If sas.dll is missing or cannot be loaded, the safest repair is to restore Windows components first, then repair the application that called the Windows API.
What sas.dll does
sas.dll is commonly identified as WinLogon Software SAS Library. It provides the SendSAS Windows API, which allows appropriately signed services and applications to simulate the secure attention sequence associated with Ctrl+Alt+Del.

Winlogon handles secure-attention events and related sign-in processing. A real application may call SendSAS for remote control, accessibility, keyboard, or logon-related features. Microsoft PowerToys’ Mouse Without Borders, for example, imports SendSAS from sas.dll.
This does not mean the program showing the error owns the file. The application may simply be the caller that exposed a missing or damaged Windows component.

The exact file version depends on the installed Windows build and architecture. There is no single version number that is correct for every Windows installation.
Where sas.dll should be
On a normal supported Windows installation, check these locations:
C:WindowsSystem32sas.dll
C:WindowsSysWOW64sas.dll
System32 contains the native system files for the installed Windows architecture. On 64-bit Windows, 32-bit programs normally use the compatible system view provided through WOW64. That is why a 32-bit application may interact with a copy under SysWOW64.
Do not infer that a file is safe merely because it has the right name. A copy placed beside an application executable can take precedence because of Windows DLL search order. A Microsoft signature also does not prove that a copy outside the normal Windows directories is the correct system file.

Messages you may see
Common loader variants include:
- “The program can’t start because sas.dll is missing from your computer.”
- “The code execution cannot proceed because sas.dll was not found.”
- “There was a problem starting sas.dll. The specified module could not be found.”
- “Error loading sas.dll. The specified module could not be found.”
- “sas.dll is either not designed to run on Windows or it contains an error.”
The wording varies by Windows version, application loader, and the actual missing dependency. “The specified module could not be found” can also mean that sas.dll exists but a dependency required by the application cannot be loaded.
Before changing anything, note:
- The exact error text.
- The name of the application showing it.
- Whether the error began after Windows Update, antivirus activity, cleanup software, a disk migration, or an application reinstall.
- Whether
sas.dllexists inSystem32orSysWOW64. - Whether one program fails or several Windows programs report DLL errors.
Fix 1: Repair Windows components with DISM and SFC
This is the correct first repair when sas.dll is absent from its expected directory, has an invalid signature, or multiple Windows components appear damaged.
Install pending Windows updates
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart Windows.
Then run the component repair commands.
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish. Do not close the window if progress pauses.
- Then run:
sfc /scannow
- Restart the computer after both commands complete.
Run DISM before SFC. DISM repairs the Windows component store that SFC uses as its source. SFC then checks protected system files and replaces damaged copies.
A successful result may say that no integrity violations were found, or that corrupted files were found and successfully repaired. Test the affected application after restarting.
If SFC says it could not repair some files, run the two commands again after restarting. If DISM says that the repair source could not be found, use matching Windows installation media as a repair source rather than copying sas.dll from another computer.
Running these commands manually means comparing logs and repeating repairs without always knowing what changed. Fix 2: Verify the file’s path and Microsoft signature
If the error continues, inspect the copy Windows is using.
Check the expected paths
Open File Explorer and enter each path in the address bar:
%WINDIR%System32
%WINDIR%SysWOW64
Look for sas.dll. On 32-bit Windows, the SysWOW64 location may not exist.
Right-click the file, choose Properties, and check:
- The General tab for the full path and file size.
- The Details tab for description, internal name, and file version.
- The Digital Signatures tab for a valid Microsoft signature.
A missing signature, an unexpected publisher, or a copy in an application folder is a reason to stop and repair Windows or the application rather than replacing the file manually.
To compare the file with the installed Windows build, use the version information shown in Properties. Public metadata listings contain representative versions for different Windows generations, but they are not a complete official catalogue. The version must match the operating system build and architecture.

Fix 3: Repair the application that reports the error
If the Windows copy exists, has the expected path, and has a valid signature, the failing program may be damaged or incorrectly packaged.
Repair an installed app in Windows 11
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and choose Reset only if you understand that the app’s local settings or data may be removed.
Repair a traditional desktop program
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected program.
- Right-click it.
- Choose Repair or Change.
- Follow the installer prompts and restart Windows if requested.
If there is no repair option, uninstall the application, restart, and reinstall it using the developer’s official installer. Do not place a downloaded sas.dll beside the program executable. If that local copy is overriding the Windows copy, remove the unauthorized copy and reinstall or repair the application.
For a game, use its launcher’s Verify, Repair, or equivalent file-checking feature only when the error points to that game’s installation directory. No particular game is established as a general sas.dll trigger.

