“smsrouter.dll is missing” — which fix applies to you
The error may say:

You may also see “smsrouter.dll was not found,” “Error loading smsrouter.dll,” or “The specified module could not be found.” These are Windows loader messages, and the named file is not necessarily the only failed component.
smsrouter.dll is associated with Microsoft Windows Mobile Broadband SMS functionality. It belongs to the Windows infrastructure that handles SMS messages and operator notifications for supported cellular and mobile-broadband devices, rather than Visual C++, DirectX, .NET, or a particular game.
Start with the branch that matches what happened:
- The error appeared after Windows Update or a forced shutdown: repair Windows components with Windows Update, DISM, and SFC.
- You use a built-in cellular modem, LTE adapter, or mobile-broadband device: check the device and its manufacturer-supplied driver.
- Only one program reports the error: repair or reinstall that program, but do not assume it owns the DLL.
- Windows Security recently removed a file: inspect Protection History before restoring anything.
- The message appears at startup on a PC without cellular hardware: investigate a stale startup entry, damaged Windows installation, or malware.
- The error says the specified module is missing: treat it as a possible dependency problem, not proof that
smsrouter.dllitself is absent.
Do not begin by downloading the DLL from a random file site. A copied file can contain malware, target the wrong Windows build or architecture, and leave the underlying component store, driver, or dependency damaged.

1. Check the file path and Windows state
Before changing anything, establish whether Windows has a legitimate copy.
Check System32
- Press Win + E to open File Explorer.
- Select the address bar.
- Enter:

- Search for
SMSRouter.dllorsmsrouter.dll.
Public event-provider mapping places the message resource at %SystemRoot%System32SMSRouter.dll. This confirms the expected Windows location, but the presence or absence of the file alone does not prove that the installation is healthy.
Do not copy a file between System32 and SysWOW64 based on their names. Windows uses these directories as part of its 32-bit and 64-bit compatibility system, and a 32-bit/64-bit mismatch can produce “not designed to run on Windows” errors. Public third-party listings are not authoritative for every valid architecture, Windows build, or file version.
Check Windows version and updates
- Open Start > Settings > System > About.
- Note Windows specifications, including the edition and build.
- Go to Settings > Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the PC, even if Windows does not immediately require it.
Windows Update is the normal servicing route for Windows components. If the error started immediately after an update, note the update history rather than uninstalling updates at random:
- Open Settings > Windows Update > Update history.
- Review the latest quality, driver, and definition updates.
- Continue with the repair steps below if the error remains.
2. Repair Windows with DISM and SFC
This is the safest primary fix when smsrouter.dll is missing or corrupted because the file is associated with Windows Mobile Broadband SMS infrastructure, not a separately distributed runtime.
Run DISM first
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Restart Windows when DISM completes.
DISM repairs the Windows component store that SFC uses as its source. Running it first gives SFC a better chance of replacing damaged protected files.
Run System File Checker
Open an elevated Command Prompt again if necessary and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart.
The result tells you what happened:
- Windows Resource Protection did not find any integrity violations: protected system files appear intact. Continue with the modem, application, and dependency checks.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the program again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC. If it still fails, use a matching Windows repair source or perform an in-place Windows repair.
- DISM reports that source files could not be found: use a legitimate installation source matching the installed Windows edition and build:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

C:RepairSourceWindows is only an example. Replace it with the path to a valid matching source.

On supported Windows 11 installations, you may have a repair-reinstall option:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the PC connected to power.
Microsoft describes this process as reinstalling the current Windows version while preserving apps, files, and settings. If the option is unavailable, use Windows installation media and choose the appropriate repair or in-place upgrade path rather than deleting system folders manually.
3. Check the modem and mobile-broadband driver
If the PC has cellular hardware, the problem may be in the driver stack rather than the Windows file itself. Mobile-broadband SMS depends on the device, its driver model, Windows services, and carrier integration.
Identify the device
- Right-click Start.
- Select Device Manager.
- Expand:
- Network adapters
- Modems
- Ports (COM & LPT)
- Universal Serial Bus controllers, if the modem is external
- Look for a cellular modem, WWAN adapter, or an entry with a yellow warning icon.
- Double-click the device and read the Device status message under General.
If the device is missing, unknown, disabled, or reporting a driver error:

- Right-click the device.
- Select Enable device if that option appears.
- Otherwise select Uninstall device.
- Restart Windows.
- Install the current driver package supplied by the PC, modem, or cellular-adapter manufacturer.
- Restart again and test the mobile-broadband feature.
Do not install a DLL by itself as a substitute for the complete driver package. A driver installer supplies related services, configuration, dependencies, and device-specific files that a loose DLL cannot provide.

