tpmscrmigplugin.dll is a genuine Microsoft Windows component known as the Offline Files Migration Plugin, not a normal application runtime DLL. If Windows reports that it is missing or cannot load it, repair the Windows image and protected system files rather than downloading an isolated copy.

Microsoft documents the Offline Files API and User State Migration Tool, but there is no verified Microsoft standalone download package for this specific DLL. Its correct version, signature, language, architecture, and component-manifest relationship are determined by Windows servicing.

The wording alone cannot identify the exact cause. Record the full message, the program or setup process that displays it, and the Windows version before changing files.
Fix 1: Install pending Windows updates
A missing migration component can be restored by a cumulative update or by completing an interrupted servicing operation.
Windows 11
- Open Start and select Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart when Windows requests it.
- Return to Windows Update and check again until no further update is offered.
Windows 10
- Open Start and select Settings.
- Open Update & Security.
- Select Windows Update.
- Click Check for updates.
- Install the available updates and restart.
- Check again after restarting.
Try the operation that produced the DLL error. If it appeared during an upgrade, retry the upgrade only after Windows Update completes successfully. Microsoft’s current instructions are in Install Windows updates.
If Windows Update itself fails, note its error code and continue with the repair commands below. Do not repeatedly launch the upgrade while the component store is reporting errors.
Fix 2: Repair Windows with DISM, then SFC
DISM repairs the Windows component store. SFC uses that repaired store to check and replace protected Windows files. Run DISM first and SFC second.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish. It may pause at a percentage for some time.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and retry the original operation.
A successful DISM run reports that the restore operation completed successfully. SFC may report that it found no integrity violations, repaired corrupt files, or found files it could not repair.
If SFC repairs files, restart before testing. If SFC cannot repair everything, run it once more after restarting. If DISM cannot find repair files, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its Windows image repair guidance. The source must match the installed Windows edition and build closely enough for servicing; do not guess at a source path.

Fix 3: Confirm whether the DLL or a dependency is missing
“The specified module could not be found” does not always mean that tpmscrmigplugin.dll itself is absent. Windows may have found the named file but failed to load a dependent module.
First identify what launched the error.
- Reproduce the message once.
- Write down the application name, setup program, or service shown in the dialog.
- Right-click the taskbar and open Task Manager.
- Select Details.
- If the process is visible, right-click it and choose Open file location.
- Record the executable’s full path.
- Open Event Viewer by pressing Windows key + R, typing
eventvwr.msc, and pressing Enter. - Check Windows Logs > Application and Windows Logs > System around the time of the failure.
- For an upgrade failure, also review setup-related entries under Applications and Services Logs > Microsoft > Windows.
If the error occurs only when a third-party application starts, repair or reinstall that application from its official vendor installer after Windows itself has been repaired. If it occurs in Windows Setup, recovery, or migration, treat it as a Windows servicing problem rather than an application installation problem.
Do not copy the file into the application’s folder. Windows migration components are loaded according to Windows paths, manifests, and servicing rules. A manually copied DLL can leave the actual dependency or component-store problem untouched.

Fix 4: Use an official repair installation
If DISM and SFC finish but the error remains, use official Windows installation media for an in-place repair where supported.
- Back up important files.
- Open Microsoft’s official Windows 10 download page or Windows 11 download page.
- Download the installation assistant or installation media appropriate for the installed release.
- Start the setup process from within Windows when performing an in-place repair.
- Choose the option to keep personal files and applications when it is offered.
- Complete setup and restart.
- Run Windows Update again after signing in.
Do not start a clean installation unless you have backed up your data and understand that applications and settings may be removed. If Windows cannot boot reliably, use another computer to create official installation media and select the repair options in Windows Recovery Environment.
A repair installation is more appropriate than substituting the catalogued 32-bit 6.2.9200.16384 file into a newer system. Windows must restore the component that matches the installed build, architecture, servicing state, and manifest.
Fix 5: Check antivirus quarantine and scan for malware
Security software can quarantine a legitimate protected file, or it can remove a malicious file using a name that resembles a Windows component.

- Open Windows Security from Start.
- Select Virus & threat protection.
- Open Protection history.
- Look for an event involving the DLL or the
migrationdirectory. - Do not restore it solely because the filename looks familiar.
- Restore it only when the recorded path, Microsoft digital signature, and detection details establish that it is genuine.
- Run Scan options and choose Full scan.
- If malware is suspected or the detection returns, choose Microsoft Defender Offline scan.
Microsoft describes the offline scan in its Defender malware guidance. After a confirmed quarantine, repair Windows with DISM and SFC rather than obtaining a replacement from an unverified archive.
Fix 6: Try System Restore after a recent change
System Restore can help when the error began immediately after an update, driver installation, application installation, or system-setting change.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Let Windows restart and complete the operation.
System Restore does not normally remove personal files, but it can roll back applications, drivers, updates, and settings. If no suitable restore point exists, continue with repair installation or the recovery options described by Microsoft in Recovery options in Windows.

regsvr32 registers DLLs that provide the registration entry points expected by Windows. It does not download, restore, repair, or automatically make every DLL usable.

There is no verified Microsoft instruction requiring tpmscrmigplugin.dll to be registered. Running a command such as this at random is therefore not a suitable repair:
regsvr32 tpmscrmigplugin.dll
Use regsvr32 only when a specific, trusted installer or Microsoft procedure explicitly requires registration for that particular file. Microsoft’s regsvr32 documentation explains its registration purpose.
Similarly, installing Visual C++ Redistributables, DirectX, or .NET at random is unlikely to repair this Windows migration component. Those packages address their own runtime files, not a missing protected Windows migration file.

Fix 8: Check drivers and disk health when corruption returns
Drivers are not the usual cause of this filename error, but a failed upgrade or storage problem can be triggered by broader system instability.

To inspect drivers:
- Right-click Start.
- Select Device Manager.
- Expand categories such as Storage controllers, System devices, and Network adapters.
- Look for a warning icon.
- Right-click a problem device and select Properties.
- Read the Device status message.
- Use Update driver only with a driver supplied through Windows Update or the hardware manufacturer.
- Restart and rerun DISM and SFC if Windows corruption continues.
Hunting through many driver versions manually can make it difficult to determine which device is stale. Safe sources and unsafe replacements
Do not download tpmscrmigplugin.dll from a random DLL archive or copy a file supplied by an unverified forum. Common risks include malware, a wrong Windows version, the wrong architecture, a modified signature, and a replacement that fails because another dependency or manifest is missing.
