The “Shared Library Locked” message usually means another Steam Family member is using the available copy of that game. Check the game’s Library page to see who is playing. If it is the only family-owned copy, wait for that session to end, use another available copy, or buy another copy to play at the same time. There is no legitimate setting that overrides an occupied copy.
What “Shared Library Locked” means
Under Steam’s current Steam Families rules, access is limited by the number of owned copies of a particular game. If someone is playing the only available copy, another family member cannot launch that copy until the session ends. This is normally a license-availability restriction—not evidence that your installation is damaged or your account is banned.

The message is about that game copy, not necessarily the owner’s entire library. A family member can play a different game while you play a shared title. Older Steam Family Sharing guides may say that one person’s activity locks the owner’s whole library; that describes older behavior, not the current Steam Families model.
Try this first
- Open Steam and go to the game’s Library page.
- Check the family or library information for the title. Steam should identify the family member currently playing it.
- Ask that person to exit the game fully. If they are away from their main PC, check their other computers, Steam Deck, laptop, or remote PC too.
- Once the session has ended, restart Steam on your device and try again. Restarting is a troubleshooting step, not a guaranteed way to clear a valid lock.
- If Steam offers another family-owned copy, select it. Otherwise, wait until a copy is free.
Closing a game window may not be enough if the game or its process is still running in the background. A crash or a session left open on another device can also make it appear that nobody is playing. Have the person using the copy quit the game and, if needed, close Steam on that device.

Can two family members play the same game at once?
Yes, if the family has enough owned copies of that game. Steam’s rule is one simultaneous player per copy: one copy supports one player at a time; two copies can support two players at a time, subject to the game’s sharing eligibility. For example, one family-owned copy of Portal 2 is one available license, while two owned copies can allow two family members to play simultaneously. Owning other games does not provide another copy of Portal 2.
If Steam detects multiple copies, it may use or offer an available family member’s copy. Where copies have different DLC, Steam may ask you to switch. The DLC configuration can affect a game’s content or save compatibility, so avoid switching copies in the middle of a playthrough if you are unsure how that title handles DLC.

If nobody appears to be playing
Work through these checks before treating the message as a client fault:

- Have anyone who may have launched the game exit it fully and close Steam on the device where it was running.
- Restart Steam on your device, then check the title again.
- Confirm the game is still visible in the Steam Family library and read the complete error message. A game that is missing or ineligible is a different issue from an occupied copy.
- If no player is shown and the lock persists, take a screenshot of the full message and contact Steam Support.
Include the game title, whether you are the owner or borrower, whether Steam shows someone playing, the devices checked, and whether the game appears in the Family library. Steam does not document a universal command or file edit that forcibly clears a legitimate lock. Reinstalling the game, deleting license files, or changing launch options is not an established fix for an occupied copy.

What if the game is missing or cannot be shared?
Not every Steam title or piece of content is shareable. Steam lists restrictions that can involve third-party keys, accounts or subscriptions; free-to-play games and DLC bought for them; regional restrictions; operating-system incompatibility; publisher exclusions; and games marked private by the owner. A title may also be unavailable because of restrictions carried over from the older Family Sharing system.
Read the entire Steam message rather than assuming every Family launch failure is a “Shared Library Locked” problem. If the game does not appear at all, or says it cannot be shared, check its eligibility and the owner’s privacy settings rather than waiting for another player to quit. A game that requires a publisher account or subscription may still need those credentials or entitlements even when it appears in Steam.

Steam Families versus old Family Sharing
Steam Families replaced the previous Steam Family Sharing and Family View systems. As of September 2026, Steam says a Family can have up to six members and is intended for close family members in one household. Under the current rules, members can play different eligible games at the same time; the number of simultaneous players of a particular game depends on how many copies the family owns. See Steam’s announcement and its current Families FAQ for the policy details.
If you cannot see a game or join a Family, that may be a membership or eligibility problem rather than an occupied-copy lock. Steam may restrict membership based on account activity that suggests members are not in the same household, and cooldowns can apply after leaving or changing Families. Do not leave and rejoin repeatedly as a test; check Steam’s guidance or ask Support first.

Saves, achievements, and offline play
Sharing a game does not transfer its ownership to the borrower. Achievements are associated with the individual Steam account. Save behavior depends on the game, and different DLC on the selected copy can affect whether a save or its content works as expected.
Steam says supported shared games can be played offline, but Offline Mode is not a way to override a copy that is currently in use. It also cannot make an ineligible title shareable.
What not to do
- Do not use “unlock” tools or manipulate license files. They are not a legitimate remedy for a valid copy limit and can put your account or device at risk.
- Do not share Steam passwords. Steam advises inviting only trusted household members and keeping passwords private.
- Do not use a VPN to evade household or regional restrictions. It does not create another game license and may introduce account or region problems.
- Do not reinstall the game just because a copy is occupied. Reinstallation does not free another person’s license.
