It is a commercial ranking—not a list of the year’s best-reviewed games, most-played games, or copies sold. Steam announced the retrospective on December 26, 2024, alongside separate categories for Most Played and Top New Releases.
What Steam announced
Steam News introduced The Best of 2024 on December 26, 2024, describing it as “A look back at the year’s top sellers, most-played games, top new releases, and more!” The roundup contains multiple categories; “Top Sellers” is one section, not an annual game-of-the-year award.
The Top Sellers category is based on gross revenue earned on Steam during 2024. Steam’s annual roundup presents results in tiers rather than publishing exact revenue totals or unit sales in the accessible description. A tier indicates a grouping in Steam’s roundup, not a disclosed dollar amount or number of copies.
How to read the different categories

These descriptions come from Steam’s annual roundup page. A game’s performance in one category does not establish its placement in another: first-two-week revenue for a new release is not the same window as a full-year revenue category, and revenue is not a measure of how many people played.

What “best-selling” does—and does not—tell you
For this roundup, “best-selling” is Steam’s label for the revenue-based Top Sellers category. Revenue can reflect spending on a game, but the tiered result does not tell readers how many copies were sold or what each title earned. It also does not rank review quality, player hours, ownership, or editorial merit. Those are different measures, and the roundup’s separate Most Played category underscores that distinction.
Why the current Steam chart is not the 2024 annual list
Steamworks’ current documentation says live Top Sellers lists are generated automatically using revenue sources that include base-game purchases, DLC, and in-game transactions. Its real-time charts use spending over the trailing 24 hours, with extra weight given to the latest three hours. Those are details about the current live chart; they do not establish the calculation window or weighting for the historical 2024 annual roundup.

Steam also says its Top Sellers charts are not manually curated, and storefront lists can vary by country, with a global view available. That explains why a live chart a reader checks today may differ from another region’s chart or from a year-end retrospective. The annual page’s accessible description identifies the categories and their measurement rules, but does not provide a complete rank-by-rank list or individual game revenue amounts. It would therefore be misleading to infer an exact placement, sales total, or number of copies from a tier label alone.
