How do I access the console in the game?

Bethesda notes that a UK keyboard configured for the UK layout may require the grave-accent key (`) instead of ~. Bethesda also documents possible scan-code conflicts involving Microsoft eHome devices or Microsoft Infrared Remote Control (MIRC). These are troubleshooting notes, not a guarantee that changing keys or devices will resolve every keyboard issue.
Which PC console commands and cheats are covered here?

GameFAQs also notes that some commands require selecting an object with the mouse while the console is open. Whether a command needs a selected target depends on the command; consult its specific reference rather than assuming every command acts on the player.

How do I find an item ID?
- Identify the exact item and the game version or content it belongs to.
- Look up the item in a PC Oblivion item-code reference. The user-contributed GameFAQs AddItem Code List groups entries into categories including potions, armor, arrows, books and scrolls, ingredients, keys, miscellaneous items, NPCs, clothing, soul gems, and weapons.
- Check the individual entry against a version-specific reference before using it. A Steam Community guide points readers to UESP item pages as a lookup route, but that guide is corroboration for the workflow rather than a comprehensive authority.
- Enter the confirmed ID and desired quantity in
player.additem [Item Code] [#].
For example, the Steam Community guide gives Player.AddItem 6EE68 2 for receiving two Master Mortar and Pestles. Treat this as a community-provided example, not a guarantee that the ID works in every edition or content setup.
Do item IDs work across the original game, DLC, mods, and Remastered?
Do not assume that one item-ID list applies universally. The references here concern the original PC game, and they do not establish a complete compatibility matrix for the base game, official DLC, mods, or Oblivion Remastered. Bethesda’s 2006-copyright PC manual describes ESP plugins as content additions, so installed plugins are another reason to check an ID against the content actually in use. The manual does not establish that commands or IDs behave identically across editions.
