COVID-19 EIDL applications are closed; businesses facing a different declared disaster may be eligible for separate SBA assistance, but must meet that program’s current rules.
What should a small business do during a crisis?
Work through the immediate risks before making irreversible decisions. A practical first response is to establish who is responsible, determine which services and processes cannot stop, and assess the business’s cash position. The SBA’s management resources cover planning, preparedness, recovery, accounting, and counseling: Manage your business.
Stabilize the immediate situation
- Check for immediate risks to employees, customers, and anyone at your premises. Follow applicable public-health, safety, and emergency directions.
- Name one person to coordinate the response and tell staff how to reach that person. If the owner is unavailable, identify a backup.
- Contact customers, suppliers, landlords, lenders, and other essential partners when a disruption affects a commitment. Share what is known, what remains uncertain, and when you will update them.
- Keep a dated record of disruptions, expenses, communications, and decisions. This helps management track the situation and may be useful when discussing insurance, contracts, or assistance.
Get a usable financial picture
Use current records—not an optimistic sales forecast—to map cash on hand, incoming payments, payroll, taxes, debt payments, rent, supplier bills, and other necessary expenses. Identify due dates and obligations that need attention soon. The SBA recommends tracking revenue and expenses; there is no single cash-flow tactic that will solve every crisis. If the records are incomplete, ask an accountant or business counselor to help assemble a short-term cash forecast.
Make a continuity plan people can use
A continuity plan should fit the business, be accessible when normal systems are unavailable, and state how critical work will continue or recover. The SBA’s business management and recovery resources are a starting point. The SBA says, “Writing and implementing a business continuity plan will help you minimize financial loss when your business faces a disaster.”

List essential work and dependencies
Write down the functions that keep the business operating, such as taking orders, delivering products or services, paying staff, maintaining records, and communicating with customers. For each, note the person responsible, a backup, the systems or suppliers it depends on, and what the business can do if that dependency fails.
Set out response and recovery steps
For each important disruption—such as a staff shortage, loss of premises, supplier failure, unavailable software, or interrupted internet—record the first actions, who can authorize them, and the practical alternative. Specify where staff can find key contact details and records. Keep the plan somewhere more than one responsible person can access, including if the usual workplace or computer is unavailable.

Practice with staff and revise
Walk through the plan with employees so they know their roles and how to report a problem. A short exercise can reveal missing contacts, unclear authority, or a workaround that does not actually work. Update the plan when staff, suppliers, systems, premises, or business processes change.
Can you still apply for a COVID-19 small-business loan?
No new applications are being accepted for the SBA’s COVID-19 Economic Injury Disaster Loan (EIDL) or advances. The SBA’s COVID-19 EIDL page says applications ended January 1, 2022; increase and reconsideration processing ended May 6, 2022; and the COVID-19 RAPID portal closed May 16, 2022. These were pandemic-era programs, not an open route for new applications. COVID EIDL loans are not forgivable and must be repaid. If you already have a COVID EIDL
Existing borrowers can use the SBA’s COVID-era programs page for servicing and payment-assistance information. The SBA page describes a possible 50% payment reduction for six months, but it is conditional, not automatic: the borrower must meet requirements including being current or less than 90 days past due when requesting it, actively open and operating, and experiencing temporary financial difficulty. The page also identifies a different contact route or restriction for loans initially approved above $200,000. Check the live SBA instructions before relying on the option or assuming eligibility.
For questions about an existing loan or the appropriate contact route, use the SBA’s Contact SBA page rather than relying on old pandemic-era contact details.

How current SBA disaster assistance differs from COVID relief
The SBA still describes disaster loans for eligible applicants affected by declared disasters. These are separate programs with their own declarations, impact tests, application routes, and terms; a decline in sales by itself does not establish eligibility. Start at the SBA’s Disaster assistance page and confirm that a relevant declaration and application route are current.

Program terms and eligibility depend on the specific disaster and can change. Use the SBA pages above to check declarations and current requirements before applying; do not treat a closed COVID EIDL application as reopened disaster assistance.

Keep customer-facing operations going when relevant
If a business already uses YouTube to communicate with customers or maintain a prerecorded channel, decide whether that activity is essential during a disruption. Keep access to the channel and stream key controlled, and avoid promising uninterrupted service if your own equipment, power, or connection is a single point of failure. This is an optional continuity measure, not a substitute for the business’s core recovery plan.

The SBA’s management resources include business counseling and recovery guidance. A counselor or accounting professional can help review records, cash obligations, and continuity priorities. For federal loan questions, check the relevant official SBA program page and use current SBA contact information. Confirm a specific disaster declaration and eligibility rather than assuming that pandemic relief rules still apply.
