A Steam download showing 0 B/s is not always a broken internet connection. Steam may be allocating disk space, patching existing files, or installing data that it already downloaded. Open View > Downloads first: if disk activity or installation progress continues, let Steam finish rather than cancelling the update.
If both network and disk activity are idle, follow the troubleshooting order below, starting with Steam’s download settings and cache.
1. Check whether Steam is still processing the update
Open the Download Manager by clicking Downloads at the bottom of Steam, or by choosing View > Downloads. You can also open the Downloads entry from the Library tab.
Steam’s download display includes more than network transfer. During an update, Steam may pause network activity while it allocates space, patches existing files, or installs downloaded content. The network graph can therefore read 0 B/s while the disk-usage graph remains active.

If disk activity, total progress, or an installation status is still moving, do not immediately cancel the update. Interrupting file patching can lead to another verification or repair cycle. Valve explains how Steam’s redesigned Downloads page represents disk allocation and installation progress in its Steam Client Update announcement.
2. Make sure the download is not paused or being deferred
In View > Downloads, confirm that the game is not:
- Paused manually
- Queued behind another download or update
- Restricted by a scheduled-download setting
- Paused because you launched a game
Steam normally pauses downloads when a game starts so that the game can receive priority for network activity. To change that behavior, open Steam > Settings > Downloads and enable Allow Downloads During Gameplay. This may keep the update moving, but it can also affect the game’s network performance.
For one game’s update policy, open Library, select the game, click Manage > Properties > Updates, and review the update setting. Available choices include Always keep this game updated, Only update this game when I launch it, and High Priority—Always auto-update this game before others. 3. Check Steam’s download settings
Go to Steam > Settings > Downloads and check the following:

Set Download Region to the region where you are located. If that content server is congested or experiencing a connection problem, test another region that is still relatively close to you.

Switching to a distant country is not a guaranteed speed boost. Valve recommends your own region or a nearby alternative, rather than choosing the farthest or supposedly least-used server. Read Steam’s guidance on slow downloads and content-server connections.
Limit Download Speed
Check Limit Download Speed. If it is enabled, remove the limit or select the unrestricted option available in the control. A limit can explain a low rate, although an exactly zero reading usually points to a pause, disk-processing phase, client problem, or connection failure instead.
4. Clear Steam’s download cache
If the download is genuinely stuck—not merely performing disk-intensive work—use Steam’s built-in fix:

- Open Steam > Settings > Downloads.
- Click Clear Download Cache.
- Choose Confirm.
- Sign in to Steam again when prompted, then retry the download.
Clearing the download cache does not uninstall installed games, but it can clear or interrupt active download state. Use it after confirming that Steam has stopped responding or the download remains stuck. Do not confuse this with clearing Steam’s web-browser cache: they are separate functions.
Valve’s current instructions are in the official Clear Download Cache support article. Older guides may recommend steam://flushconfig, but that is not needed for Steam’s current documented procedure.

5. Compare network activity with disk activity
The next step depends on what Steam’s graphs show:

| Network at 0, disk idle | Paused client, content-server, network, or firewall problem | Download queue, region, cache, router, firewall, and connection |
| Only one game fails | Game files, permissions, or antivirus interference | Free space, quarantine history, and file verification |
| All Steam downloads fail | Client, network, server, proxy, or security-software problem | Other internet activity, server status, firewall, and router |
6. Check storage and file access
Steam may stop receiving data while it waits for the destination drive. Confirm that the library drive has enough free space for both the download and temporary update work. Also check whether:

- The drive is reporting errors or running unusually slowly.
- An external drive has disconnected or gone to sleep.
- Another application is locking game files.
- Antivirus or security software has quarantined or blocked a newly written file.
External drives are especially vulnerable to disconnects during installation. If this happens repeatedly, an internal drive is a more reliable location for the Steam library. Check your antivirus quarantine and, where appropriate, mark legitimate Steam or game files as safe or exclude the affected game folder. Do not broadly disable security protection without understanding the risk.

