To complete both character Star Lists in Super Mario Galaxy in Super Mario 3D All-Stars, collect 120 Power Stars as Mario, defeat Bowser to unlock Luigi, collect 120 more as Luigi, then complete Grand Finale Galaxy’s 100-Purple-Coin mission with each character. That final mission can be cleared by both, so each character can finish with 121 stars.
How the full star count works
There are two 120-star campaigns, one for Mario and one for Luigi, followed by the Grand Finale Galaxy mission. The final mission is playable with either character, which is why a completed Star List can show 121 stars rather than 120.

How to track down stars you have missed
Use the Observatory’s Universe Map and Star List rather than trying to reconstruct a checklist from memory. Nintendo’s game manual explains that selecting a galaxy on the Universe Map shows how many Power Stars you have found there, and the map indicates whether that galaxy still has stars to collect.
