sspifilt.dll Won’t Load: Restore the Legacy IIS Filter Safely

sspifilt.dll is the Microsoft IIS file named SSPI Filter. If Windows says sspifilt.dll is missing, was not found, or could not be loaded, the problem is usually related to Internet Information Services rather than a game, DirectX, Visual C++, or .NET installation.

The 60-second answer

Do not download sspifilt.dll from a random DLL website.

This file is a historical IIS ISAPI and HTTP filter associated with Microsoft’s SSL and security-filter path. Microsoft documentation places it at:

%SystemRoot%System32Inetsrvsspifilt.dll

The file is documented with older IIS releases, including IIS 4.0, IIS 5.0, and IIS 5.1. Its presence on Windows 10 or Windows 11 is not guaranteed merely because IIS is available on those systems.

Use this order:

  1. Determine whether the error comes from IIS or an ordinary application.
  2. Check whether IIS is installed and whether its filter configuration points to the correct path.
  3. Repair IIS through Windows Features or Server Manager.
  4. Run DISM followed by SFC if Windows servicing is damaged.
  5. Check Windows Security quarantine.
  6. Investigate 32-bit versus 64-bit compatibility, permissions, dependencies, and legacy security settings.
  7. Treat old Windows and IIS installations as unsupported systems that need a controlled migration or isolated repair.

What sspifilt.dll is

The name means SSPI Filter. SSPI is Windows security infrastructure used by services that handle authentication and security providers. In this case, the DLL belongs to Microsoft Internet Information Services, also known historically as Internet Information Server.

IIS uses ISAPI filters to inspect or modify requests and responses as they pass through the web server. sspifilt.dll was associated with IIS security and SSL processing. If an older IIS installation expects the filter but cannot load it, HTTPS or another security-dependent IIS function may fail.

The important distinction is ownership:

  • Publisher: Microsoft Corporation
  • Component: Internet Information Services
  • Role: IIS ISAPI or HTTP filter
  • Historical path: %SystemRoot%System32Inetsrvsspifilt.dll
  • Not normally associated with: games, DirectX, Visual C++ Redistributable, .NET, graphics drivers, or general desktop applications

Microsoft’s current ISAPI filter configuration documentation explains how IIS stores filter paths and applies bitness conditions. It does not establish that every current Windows 10 or Windows 11 IIS installation includes this particular legacy filter.

Start with the exact error

The exact wording tells you which repair path applies.

IIS-specific error

The strongest file-specific error is similar to:

The HTTP Filter DLL C:WINNTSystem32inetsrvsspifilt.dll failed to load.
The data is the error.

An IIS-related Event Viewer entry may mention:

  • HTTP Filter DLL
  • IIS
  • W3SVC
  • inetinfo.exe
  • an IIS event ID
  • an error such as 80090305

This means IIS is attempting to load the filter. Focus on IIS installation, filter configuration, process architecture, permissions, and security-provider dependencies.

Ordinary Windows loader error

You may instead see:

sspifilt.dll is missing
sspifilt.dll was not found
Cannot find sspifilt.dll
The application could not be started because sspifilt.dll was missing

These are generic Windows loader messages. They do not prove that the application legitimately owns the file. First check whether IIS is installed on the computer and whether the application is actually starting or contacting a local IIS site.

If a game or unrelated desktop program shows the message, do not assume that copying the DLL into the game directory is correct. No reliable evidence identifies a modern game package as the normal owner of sspifilt.dll.

1. Identify the Windows and IIS version

Before changing anything, identify whether this is a current IIS installation or a legacy server.

Check the Windows version

  1. Press Windows key + R.
  2. Type:

text
winver

  1. Press Enter.
  2. Record the Windows edition and version.

Check whether IIS is installed

  1. Press Windows key + R.
  2. Type:

text
optionalfeatures

  1. Press Enter.
  2. Look for Internet Information Services.

On Windows Server:

  1. Open Server Manager.
  2. Select Local Server.
  3. Check whether the Web Server (IIS) role is installed.

Also ask what changed immediately before the error:

  • IIS was removed or partially uninstalled
  • an old IIS application was installed
  • a disk image was restored
  • antivirus software quarantined the file
  • SSL or security-provider settings were changed
  • a server was upgraded or migrated
  • an application pool’s bitness was changed

That history often identifies the cause faster than treating the message as a generic missing-DLL problem.

2. Check the historical IIS path without copying anything

Open File Explorer and enter this path in the address bar:

%SystemRoot%System32Inetsrv

Look for sspifilt.dll.

The results mean different things:

  • The file is absent: IIS may be incomplete, the component store may be damaged, or security software may have removed it.
  • The file exists: the problem may be an incorrect IIS filter path, a dependency failure, permissions, or architecture incompatibility.
  • The folder is absent: IIS may not be installed, or this is not the IIS installation expected by the error.
  • The filter points elsewhere: do not replace the file until you confirm which IIS component owns that configuration.

