The Totem of Rightful Rulership in Avowed requires seven pieces: the Scales of the Oathbinder core and six fragments. The core is at the Shrine to Woedica northeast of Dawnshore, while fragments are hidden in Sanza’s Emporium, Paradis, the Lighthouse, Pargrun Cache, Usher’s Hand and Castol’s Folly. Recover the core, return it to The Rise Party Camp, and slot each fragment into the camp shrine to activate its passive effect.
How to start the Woedica totem quest
Collecting any one of the six fragments starts the Totem of Rightful Rulership quest, according to the walkthrough covering Dawnshore. You do not have to find the pieces in a fixed order.
For written hints, visit Sanza’s Emporium in Paradis Hightown and buy Fragments of the Scales for 500 coins. Sanza’s riddles identify the general area but do not add map markers, so use the routes below when a clue is too vague.
Find the Scales of the Oathbinder core
Shrine to Woedica
- Start at The Rise Party Camp in Dawnshore.
- Travel north toward the Shrine to Woedica, which is northeast of Dawnshore.
- Take the Scales of the Oathbinder core from the altar.
- Carry it back to the totem shrine at The Rise Party Camp.
The core is the frame that holds the fragments. It has no listed bonus by itself; its function is to enable the effects of fragments placed into it at camp.

Broken Crown Jewel — Sanza’s Emporium
- Enter Sanza’s Emporium in Paradis Hightown.
- Use the wooden door on the left.
- Take the jewel from the desk.
Sanza scolds you when the jewel is taken, but the walkthrough reports no further consequence.
Clue: “This golden crown’s stolen gem, can be found in the emporium.”

Golden Scale of Justice — Paradis Pearl District
- Go to the Pearl District near the apothecary in Paradis.
- Climb the red wall and cross the wooden scaffolding to the balcony.
- Clear the webs with a fire grenade or Kai’s ability.
- Drop into the room and defeat the Phantoms.
- Take the scale beside the collapsed bookshelf.
Clue: “Overlooking booths where goods are sold, this balcony leads to order’s hold.”

Golden Plaque of Promises — Lighthouse
- Travel to the Lighthouse west of Claviger’s Landing.
- Climb the wooden platforms.
- Enter through the hole in the wall.
- Find the plaque on the staircase.
Clue: “Beneath an amethyst light on high, this shining plaque draws sailors’ eyes.”
Golden Scale of Order — Pargrun Cache
- Reach Pargrun Cache in northwest Dawnshore.
- Destroy the red explosive barrels beside the wall to open the route.
- Climb upward past the awakened skeletons.
- Continue past the stash and along the wooden scaffolding.
- Climb through the opening in the wall and take the scale from the bird’s nest.
Clue: “In Dwarven halls ‘neath mountain shroud, the Strangler’s justice can still be found.”

Golden Plaque of Oaths — Usher’s Hand
- Go to Usher’s Hand east of Paradis. From Gods’ Gate Beacon, walk south to reach it.
- Locate the metal grate.
- Break it with an ice grenade or a frost weapon.
- Jump down and collect the plaque.
Clue: “Below death’s grip so icy and cold, await ancient oaths cast in gold.”
Golden Flames — Castol’s Folly
- Travel to Castol’s Folly southeast of Paradis.
- Follow the path that rises across the island.
- After passing the smugglers and the remains of the tower, take the path on the left.
- Collect the Golden Flames.
Clue: “Atop the isle of wicked outlaws, flicker golden flames of glorious cause.”

Assemble the totem at The Rise Party Camp
- Return to The Rise Party Camp with the Scales of the Oathbinder core.
- Interact with the totem shrine.
- Place the core in the shrine.
- Insert each recovered fragment into its matching slot.
Once a fragment is placed with the core, its listed passive becomes active. You can therefore assemble the totem as you collect pieces rather than waiting until every fragment is found.
A practical collection route
No mandatory order is prescribed. A convenient approach is to clear the urban pieces in Paradis first: Sanza’s Emporium, the Pearl District, then Usher’s Hand. Next visit the Lighthouse, travel north to Pargrun Cache, and finish at Castol’s Folly before returning to The Rise Party Camp. This order is only a travel suggestion; any fragment can begin the quest.
Access problems and what to bring
- Webs in the Pearl District: Use a fire grenade or Kai’s ability, then prepare for Phantoms.
- Pargrun Cache wall: Red explosive barrels open the way; awakened skeletons guard the ascent.
- Usher’s Hand grate: An ice grenade or frost weapon is required to break the metal grate.
- Vertical routes: The Lighthouse, Pearl District and Pargrun Cache pieces all require climbing or dropping through openings.
- Castol’s Folly: Expect smugglers on the rising island route before taking the left-hand path to the flames.
These locations and effects are documented in a Dawnshore walkthrough updated 11 March 2025. Later patches or editions could alter traversal or behavior, so treat the listed route as the verified guide path rather than a promise that every future build is identical.