Check relevant Windows services
- Press Win + R.
- Type
services.msc. - Press Enter.
- Look for WWAN AutoConfig.
- Open it and check whether the service is running and set to an appropriate startup type.
- Start it if it is stopped, then test the modem.
Do not change unrelated services or delete service entries. The SMS Router service and its event logging are part of Windows’ mobile-broadband architecture, but service names and availability can vary with Windows components and installed hardware.
There is normally no Windows Features checkbox that installs smsrouter.dll. Do not use Turn Windows features on or off as a general DLL-repair method.

If only one game or application displays the message, its launcher may be making an obsolete or incorrect reference, or the application may have another missing dependency.

First use the program’s own repair function:
- Open the application launcher.
- Find the installed game or program.
- Open its menu.
- Choose Verify, Repair, or Verify integrity, if available.
- Let the process finish.
- Restart Windows and test it again.
For a Microsoft Store or supported Windows application:
- Open Start > Settings > Apps > Installed apps.
- Find the application.
- Select the ** three-dot menu**.
- Choose Advanced options.
- Select Repair.
- Test the application.
- If Repair does not help, use Reset only after confirming that the app’s local data can be recreated.
Not every desktop program provides these options. For a traditional installer, uninstall the application from Installed apps, restart, then reinstall it from the developer’s official installer. Use the exact edition and architecture intended for your Windows installation.
If the program independently requires Visual C++ Redistributable, DirectX, or .NET, repair that runtime through its official Microsoft installer or the application’s official setup package. That does not make smsrouter.dll part of those runtimes.

A quarantine event can explain why a previously working component disappeared, although it should be treated as a possibility rather than an assumption.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections matching the time the error began.
- Open a detection to inspect its path, threat name, and action.
Restore or allow a file only when its origin and Microsoft signature are trusted. If the path is outside the expected Windows location, the file has no trusted signature, or an unknown program loaded it, do not restore it blindly. Run a full scan instead:
- Go to Windows Security > Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
If malware removal damaged Windows files, return to DISM and SFC rather than downloading a replacement DLL.
6. Use System Restore after a recent change
If the error began after a driver installation, Windows update, cleanup utility, or other system change, System Restore may roll back the affected configuration without removing personal files.
- Press Win + R.
- Enter:

- Press Enter.
- Select a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Confirm the restore and let Windows restart.
You can also use Windows Recovery Environment:
- Open Settings > System > Recovery.
- Select Advanced startup > Restart now.
- Choose Troubleshoot > Advanced options > System Restore.
- Select the appropriate restore point.
System Restore is not a replacement for malware scanning or a full Windows repair. If no restore point exists, continue with the other branches.

Do not run:
regsvr32 smsrouter.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. There is no public evidence that SMSRouter.dll should be manually registered, so the command normally does not repair this error and may produce another misleading message.

Also avoid:
- Copying the DLL from another PC.
- Downloading it from a DLL database.
- Replacing files in
System32orSysWOW64manually. - Choosing a file only because its name, size, hash, or “32-bit” label appears to match.
- Disabling antivirus protection to force a file into Windows.
There is no verified Microsoft standalone SMSRouter.dll redistributable. The safe sources are Windows Update, DISM/SFC, Windows repair media, and the official driver or application installer appropriate to your hardware and software.
When DISM and SFC succeed but the error remains
Successful repair commands do not prove that the failing program is healthy. Capture these details:

- Any matching Event Viewer entry.

If the error occurs only with one application, reinstall that application from its official installer. If it follows a modem change, use the correct OEM or modem-driver package. If it appears at every startup without cellular hardware, disable the stale startup item only after identifying the associated executable, then scan for malware and consider a Windows repair.

Is smsrouter.dll a legitimate Windows file?
Yes. It is associated with Microsoft Windows Mobile Broadband SMS functions, including SMS handling and operator notifications for supported cellular devices.
Does every Windows 10 or Windows 11 PC need it?

No evidence supports that association. Those runtimes may be required by an application that also reports a loader error, but they do not supply smsrouter.dll.
Why does Windows say “the specified module could not be found”?
The named DLL may be present while one of its dependencies is missing. Check the file path, repair Windows, inspect the application installation, and update the related modem driver instead of replacing the named file blindly.
Should I download smsrouter.dll separately?
No. Use Windows Update, DISM, SFC, Windows repair, or the official hardware and application installers. A random DLL copy can be malicious or incompatible.
Will regsvr32 fix the problem?
Normally no. It is not a general-purpose DLL repair command, and there is no evidence here that SMSRouter.dll requires manual registration.
