Start with this diagnostic checklist
Before copying files or running repair commands, answer these questions:
- Which program shows the error? Note the application name in the dialog, Task Manager, Startup apps, Services, or Event Viewer.
- When does it happen? Record whether the message appears during startup, when opening a specific program, after removing token software, or after an antivirus scan.
- Is the program 32-bit or 64-bit?
sccsccp.dllis documented as a 32-bit, Windows XP-era component. A 32-bit application may request it on a 64-bit version of Windows. - Do you use a smart card, USB security token, certificate reader, or old corporate-login package? These are more relevant clues than Visual C++, DirectX, .NET, or game-runtime installations.
The safest repair is usually to repair or reinstall the program that is requesting sccsccp.dll. Do not begin by downloading an isolated DLL from a random website.
What is sccsccp.dll?
sccsccp.dll is a legacy Windows component described as Infineon SICRYPT Smart Card Crypto Provider COM Objects. Public file records identify it as part of Microsoft Windows Operating System and report 32-bit Windows XP-era versions, including 5.1.2600.1029 and 5.1.2600.1030.
The file belongs to the older smart-card cryptography stack. A smart-card cryptographic service provider, or CSP, allows Windows CryptoAPI and applications to communicate with cryptographic hardware. That hardware may be a smart card, reader, USB token, certificate device, or similar security product. Microsoft describes this relationship in its Smart Card Architecture documentation.

This is not established as a Visual C++ Redistributable, DirectX, .NET, or current game-runtime DLL. Installing those packages at random is unlikely to address the actual cause.
Also, not every Windows 10 or Windows 11 installation should contain sccsccp.dll. If a modern computer asks for it, that often means an old application, token package, service, or startup entry is still trying to load a legacy dependency.
What the error means
You may see messages such as:
- “Application could not be started because sccsccp.dll file is missing. Reinstall the application to solve the problem.”
- “sccsccp.dll cannot be located.”
- “sccsccp.dll file cannot be loaded. Module was not found.”
- “sccsccp.dll file could not be loaded.”
- “The module was loaded but the entry-point DllRegisterServer was not found.”
The last message commonly appears after someone runs regsvr32 against a DLL that is not designed for manual COM registration. It does not automatically mean that the file is damaged.
A “module was not found” message can also occur when the named DLL exists but one of its dependencies cannot be loaded. In that situation, copying another DLL into a Windows folder usually makes the installation less reliable rather than fixing it.

Fix 1: Repair or reinstall the requesting application
This is the quickest and most likely solution on Windows 10 and Windows 11.
If the error names a program
- Close the error message.
- Open Settings with Windows key + I.
- Select Apps.
- Select Installed apps.
- Find the application named in the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If Repair is not available or does not work, return to the application menu and select Uninstall. Restart Windows, then reinstall the program from its original vendor, organization, or installation media.
For software connected to a smart card or USB token, reinstall the complete package supplied for that device. The correct package is vendor-specific. It may include a reader driver, certificate provider, middleware, service, and application rather than a single DLL.
If the error appears when Windows starts
A removed program may have left behind a startup entry that still requests sccsccp.dll.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for entries related to smart cards, tokens, certificates, banking software, corporate login software, or a recently removed application.
- Right-click a clearly identified obsolete entry.
- Select Disable.
- Restart Windows.
If the entry is not obvious, do not disable random Microsoft services. Check Settings > Apps > Installed apps first, and inspect Services by pressing Windows key + R, entering services.msc, and selecting OK. Record the service name and its executable path before changing anything.
If the program is still needed, reinstall it instead of merely disabling its startup entry. If it is no longer needed, uninstall it through its own uninstaller or Windows Settings.
If the application has a repair or file-verification feature
Some older applications and managed software packages include Repair, Modify, or Verify files in their installer or launcher. Use that facility before attempting manual DLL replacement. It restores the dependency in the context expected by the application and can also restore registry entries, services, and supporting files.
A successful repair normally means the original application opens without the sccsccp.dll message. If the error returns immediately, identify the executable that launches it rather than repeating the same reinstall.
Fix 2: Repair Windows system files on Windows 10 or 11
Use this path when several Windows components are failing, the file disappeared after disk trouble, or the error does not clearly belong to one application. These commands do not guarantee that a modern Windows installation will restore this particular XP-era DLL, but they can repair supported Windows system components.

