Usually, no. An ordinary tree stump will not grow back into a tree, so remove it if you want the tile clear, the stump’s resources, or a chance for a pre-existing tree outside your farm to return. The important exceptions are large hardwood stumps and a lightning-damaged Mushroom Tree: they follow different rules.
Do ordinary tree stumps grow back?
No. The Stardew Valley Wiki says an ordinary tree will not regrow if its stump is left behind. If you want that tile to become available for another tree, leaving the stump does not help.

Removing an ordinary stump with an axe yields wood, one sap, and one Foraging experience point. The wiki lists a yield of 4–9 Wood, with details that differ between single-player and multiplayer. Stardew Valley Wiki: Trees
When to leave an ordinary stump
Leave it only if you want the appearance or have a deliberate reason to keep the tile occupied. There is no ordinary-tree regrowth benefit to preserving it.

When to remove it
- Clear the tile for building, planting, or movement.
- Collect the stump’s wood, sap, and Foraging experience.
- Make a pre-existing tree outside the farm eligible for its natural return.
What changes outside the farm?
Pre-existing trees outside the farm can return after their stumps are removed. The wiki describes a 20% chance per night for one to reappear as a stage-3 seedling, which then grows normally. The stump must be removed for this return behavior; leaving it blocks the tree’s return. Stardew Valley Wiki: Trees
This applies to pre-existing trees outside the farm, not to an ordinary stump left in place. If you want the area to repopulate naturally, clear the stump and allow time for the seedling chance.
Is a large stump the same thing?
No. A large hardwood stump is a separate object from the small stump left by an ordinary chopped tree. A Copper Axe or better removes a large stump, yielding 2 Hardwood and 25 Foraging experience. Stardew Valley Wiki: Logs
Some large stumps respawn daily in the Secret Woods and on particular farm maps. At those locations, treat the stump as a renewable resource node rather than an ordinary tree remnant; you can return for its Hardwood instead of assuming removal permanently clears it. What about a lightning-damaged Mushroom Tree?
A lightning-struck Mushroom Tree can become a stump. In this specific case, leave the stump if you want the tree back: the wiki says it regrows the following Spring. This exception does not apply to ordinary tree stumps. Stardew Valley Wiki: Mushroom Trees