Do not treat System32 and SysWOW64 as interchangeable. Historical Microsoft support tables identify documented sspifilt.dll builds as x86, but those old build details do not establish a current universal version or a current 64-bit release.

3. Repair IIS through Windows Features

This is the safest first repair when the computer is running a supported Windows client edition and the error is IIS-related.

  1. Press Windows key + R.
  2. Type:

text
optionalfeatures

  1. Press Enter.
  2. Expand Internet Information Services.
  3. Expand World Wide Web Services.
  4. Expand Application Development Features.
  5. Select the IIS features required by the application, including ISAPI Filters where applicable.
  6. Select OK.
  7. Allow Windows to apply the changes.
  8. Restart Windows if prompted.

You can also remove and re-add the affected IIS feature, but back up IIS configuration, sites, application pools, and certificates first. Reinstalling IIS can affect server settings.

Check whether the repair worked

After Windows finishes:

  1. Open IIS Manager.
  2. Expand the computer name and Sites.
  3. Select the affected server or site.
  4. Open ISAPI Filters.
  5. Confirm that the filter path points to the intended Microsoft-installed file.
  6. Start or browse the affected site.
  7. Recheck Event Viewer if the error remains.

If Windows reports that it could not complete the feature installation, continue with DISM and SFC before trying again.

4. Install or repair IIS on Windows Server

On Windows Server, use Server Manager rather than copying individual files.

  1. Open Server Manager.
  2. Select Manage.
  3. Choose Add Roles and Features.
  4. Select Role-based or feature-based installation.
  5. Select the target server.
  6. Select Web Server (IIS).
  7. Review Role Services.
  8. Enable the required services, including ISAPI Filters where the application needs them.
  9. Complete the wizard.
  10. Restart if requested.

Microsoft also documents this PowerShell command for installing the Web Server role:

Install-WindowsFeature Web-Server -IncludeManagementTools

Run PowerShell as an administrator. This installs the Web Server role and management tools, but it does not automatically prove that an old application’s exact filter configuration is correct.

Microsoft’s IIS server-role installation guidance provides the supported Server Manager and PowerShell paths.

5. Repair Windows components with DISM and SFC

If IIS installation fails, protected files are missing, or Windows reports component-store corruption, repair the Windows image first and then scan system files.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:

cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth

  1. Wait for DISM to finish.
  2. Run:

cmd
sfc /scannow

  1. Restart Windows.
  2. Try the IIS repair again.

Run DISM before SFC. DISM repairs the Windows image that SFC uses as a repair source. Microsoft documents this sequence in its Windows image repair guidance.

If DISM or SFC says it found and repaired damaged files, test IIS again after restarting. If both commands complete without finding a problem, focus on IIS configuration, dependencies, and architecture rather than repeatedly running the same scans.

6. Check Windows Security quarantine

Security software may have deleted or quarantined a legitimate old IIS file, particularly on a legacy server. Do not assume that every detection is a false positive.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an entry involving sspifilt.dll.
  5. Confirm the original path and detection details.
  6. Scan the file and the computer.
  7. Restore it only if you have verified that it came from the expected IIS installation and is not tampered with.

Microsoft documents the supported Microsoft Defender quarantine restoration process.

After restoration, test the IIS site and check Event Viewer. If Defender immediately quarantines the file again, stop restoring it repeatedly. Investigate the detection, update Defender, and repair IIS from trusted Windows installation media or supported servicing sources.

7. Correct the IIS filter path

A file can exist and still fail because IIS is configured to load a different path.

  1. Open IIS Manager.
  2. Select the server or affected site.
  3. Open ISAPI Filters.
  4. Select the sspifilt entry if it exists.
  5. Inspect the Executable path.
  6. Confirm that the path points to the intended file under the IIS installation.
  7. Correct a stale drive letter, old Windows directory, or invalid filename.
  8. Apply the change.
  9. Restart the affected site or application pool.
  10. Check Event Viewer again.

Do not add a new filter entry simply because the filename appears in an error. First verify that the application still requires this historical filter and that the entry belongs to the correct server or site.

8. Check 32-bit and 64-bit compatibility

Historical Microsoft file tables identify sspifilt.dll as an x86 file. If an old filter is loaded by a 64-bit IIS worker process, it may fail even when the file is present.

Check the application pool:

  1. Open IIS Manager.
  2. Select Application Pools.
  3. Find the pool used by the affected site.
  4. Right-click it and select Advanced Settings.
  5. Find Enable 32-Bit Applications.
  6. Set it to True only when the application and its filter require 32-bit processing.
  7. Recycle the application pool.
  8. Test the site.