Run DISM first
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete.
- Keep the administrator Command Prompt open.
- Run:
sfc /scannow
Microsoft recommends running DISM before System File Checker. DISM repairs the Windows component store, while SFC checks and repairs protected system files. Microsoft documents the sequence in its System File Checker repair instructions.
Restart Windows after both commands finish, then repeat the action that produced the error.
If DISM cannot find repair files
Windows Update normally supplies the files DISM needs. If the command reports that source files could not be found, use a repair source that matches the installed Windows version and edition.

Replace C:RepairSourceWindows with the path to a suitable Windows repair source. Do not use a random folder copied from another computer. Microsoft explains repair sources and servicing requirements in its Repair a Windows Image documentation.
If SFC reports that it could not repair some files, restart and run it once more after DISM completes. If it continues to report corruption, identify the requesting application and review the Windows servicing problem rather than downloading sccsccp.dll.
Running these commands manually is useful, but it can leave you hunting through logs and repeating the same scans without knowing what changed. Outbyte PC Repair can show the detected problems in a scan, while its repair functions require the full version; it is optional, and reinstalling the program that specifically requests sccsccp.dll remains the definitive fix for an application-level problem.
Fix 3: Reinstall the smart-card, token, or certificate package
Use this path if the error began after connecting a reader, inserting a card, using a USB token, or removing security software.

- Disconnect the smart-card reader or USB token.
- Open Settings > Apps > Installed apps.
- Remove the related token middleware, certificate software, reader utility, or corporate-login application.
- Restart Windows.
- Download or obtain the replacement package from the original device vendor, employer, bank, certificate authority, or software provider.
- Install the package using its setup program.
- Restart Windows again.
- Reconnect the reader or token.
- Test the certificate or smart-card operation.
Do not search for a standalone sccsccp.dll when the device package is missing. The installer may need to deploy more than the DLL, including provider registration, services, drivers, and certificate components.
Check Device Manager
A reader driver problem can exist separately from a missing cryptographic provider.
- Right-click Start.
- Select Device Manager.
- Expand Smart card readers.
- Expand Universal Serial Bus controllers if the device connects by USB.
- Look for a warning icon or an unknown device.
- Right-click the relevant device.
- Select Uninstall device only if you are prepared to reinstall the correct driver.
- Restart Windows.
- Install the current driver package from the original device manufacturer.
If the reader is not listed, reconnect it directly to the computer, try another USB port, and check whether the device appears under Other devices. A missing reader does not prove that sccsccp.dll is missing, and a present reader does not prove that the old provider package is installed.
When several devices are involved, manually checking driver versions can mean hunting through vendor pages and guessing which of many drivers is stale. Outbyte Driver Updater can scan for outdated drivers, while driver installation through the full version is optional; for a smart-card error, the original token or reader vendor remains the authoritative source.

Antivirus software can remove or quarantine a DLL after a scan. This is possible for any DLL problem, but there is no general evidence that sccsccp.dll is commonly misidentified.
- Open your antivirus application.
- Open Quarantine, History, or Detection history.
- Search for
sccsccp.dll. - Read the detection name, original path, and source.
- Do not restore the file solely because an application requests it.
- Restore it only when you can verify that it came from the original Windows installation or a trusted smart-card package and that the detection is understood.
- Run a full scan after resolving the detection.
If the origin is unclear, reinstall the parent application or smart-card package instead of restoring the quarantined file. If malware is suspected, use an offline scan and investigate other unusual startup entries.
Fix 5: Use System Restore when the timing is clear
System Restore can help when the error began immediately after installing, removing, or updating software and an appropriate restore point exists.
- Press Windows key + R.
- Enter
rstrui.exe. - Select OK.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Review the applications and drivers that may be changed.
- Select Next, then Finish.
- Allow Windows to restart.
A restore point returns system state to an earlier point. It is not a replacement for backups and may not exist if System Restore was disabled or older points were deleted. Microsoft describes these limitations in its Restore points documentation.

