Steam Error Code 137 usually means the Steam client could not load web-based content or complete a connection. Valve does not appear to publish a dedicated, universal definition for code 137, so it is not proof of a ban, malware, damaged game files, or failing hardware. The right fix depends on where it appears: the Store, Community, profile, sign-in screen, Steam interface, or a game download.

Start with the low-risk checks below. Do not reinstall Steam until you have ruled out an outage, cache problem, network issue, or security-software conflict.

First identify what is failing

Use the symptom to choose the shortest troubleshooting path:

Where Error 137 appears Prioritize these checks
Store, Community, profile, Friends, or sign-in Check for an outage, restart Steam, clear web data, then inspect proxy, VPN, firewall, antivirus, and DNS settings.
Blank, black, frozen, or partly rendered Steam window Restart Steamwebhelper, disable GPU-accelerated web rendering, and check graphics drivers and web-protection software.
Downloads or game updates Clear download cache, try another Download Region, and then investigate DNS, firewall, antivirus, IPv6, or ISP routing.
Steam and ordinary websites on every device Investigate the router, DNS, ISP, or a Steam-wide service problem before changing the client.

Check whether Steam is down

Open the Steam Store and Community in a normal browser, not only inside the client. Test another website, then try another device on the same network. If Steam fails everywhere, local cache repairs will not restore a service outage.

Valve notes that connection failures can result from maintenance, Steam service problems, local network configuration, or ISP issues. Check Valve’s guidance for maintenance and downtime and unavailable or overloaded servers. Waiting is the correct fix when the browser, multiple devices, and other users are seeing the same failure.

Try the two-minute fixes

  1. In Steam, choose Steam > Exit. Open Task Manager and end remaining Steam processes only if the client did not close completely.
  2. Restart Windows.
  3. Restart the modem or router, then wait for it to reconnect.
  4. Disconnect a VPN. In Settings > Network & internet > Proxy, disable an unexpected manual proxy.
  5. Start Steam again so it can apply any pending client update.

Valve recommends restarting Steam for Steamwebhelper failures; its current advice is summarized in the Steamwebhelper troubleshooting article.

Clear Steam’s web data

This is the most relevant cache fix when Store, Community, profile, or other embedded web pages fail.

  1. Open Steam and choose Steam > Settings.
  2. Find the section containing Steam’s web-browser controls. Depending on the client version, it may not be called Web Browser.
  3. Select Delete Web Browser Data, Clear Web Browser Data, or the equivalent current button.
  4. Restart Steam and test the same page.

Older guides use a dedicated Web Browser tab, while newer clients can move or rename this control; Valve’s client interface changes over time. Clearing web data can sign you out of some Steam web components, but it does not uninstall games. An unofficial Steam Community troubleshooting guide identifies browser cache and cookies as common causes, but this is not a guaranteed or official definition of Error 137.

Clear the download cache only for download symptoms

Do this when the error occurs during a game download, update, or content-server connection—not as the first response to a Store-only failure.

  1. Open Steam > Settings > Downloads.
  2. Select Clear Download Cache.
  3. Confirm and sign in again if Steam asks.
  4. Retry the download or update.

Download-cache clearing is different from web-data clearing. It removes temporary download information and may cause an active download to restart, but it should not delete installed games.

Disable GPU acceleration for blank or frozen pages

If Steam is black, blank, frozen, or reports a Steamwebhelper problem, test the embedded browser without GPU rendering:

  1. Open Steam > Settings > Interface.
  2. Turn off Enable GPU accelerated rendering in web views, or the similarly named option.
  3. Restart Steam.

If Steam cannot display Settings, use the Steamwebhelper dialog’s option to restart with GPU acceleration disabled when it is offered. Valve says some video drivers can cause rendering failures with acceleration enabled; see its official guidance. Update the graphics driver if this resolves the problem. Leaving acceleration disabled can reduce interface performance, so treat it as a diagnostic or compatibility setting rather than a universal cure.

