Use CBR (constant bitrate) for a YouTube Live stream, including a 24/7 stream. YouTube’s live encoder settings specify CBR. Its separate recommendation to use VBR applies to uploaded videos, not live ingestion. For continuous streaming, the mode stays the same; the work is choosing a suitable bitrate and keeping the encoder and outbound connection stable.
CBR or VBR: what should you choose?
For a YouTube live stream, set the encoder’s bitrate mode to CBR. YouTube’s live encoder settings state “Bitrate encoding: CBR.” YouTube does not publish a separate bitrate-mode exception for streams that run around the clock, so its general live guidance is the best-supported setting for a 24/7 channel.
CBR aims to keep the encoded stream near a configured bitrate target. VBR varies bitrate with the complexity of the picture. YouTube’s upload settings recommend VBR for uploaded videos, but that is a different workflow. Do not carry the upload recommendation over to live streaming.

This is YouTube’s published recommendation, not a claim that VBR is technically impossible in every ingest configuration. For a YouTube Live setup, CBR is the direct choice.

Choose a live bitrate for your resolution, frame rate, and codec
CBR tells the encoder how to manage bitrate; it does not determine the right target by itself. YouTube publishes different live video bitrate recommendations according to the incoming resolution, frame rate, and codec. The following are recommended video bitrates from its live encoder settings:

These figures are YouTube’s current live-ingestion recommendations, accessed in 2026; YouTube’s help page does not show a publication date. They are not upload bitrates. The same page gives minimum rates as well: at 1080p30, 4 Mbps for AV1/H.265 or 5 Mbps for H.264; at 1080p60, 4 Mbps for AV1/H.265 or 6 Mbps for H.264. For other formats, use the complete YouTube live encoder settings table rather than extrapolating from these examples.

Plan upload capacity for the whole stream
Your available outbound upload bandwidth must exceed the stream’s total bitrate. YouTube recommends leaving 20% headroom beyond the combined primary and backup stream bitrate. In practical terms, account for both streams if you send a backup, then add the recommended margin; do not plan against the primary video rate alone.
Check outbound upload capacity, not just download speed. A speed test’s download result does not establish whether the connection can sustain your stream’s upload rate. YouTube’s streaming tips give the 20% recommendation and advise that total stream bitrate cannot exceed available upload bandwidth.

Set up and test a 24/7 stream
A continuous schedule does not change YouTube’s CBR setting, but it makes it important to check the full path—from encoder output and network capacity to the YouTube preview—before relying on it for long periods.
- Configure the live encoder. Select CBR, then choose the recommended video bitrate for your codec, resolution, and frame rate from YouTube’s live settings. Set the rest of the encoder to a supported format listed on that page.
- Check the network budget. Compare reliable outbound capacity with the combined bitrate of primary and backup streams, if you use one, and leave YouTube’s recommended 20% headroom.
- Run a representative preflight. Test with audio and on-screen movement similar to what the actual stream will contain. A test pattern or silent, static screen may not reveal the same issues.
- Verify YouTube’s ingest. Check the encoder preview in Live Control Room and monitor stream health and messages while testing. Confirm the stream appears as expected before depending on it.
- Test recovery arrangements. If you use a backup encoder, deliberately test failover rather than assuming it will work. If you record a local archive, check that the file exists and continues to grow.
YouTube’s operational guidance is in its streaming tips and live encoder settings. The pages do not establish a 24/7-specific maintenance interval or reliability figure.

Choose a streaming protocol separately
YouTube recommends RTMPS for Live. Its HLS guidance describes HLS as an option for HDR or codecs unsupported by RTMP and notes that HLS has higher latency because it sends video in segments. Protocol choice does not create a documented VBR exception: YouTube’s general live encoder settings still specify CBR. See YouTube’s HLS ingestion guidance for protocol details.