Fix 6: Repair an older Windows XP installation correctly
The documented versions of sccsccp.dll are associated with Windows XP-era 32-bit systems. If the affected computer is genuinely running Windows XP or a legacy image, use the original matching Windows installation media or the original smart-card package.
Do not take a file from an unrelated XP installation. Even apparently matching filenames can differ by Windows edition, service-pack level, architecture, or installation state.
Use the supported XP repair path for that installation, or perform a repair installation with matching media. If the error began after installing smart-card software, reinstall that software instead. A damaged Windows XP installation may also show failures in other system components, not just this DLL.
Do not copy or register sccsccp.dll manually
Random DLL download sites sites are risky because the file may contain malware, have the wrong version, use the wrong architecture, or omit the dependency that caused the error. A copied DLL can also leave the application with incorrect provider registration or permissions.
Avoid these common mistakes:
- Copying a 32-bit XP DLL into
C:WindowsSystem32on Windows 10 or 11. - Copying it into
C:WindowsSysWOW64simply because the application is 32-bit. - Replacing one DLL with another file that has the same name.
- Running registry cleaners or mass DLL-registration scripts.
- Installing Visual C++, DirectX, or .NET without identifying the program that requires them.
- Running
regsvr32 sccsccp.dllas a generic repair.
regsvr32 is intended for DLLs that export the DllRegisterServer entry point. Microsoft documents that requirement in its regsvr32 command reference and DllRegisterServer guidance. There is no verified basis for treating this particular smart-card provider component as a DLL that should be manually registered.
If sccsccp.dll exists but the program still reports that it cannot load it, reinstall the requesting application and inspect its dependent components. The failure may involve wrong bitness, corruption, or another missing module.
Understanding 32-bit and 64-bit errors
sccsccp.dll is reported as 32-bit. That matters in three ways:
- A 32-bit application may need a correctly installed 32-bit provider on 64-bit Windows.
- A 64-bit application cannot be repaired by supplying an arbitrary 32-bit DLL.
- A 32-bit DLL copied into a modern Windows directory may be incompatible even if its filename appears correct.
If Windows says the file is “not designed to run on Windows” or reports an invalid image, suspect wrong architecture, incompatible Windows generation, corruption, or an altered file. Reinstall the parent program or provider package instead of trying both system folders.
Recommended Free Tools
The location of a DLL is not proof that it belongs there. Historical Windows XP records associate this file with the Windows system directory and DLL cache, but that does not mean every current Windows installation should contain it.
When the Smart Card service is involved
A missing sccsccp.dll message does not necessarily mean that the Windows Smart Card service is missing.
To check the service:
- Press Windows key + R.
- Enter
services.msc. - Select OK.
- Find Smart Card.
- Check its status and startup type.
- Start or restart it only if your reader and application require it.
Also check the reader in Device Manager and the token or certificate package in Installed apps. These are separate layers. Repairing the service will not restore an obsolete provider requested by an old application.
Final decision tree
- The error names one application: repair or reinstall that application first.
- It appears after removing token or certificate software: reinstall or cleanly remove the original package and its startup entry.
- Several Windows components are failing: run DISM, then SFC from an administrator Command Prompt.
- The file disappeared after antivirus activity: inspect quarantine and verify the original source before restoring anything.
- The computer is Windows XP: use matching installation media or the original smart-card software, not a file from another system.
- The file exists but cannot load: investigate architecture and dependencies, then repair the requesting program.
- The error follows an inappropriate
regsvr32command: undo the registration attempt if necessary and reinstall the owning package.
There is no current standalone Microsoft download page established for sccsccp.dll. The safe sources are Windows repair mechanisms, matching installation media, and the original vendor package for the smart-card or token software that needs it.