Reset Windows networking and DNS

Use these steps after checking for an outage and restarting Steam. Open Command Prompt as administrator and run each command separately:

ipconfig /flushdns
ipconfig /release
ipconfig /renew

These commands clear the DNS resolver cache and renew the computer’s network lease. Connectivity will pause briefly. If the problem continues, an optional deeper reset is:

netsh winsock reset

Restart Windows after the Winsock reset, then reopen Steam. These are diagnostic Windows commands, not Steam-specific guarantees. They cannot repair a Steam outage or a process blocked by security software.

Test a different DNS provider carefully

If only one network fails, compare the router’s default DNS with a reputable public DNS service. Change DNS in Windows or on the router, record the original values first, and avoid untrusted “DNS repair” utilities. Custom DNS can filter domains, return different regional results, conflict with local policies, or make no improvement. The unofficial Steam guide lists Google Public DNS and OpenDNS as examples, not as guaranteed solutions.

Check firewall, antivirus, proxy, and VPN interference

Windows Defender Firewall, third-party antivirus web shields, endpoint security, DNS filters, traffic-shaping tools, network monitors, and ad blockers can prevent Steam web requests or Steamwebhelper from responding.

  1. Temporarily pause the specific web-protection or filtering feature suspected of blocking Steam; do not leave the whole security suite disabled.
  2. Restart Steam and test the affected page.
  3. Re-enable protection immediately after the test.
  4. If the cause is confirmed, create an allow rule for the legitimate Steam installation using the security product’s official controls.

Valve advises checking third-party software conflicts in its Steamwebhelper guidance. Never download replacement DLLs, registry cleaners, or “Steam repair” tools.

A VPN can help compare ISP routing, but it can also add latency, trigger verification, create store-region confusion, conflict with Steam services, or violate rules if used to bypass geographic restrictions. It is a diagnostic option, not a required fix.

Change Download Region for content-server problems

When only downloads or updates are failing, open Steam > Settings > Downloads, choose a nearby alternative under Download Region, restart the download, and test again.

This can help when one content-server route is unavailable. A Steam Client Beta community report described regional IPv6 and content-server problems where changing region helped; that report is community evidence, not a universal Error 137 fix. Check disk space and write permissions as well, because a download-only failure may be unrelated to web pages.

Advanced client tests

Opt out of Steam Client Beta

If Error 137 began immediately after a client update, check Steam > Settings > Interface > Client Beta Participation (the wording may vary) and test the stable client by opting out. A beta may contain a fix, but it can also introduce regressions, so do not change this setting without a timing-based reason.

Test the -tcp launch option

An unofficial Steam troubleshooting guide suggests adding -tcp to the Steam shortcut’s target as an advanced Windows connection test. It is not an official Error 137 fix and may not help current clients. Remove it from the shortcut to reverse the test; do not copy additional launch options from random sites.

Repair or reinstall Steam without deleting your library

Use reinstallation only after the checks above fail. Fully exit Steam, keep the steamapps folder and any separate library folders, and download the installer only from the official Steam website. Reinstall over the existing installation when practical, then re-add an existing library if Steam does not detect it.

Do not delete the entire Steam directory. The client and game files are separate, but settings, screenshots, mods, and saves do not all have the same protection. Cloud saves depend on each game’s support and the account’s current state, so back up important local data first.

When to contact Steam Support

Escalate through Steam Support when the problem persists across networks or devices, sign-in fails in both the client and browser, suspicious account activity appears, Steamwebhelper repeatedly crashes after a clean restart, purchases or account functions fail, or the issue began with a client update and affects many users.

Include the exact code and wording, the Steam surface that fails, Windows version and architecture, Steam client version if available, whether the browser works, whether another network works, recent antivirus/VPN/DNS/driver/Windows changes, and a screenshot. Provide Steam logs when Support requests them.

What Error 137 does not establish

  • It is not automatically a Steam ban or account compromise.
  • It is not, by itself, evidence of malware, corrupt game files, a failing disk, or a defective GPU.
  • It should not be conflated with Linux process exit status 137, which conventionally indicates a process killed by SIGKILL.
  • A cache reset cannot fix maintenance, ISP filtering, a blocked process, or an IPv6 routing fault.