Do not change this setting blindly. A 32-bit filter cannot be loaded by a 64-bit process, but changing the pool can affect other application components. Microsoft’s filter documentation describes bitness32 and bitness64 conditions and should be matched to the exact IIS configuration.

If the filter exists but IIS still reports a load failure, inspect:

  • Application-pool bitness
  • File and folder permissions
  • Dependent modules
  • IIS configuration inheritance
  • Event Viewer details
  • Security-provider availability
  • Whether the filter is required by the current application

9. Investigate dependencies and legacy security settings

A historical IIS error may report a security-provider failure rather than a simple missing file. One documented legacy report associated error 80090305 with Schannel or security-provider configuration.

Treat registry changes as a legacy-server procedure only:

  • Back up the registry and IIS configuration first.
  • Record the exact Windows and IIS versions.
  • Use documentation for that specific release.
  • Do not apply old IIS 4 or IIS 5 commands to Windows 10, Windows 11, or current Windows Server.
  • Do not disable security features merely to make the filter load.

If the server runs Windows NT 4.0, Windows 2000, Windows XP, or IIS 4/5, the repair process is materially different from current IIS. Such a machine should be isolated and planned for migration rather than exposed while troubleshooting.

10. Update or reinstall related drivers only when evidence points there

Drivers are not the normal owner of sspifilt.dll. Do not install a graphics, chipset, or game driver simply because a generic application error mentions a DLL.

Driver work is appropriate only when Event Viewer identifies a related security device, network adapter, storage controller, or other driver problem, or when the IIS failure began after a specific driver change.

To check through Windows:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Check the provider, date, and version.
  8. Use Update Driver or uninstall and reinstall the driver from the hardware manufacturer’s official source.
  9. Restart Windows and test IIS.

Why regsvr32 usually does not apply

Do not start with:

regsvr32 sspifilt.dll

regsvr32 calls a DLL’s DllRegisterServer entry point. It is intended for self-registering COM or ActiveX components. An IIS ISAPI filter is normally configured in IIS with a filter path, not registered using regsvr32.

If regsvr32 reports that DllRegisterServer was not found, that does not prove that sspifilt.dll is corrupt. It may simply mean that the wrong repair method was used.

Microsoft’s regsvr32 command documentation explains its purpose. For this file, use IIS Manager and Windows component repair instead.

Why random DLL downloads are unsafe

Do not download sspifilt.dll from a DLL-indexing site or copy an unknown file into:

  • C:WindowsSystem32
  • C:WindowsSysWOW64
  • %SystemRoot%System32Inetsrv
  • An application or game directory

A downloaded DLL may have the wrong build, architecture, language, dependencies, or altered contents. It may also conceal the real problem, such as a broken IIS installation or a filter entry pointing to the wrong path.

Use Windows Features, Server Manager, DISM, SFC, Microsoft Defender, and official Microsoft installation media or servicing channels instead.

Frequently asked questions

Is sspifilt.dll a Windows system DLL?

It is a genuine Microsoft file, but its documented ownership is IIS. It was installed with historical IIS versions on older Windows releases. It is not safe to assume that it is a standard component of every Windows 10 or Windows 11 installation.

Should the file be in C:WindowsSystem32?

The historical IIS location is:

%SystemRoot%System32Inetsrvsspifilt.dll

That is not the same as placing the file directly in the root of System32. Do not move or copy it manually.

Is there a current universal version?

No current universal version should be assumed. Historical Microsoft support material lists older x86 builds, but those values do not establish the correct file for another Windows release.

Why does a game report this file?

A generic loader message can be misleading. There is no reliable evidence that a modern game normally ships this IIS filter. Check whether IIS is installed and whether another service or old application is producing the message before changing the game directory.

Should I reinstall Visual C++, DirectX, or .NET?

Not for this file based on its known identity. sspifilt.dll is an IIS filter, not a documented Visual C++, DirectX, or .NET runtime component.

What if the file exists but IIS still fails?

Check the IIS filter path, application-pool bitness, permissions, dependent modules, Event Viewer, and security-provider configuration. A present DLL can still fail because IIS cannot load its dependency or is using the wrong process architecture.

Should I use System Restore?

Only if an appropriate restore point exists and the issue began after a known system change. System Restore is a fallback, not the primary repair. Microsoft describes the process in its System Restore documentation.

What information should I provide to an administrator?

Record:

  • Exact error text
  • Windows edition and version
  • IIS version or role status
  • Full path named in the error
  • Event Viewer source and event code
  • Whether sspifilt.dll exists
  • IIS filter configuration
  • Application-pool bitness
  • Recent IIS, SSL, antivirus, restore, or disk-image changes

That information distinguishes a missing IIS component from a bad path, incompatible architecture, quarantined file, missing dependency, or unsupported legacy configuration.