7. Test the network path
If both Steam’s network and disk activity are idle, test whether the issue is specific to Steam:

- Exit and restart Steam.
- Restart the router.
- Compare Steam with another internet activity.
- Use a direct wired connection if possible.
- Try again at another time if the problem occurs mainly during evening peak hours.
- Check Steam’s server-status information before repeatedly changing local settings.
Intermittent Wi-Fi, powerline interference, router problems, ISP traffic shaping, university or workplace proxies, and system-wide Steam service problems can all affect downloads. A firewall may also block Steam after a client update.

Valve states that Steam’s required ports cannot be remapped to HTTP or changed to an arbitrary custom port range. For broader connectivity checks, use Steam’s network troubleshooting guide and its article on unavailable or busy servers.
8. Recheck firewall and antivirus permissions
Steam identifies firewalls, internet-security suites, packet filters, and antivirus software as possible causes of connection and file-access problems.
For a Windows firewall reset test, Valve’s procedure is:
- Exit Steam.
- Open the firewall configuration.
- Remove existing permission entries for
steaminstall.exe,steam.exe,hl.exe,hl2.exe, andsteamTmp.exe. - Start Steam again.
- Allow Steam to create fresh permissions when prompted.
- Permit the Steam executables for TCP and UDP traffic when prompted.
- Restart the computer and test the download.
Do not leave the firewall disabled. Temporarily disabling it is a diagnostic test only; recreating the correct permissions is the safer long-term fix. Steam’s full instructions are in Using a Firewall with Steam.

9. Verify the game’s files when the problem is game-specific
Verification is useful after a failed update, missing files, crashes, or suspected installation damage. It is not a general internet-speed fix.
- Open Library.
- Right-click the game, or click its gear icon.
- Choose Properties….
- Open Installed Files.
- Select Verify integrity of game files.
The process can take several minutes. One or more files may fail verification normally if they are local configuration files that Steam does not replace. Do not verify multiple games at once, and avoid running verification alongside other intensive work such as virus scanning or disk defragmentation. See Steam’s file-verification instructions.
10. Repair Steam’s client files as a later escalation
If Steam itself appears corrupted and the earlier fixes have failed, Windows users can repair the client without deleting the installed-game files:
- Exit Steam.
- Open the Steam installation folder, commonly
C:Program Files (x86)Steam. - Delete everything in that folder except
steam.exeand thesteamappsfolder. - Restart the computer.
- Launch
steam.exedirectly from the Steam installation folder, rather than using an old shortcut.
This forces Steam to reacquire its client files while preserving the game files in steamapps. It is different from clearing the download cache and should not be the first response. Valve gives this repair approach in its guidance for Steam already running. Valve also warns that macOS users may lose mods or custom content when deleting corresponding client files, so do not apply this Windows procedure blindly to another operating system.

Steam normally reports download rates in bytes per second, while internet plans usually advertise bits per second. Since one byte equals eight bits, a Steam reading of 768 KB/s corresponds to approximately 6,144 Kb/s, or about 6 Mb/s, before normal measurement differences.
This explains why a Steam number may look eight times lower than an advertised speed. It does not explain a true pause at 0 B/s. Also, a speed shown by a Windows network icon or adapter properties may describe the local connection between the computer and router, not actual internet throughput.

- “Steam’s servers are down.” Not necessarily. Check disk activity first; Steam can show 0 network activity while patching.
- “Clear the Steam browser cache.” The relevant documented action is Steam > Settings > Downloads > Clear Download Cache.
- “Switch to the farthest country.” Valve recommends your own region or another nearby region, not a distant server as a guaranteed speed fix.
- “Steam is slow because it uses megabits.” The bytes-versus-bits difference explains apparently low figures, not a download stuck at zero.
- “Reinstall Steam immediately.” Cache clearing, region checks, network troubleshooting, security checks, and file verification should come first. A client repair may preserve installed games and is a later escalation.
The shortest reliable troubleshooting order
- Open View > Downloads and check disk activity and installation progress.
- Confirm the item is not paused, queued, scheduled, or paused because a game was launched.
- Check Download Region, Limit Download Speed, and Allow Downloads During Gameplay.
- Use Clear Download Cache > Confirm if the download is genuinely stuck.
- Test a nearby alternate download region.
- Check free space, drive health, external-drive connectivity, and antivirus activity.
- Test a wired connection and investigate the router, firewall, proxy, ISP, or Steam service.
- Verify files if only one game appears damaged.
- Repair Steam’s client files only after the earlier steps fail.
