRAM buffer.
RTX 4060 vs RTX 3070 at a glance
Nvidia’s product tiers do not map directly across generations. The RTX 4060 is a newer-generation xx60 model, while the RTX 3070 was a higher-tier xx70 model in the older Ampere range. Ada Lovelace brings better efficiency and newer media and AI features, but the 3070 has considerably more traditional rendering hardware.

Gaming performance: the RTX 3070 usually wins
Rasterized rendering
In native, conventional rendering, the RTX 3070 generally leads. Its greater shader capacity and wider 256-bit memory interface are especially useful as resolution and settings increase. A recent PassMark comparison put the 3070 about 10% ahead in its DirectX 12 score, but that synthetic result is only a directional signal; game results vary with the title, API, drivers, settings and card model. 1080p gaming
Both cards are strong 1080p options. Nvidia positions the RTX 4060 as a mainstream 1080p GPU, and its low power draw makes it attractive for a new, efficient system. The RTX 3070 can deliver higher native frame rates, but at high-refresh rates the CPU may become the limiting component. Check the processor, game type and 1% lows rather than assuming a GPU upgrade will improve every frame-time problem.
The 4060 becomes more compelling at 1080p when it is new and warrantied, fits a modest power supply, or when AV1 and Frame Generation matter more than maximum native FPS.
1440p gaming
The RTX 3070 is normally the stronger choice at 2560×1440 because its rendering throughput and memory bandwidth provide more headroom. Nvidia recommends a faster 40-series model for 1440p and above than the RTX 4060’s intended 1080p class. In Tom’s Hardware’s 1440p ultra test suite, an RTX 4060 averaged roughly 45 frames per second; demanding games require reduced settings or DLSS. With either card, high settings are often a better target than ultra, and DLSS Quality or Balanced can help. Neither is an ideal long-term 1440p ultra card because both have only 8 GB of VRAM.
Ray tracing and DLSS
The RTX 4060’s third-generation RT cores, fourth-generation Tensor cores and Ada optimizations can narrow the gap in some ray-traced workloads. Both cards support DLSS Super Resolution, so an upscaled result is not the same as native rendering. The 4060 additionally supports Nvidia’s DLSS Frame Generation in compatible games.
Frame Generation creates additional displayed frames; it does not double the underlying rendered frames or remove input latency. It works best when the base frame rate is already reasonable and can introduce latency or visual artifacts. Compare base FPS and generated FPS separately rather than treating a generated-frame total as equivalent to native performance.

8 GB of VRAM is the shared limitation
The RTX 4060 does not improve on the RTX 3070’s 8 GB capacity. Its 128-bit bus is narrower, although Ada’s larger L2 cache reduces the cost of some memory traffic. Tom’s Hardware identifies the 8 GB buffer and 128-bit interface as significant compromises in its VRAM analysis.
Eight gigabytes remains workable in many games, but some current and future titles can exceed a comfortable range at high settings, particularly with ray tracing or high-resolution texture packs. Symptoms may include:
- Lower texture-quality options than the GPU’s shader performance would otherwise allow.
- Stutter or inconsistent frame delivery instead of only a lower average FPS.
- Longer pauses while assets stream into memory.
- Reduced ray-tracing quality.
- More pressure on the PCIe link when data spills beyond VRAM.
- Higher memory use when Frame Generation is enabled.
Do not treat 8 GB as an automatic failure condition. Judge the games, resolution and settings you actually use. If a similarly priced newer card offers substantially more VRAM, it may be a better long-term purchase than either model.
Power, heat and compatibility
Efficiency and real consumption
Nvidia rates the RTX 4060 at 115 W and the RTX 3070 Founders Edition at 220 W. That difference can mean a smaller PSU, less heat inside the case, easier cooling and potentially lower fan noise and electricity use. Nvidia recommends 550 W system power for the 4060 and 650 W for the reference 3070; these are system guidelines, not universal minimums. Verify the CPU, PSU quality, connectors and card model.
Actual board-partner consumption can be higher than the reference rating. Tom’s Hardware measured about 125–127 W while gaming on its factory-overclocked RTX 4060 sample. Its power testing distinguishes board power from whole-system wall consumption. Heatsink size, fan curves, case airflow and factory overclocks determine whether a particular card is quiet; the 4060’s lower power ceiling is an advantage, not a guarantee.

The RTX 4060 uses PCIe 4.0 x8, while the RTX 3070 uses PCIe 4.0 x16. On a PCIe 4.0 motherboard, the 4060 normally receives its intended link speed. On PCIe 3.0, it operates as PCIe 3.0 x8.
This is not an automatic deal-breaker. Penalties are workload- and platform-dependent, but can become more visible when the 8 GB VRAM limit forces transfers across the bus, when a game is unusually transfer-sensitive, or when the rest of the system is older. Test the specific system if you are pairing a 4060 with a PCIe 3.0 platform.

Physical installation
Check the exact board-partner card’s length, thickness, power connector and radiator clearance. Compact RTX 4060 designs are common because of the lower power target, while RTX 3070 models can be substantially larger and demand more airflow. Make sure the PSU has the required connector or a safe, manufacturer-approved adapter and that an aging PSU is not being reused solely because its wattage appears sufficient.

The RTX 4060 has Nvidia’s eighth-generation NVENC with AV1 encoding. AV1 can deliver better image quality at a given bitrate than older codecs, but the benefit depends on recording software and platform support. The RTX 3070 remains capable for H.264 and H.265 workflows through its older NVENC encoder.
For a streamer whose service supports AV1, the 4060’s media engine can matter more than its lower game-rendering performance. CUDA acceleration, GPU rendering and effects performance vary by application, plug-in and project, so do not assume the 4060 is universally faster for professional creation. Compare the software you use rather than extrapolating from gaming benchmarks.
Is the RTX 4060 an upgrade from an RTX 3070?
For raw gaming performance, normally no. A working 3070-to-4060 swap sacrifices native performance in many games without increasing VRAM capacity. Consider the move only when a specific benefit outweighs that loss:
- Lowering GPU power, heat or fan noise.
- Fitting a shorter or smaller card in a compact case.
- Adding AV1 encoding.
- Using DLSS Frame Generation in supported games.
- Replacing a failing card with a new product and warranty.
- Building around a weaker but adequate PSU.
If none of those applies, keep the RTX 3070 and save for a genuinely faster card, ideally one with more than 8 GB of VRAM.
Which card fits each buyer?

How to evaluate a used RTX 3070
A used 3070 can be excellent value when its price is substantially below a new 4060, but compare total risk rather than sticker price. Check the seller’s reputation and return period, warranty transferability, evidence of mining or sustained high-temperature use, fan and coil noise, cooler condition, card dimensions, connector type and the quality and age of the PSU. A small price difference may favor the 4060’s warranty and lower operating cost; a large difference can make the 3070’s extra performance worthwhile.

The RTX 4060 launched at $299 in the United States and the RTX 3070 launched at $499, but those are historical launch figures, not current buying guidance. Nvidia’s announcements record the original positioning in the RTX 4060 launch announcement and RTX 30-series launch announcement. Check current regional prices, warranty terms and alternative cards before buying.
