In an April 2024 interview, he tied the series’ American setting to its “Americana naivete” and said some parts of the fictional world can be left unexplained.
What Todd Howard said about Fallout’s setting
In an interview with Kinda Funny, published in reporting by Nerdist on May 3, 2024, Howard described Bethesda’s plan this way: “My view is part of the Fallout schtick is on the Americana naivete and part of that. And so, for us right now, it’s OK to acknowledge some of those other areas. But our plan is to predominantly keep it in the U.S.” The linked interview timestamp is 56:42.
The key word is “predominantly.” Howard was describing the overall direction of Bethesda’s games, not ruling out every possible story outside the country. GamesRadar+’s April 2024 account likewise reports his US-setting plan, though its “no, not in the foreseeable future” framing is a paraphrase, not the precise limit of his quoted statement.
Why Bethesda wants to keep Fallout predominantly American
Howard’s explanation was creative and tonal. He said Americana is part of Fallout’s “schtick,” and that the series does not need to account for everything happening in other regions. He also said he is comfortable leaving questions unanswered: “I also like in any sort of world, I don’t feel the need to answer. It’s OK to leave mystery or questions: what is happening here? What is happening here? I think those are good things.”

That gives Bethesda room to acknowledge the wider world without making every place a setting. It is Howard’s stated rationale for the games’ direction, rather than evidence of a formal rule banning stories beyond the United States.
Does this mean Fallout 5 will be set outside the US?
No overseas setting for Fallout 5 was announced in Howard’s 2024 comments. His answer points in the opposite direction: Bethesda’s plan is to keep its games predominantly in the US. But because he said “predominantly,” the remarks do not establish that every future Fallout story must be US-based or that an overseas setting is impossible.

What later Fallout comments add—and what they don’t
A GamesRadar+ report from approximately July 2026 surfaced comments attributed to Fallout 76 creative director Jon Rush. The excerpt says Rush described Americana as giving Fallout a distinctive tone, acknowledged that stories happen outside the United States, and gave a special mention to the fan-made mod Fallout: London.
Those comments offer context about Fallout 76 and the broader fictional world; they are not an announcement of an official overseas mainline game. The article page was not available to verify beyond its surfaced excerpt, so the reported remarks should be treated as secondary context rather than a new Bethesda setting commitment.