Security software may have quarantined a damaged or suspicious file.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Inspect the detection and its exact file path.
- Do not restore the file solely because its name is
sas.dll.
Restore a quarantined file only when its path, Microsoft signature, and provenance are verified. If the file was outside the normal Windows directory or the detection is unclear, leave it quarantined and run DISM and SFC instead. Restoring a malicious file can reintroduce the threat.

Afterward, run a full scan from Windows Security > Virus & threat protection > Scan options > Full scan.

A 32-bit program cannot load a 64-bit DLL, and a manually copied file can override the correct system copy because of DLL search order.

- Only a native 64-bit application.
- Several applications with different architectures.
- An application installed on a migrated or cloned disk.
If the Windows copies are present and valid but one program still fails, repair that program rather than swapping files between System32 and SysWOW64.
Do not copy sas.dll from another computer. Even when the filename matches, the version, architecture, signature, and Windows build may differ.
Fix 6: Update a related driver only when the vendor requires it
sas.dll is a Windows API library, not a hardware driver. Driver reinstallation is not a primary fix. Consider it only when a specific remote-input, display, accessibility, or keyboard product documents a driver dependency.
To check a documented driver issue:
- Right-click Start.
- Select Device Manager.
- Expand the device category named by the application vendor.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- Restart Windows.
- If the problem began after a driver update, open Properties > Driver and use Roll Back Driver when available.
For a clean reinstall, right-click the device, choose Uninstall device, restart, and install the driver from the hardware vendor’s official support page.
Hunting through Device Manager and guessing which of many drivers is stale can be slow. A driver update is not a substitute for repairing Windows or reinstalling the application that actually fails.
What not to do
Do not download sas.dll from an untrusted source
Random DLL downloads can provide malware, the wrong Windows version, or the wrong architecture. They can also leave the original component-store problem unresolved and introduce a DLL that an application loads before the protected Windows copy.
Use Windows Update, DISM, SFC, System Restore, official Windows installation media, or the affected application’s official installer.
Do not run regsvr32
regsvr32 is for DLLs that expose the COM registration entry point DllRegisterServer. sas.dll exposes the SendSAS API instead. Registering it does not repair this Windows API and may produce a misleading error.

Do not install unrelated runtimes
Visual C++ Redistributables, DirectX, and .NET are not known to supply sas.dll. Install a runtime only when the failing application specifically identifies it as missing.
If DISM and SFC cannot repair Windows
Try System Restore if the error started recently:
- Press
Win+R. - Type
rstrui.exe. - Press Enter.
- Choose a restore point from before the problem began.
- Follow the prompts and restart.
System Restore normally restores system files and settings without changing personal files, but review the affected programs shown before confirming.
On Windows 11, you can also use the repair reinstall option:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Choose Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings when the option is available. If it is not available, perform an in-place reinstall from official Windows installation media and select Keep personal files and apps.

Microsoft documents Sas.dll support beginning with Windows 7 and Windows Server 2008 R2. It is not natively available on Windows Vista or Windows Server 2008.
For developers targeting those legacy systems, Microsoft directed them to the Windows 7 version of the Windows SDK. Ordinary users should not copy a newer sas.dll into those systems. The appropriate resolution is to update the operating system or use an application version that officially supports the installed Windows release.
FAQ
Is sas.dll part of Windows or SAS Institute software?
It is a Microsoft Windows component associated with the WinLogon Software SAS Library. The name does not establish a connection to SAS Institute software.
Is sas.dll safe?
The genuine Windows copy is a legitimate system component. Verify its path, file details, and Microsoft digital signature. A file with the same name in an application folder is not automatically trustworthy.
Why does one application report sas.dll if Windows owns it?
The application may call SendSAS. Its error message identifies the API dependency exposed during startup, not necessarily the owner of the file.
Should I copy sas.dll into the application folder?
No. A local copy can have the wrong architecture or version and can override the correct Windows file. Repair the application or Windows installation instead.
