If Windows reports that setbcdlocale.dll is missing, was not found, or could not be loaded, repair Windows itself before downloading anything.
The file is associated with the BCD, or Boot Configuration Data, environment. Its description is “MUI Callback for Bcd,” and Microsoft servicing records list it with files such as winload.exe, winload.efi, and winresume.exe in older Windows packages. It is normally associated with C:WindowsSystem32, although the exact file and location can vary by Windows release and architecture.
First, identify the type of failure
Reported messages include:
- “The program can’t start because setbcdlocale.dll is missing from your computer.”
- “The code execution cannot proceed because setbcdlocale.dll was not found.”
- “Error loading setbcdlocale.dll. The specified module could not be found.”
- “setbcdlocale.dll is either not designed to run on Windows or it contains an error.”
These messages do not always prove that the named file alone is missing. “The specified module could not be found” can also indicate a missing dependency or incompatible file.
The timing matters:
- If the message appears after signing in, repair Windows components first.
- If it appears before Windows starts, or alongside boot and BCD errors, use the boot-repair section below.
- If it appears inside a particular installer or game folder, identify that program before copying anything. There is no verified evidence that a mainstream game, Visual C++ package, DirectX package, or .NET runtime normally owns this file.
Fix 1: Repair Windows with DISM and SFC
Time needed: 15 to 45 minutes, depending on Windows Update and disk speed.

This is the safest first repair because Windows servicing can restore protected system files without mixing files from another release.
- Select Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run System File Checker:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
DISM repairs the Windows component source used by SFC. SFC then scans protected Windows files and replaces missing or corrupted copies. Microsoft documents this sequence in its System File Checker and DISM instructions.
A successful repair may report that SFC found and repaired corrupted files. Test the action that originally produced the error. If SFC says it could not repair some files, run DISM again, restart, and repeat SFC once. For detailed failure information, inspect:

Fix 2: Install pending Windows updates
Time needed: 10 to 60 minutes.
An interrupted or incomplete update can leave Windows files out of sync.
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart when requested.
- Return to Windows Update and check again until no further updates are offered.
- Run the DISM and SFC commands from Fix 1 again.
If DISM reports that it cannot find source files, Windows Update may not be able to provide a usable repair source. Microsoft documents using matching installation media with /Source and /LimitAccess. The source must match the installed Windows release and architecture. Do not point DISM at an arbitrary downloaded DLL.
Fix 3: Reinstall the current Windows version without removing apps
Time needed: 30 to 90 minutes.
On supported Windows 11 systems, the recovery reinstall can replace damaged Windows components while preserving personal files, applications, and settings.

- Open Start > Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
The option may not appear on every Windows 11 installation. Microsoft explains this process in its guide to reinstalling the current version of Windows.

Fix 4: Check Windows Security quarantine
Time needed: 5 to 15 minutes.
Security software can quarantine a damaged file, or occasionally identify a legitimate system file incorrectly.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving Windows system files.
- Expand an item to read its details.
Do not restore a file merely because its name is setbcdlocale.dll. First verify that it was originally in the Windows system directory, that it belongs to Microsoft Windows, and that the system is not infected. Prefer running DISM and SFC to regenerate the file.
If malware is suspected:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Run a Full scan.
- Use Microsoft Defender Offline scan if malware may be preventing normal Windows startup.

Fix 5: Use System Restore after a recent change
Time needed: 20 to 60 minutes.
System Restore is appropriate when the error began after a driver, update, program, or configuration change and a restore point exists from before the problem.

- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, drivers, settings, and installed programs. It does not normally remove personal documents, photos, or other personal files. Microsoft describes the process in its System Restore documentation.
Fix 6: Repair the boot environment when Windows will not start
Time needed: 15 to 45 minutes.
Use this branch when the error appears during startup, after partition changes, after disk failure, or with messages about BCD, boot configuration, or a missing boot device.
First try Windows Recovery Environment:
- Start the computer.
- If Windows cannot load, interrupt startup as Windows begins loading. Repeat as necessary until recovery appears.
- Select Troubleshoot > Advanced options.
- Try Startup Repair.
- If a restore point is available, try System Restore.
You can also boot from official Windows installation media and select Repair your computer.

For advanced users, open Command Prompt in WinRE and identify the Windows drive letter. It may not be C: in recovery. You can check likely volumes with:
dir C:Windows
dir D:Windows
When you have confirmed the correct Windows installation, BCDBoot can recreate boot-environment files:
bcdboot C:Windows
Replace C: with the verified Windows drive letter. BCDBoot copies boot files from the Windows installation to the system partition. Microsoft documents this command in its BCDBoot reference.

Do not run bcdboot C:Windows blindly. Using the wrong drive letter or system partition can fail to repair the actual installation.

Fix 7: Update a recently changed driver
Time needed: 15 to 30 minutes.
A driver is not the normal owner of setbcdlocale.dll, but a failed driver update can coincide with broader servicing or startup damage.
- Right-click Start.
- Select Device Manager.
- Expand the category related to the recently changed hardware.
- Right-click the device.
- Select Properties > Driver.
- Use Roll Back Driver if the error began immediately after an update.
- Otherwise select Update Driver and follow the prompts.
- Restart Windows and test again.

There is no verified official standalone setbcdlocale.dll download package. Random DLL sites may provide:
- A modified or malware-infected file
- The wrong Windows build
- The wrong 32-bit or 64-bit architecture
- A file with an invalid Microsoft signature
- A copy that hides the underlying component-store or boot problem
Do not copy an unverified file into System32, SysWOW64, or an application folder. Do not substitute a file from another Windows release. Historical Windows packages contain different architectures and versions, so a file that appears to have the right name may still be incompatible.

Why regsvr32 is usually wrong
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. setbcdlocale.dll is associated with Windows boot localization, not an established COM or ActiveX registration component. Running this command is therefore not a normal repair:

It may produce another error without restoring the missing system component.

FAQ
Is setbcdlocale.dll a virus?
The filename itself is a genuine Microsoft Windows filename. A copy in an unexpected directory, with an invalid signature, or flagged by security software still requires investigation. Do not trust a file solely because its name matches.

Normally no. setbcdlocale.dll is connected to Windows BCD and boot-environment localization, not a normal redistributable runtime. Reinstalling those packages is unlikely to repair the Windows copy.
Should I copy it from another computer?
No, not as a first step. Windows builds, architectures, and servicing levels differ. Use DISM, SFC, matching installation media, or System Restore instead.
Does “module not found” always mean the DLL is missing?
No. The named file may exist while a dependency is missing, the file is incompatible, or the boot configuration is damaged.
What if SFC cannot repair the file?
Run DISM again, restart, and repeat SFC. If it still fails, use a matching repair source, System Restore, or an in-place repair. If Windows cannot boot, work from WinRE or official installation media.
Should I restore the file from antivirus quarantine?
Only after verifying that it is a known-good Microsoft system file and that the detection is a false positive. In most cases, repairing Windows with DISM and SFC is safer than manually restoring the quarantined copy.
