Which fix applies to you
Use this order:
- PhotoImpact stopped starting after an install, uninstall, backup restore, or folder move: repair or reinstall PhotoImpact.
- Your antivirus recently detected or quarantined the file: inspect Protection history before restoring anything.
- The file exists beside PhotoImpact but still will not load: check dependencies, permissions, architecture, and compatibility settings.
- You copied PhotoImpact from another computer: remove the partial copy and install the complete application.
- Several Windows programs are failing: run DISM and SFC, but do not expect them to recreate a third-party PhotoImpact DLL.
- You are considering
regsvr32, Visual C++, DirectX, or .NET: these are not the normal first fixes for this file. - The error names a different executable: troubleshoot that application instead. The program shown in the error is the program requesting the DLL.
What usseng.dll is
Available file metadata identifies usseng.dll as a Win32, 32-bit DLL associated with Ulead PhotoImpact. Public catalogs commonly associate it with PhotoImpact 8 and report version 8.0.0.0 and a size of approximately 84 KB, but those values are catalog metadata rather than a current Corel-published binary specification.
The file should normally be located in the PhotoImpact program directory, beside the PhotoImpact executable or in an application-specific subfolder. It should not normally be placed in:
C:WindowsSystem32C:WindowsSysWOW64- A random folder on the system
PATH
PhotoImpact is old software, and later releases were distributed under Corel ownership. Corel still provides official legacy installation guidance for PhotoImpact X3 through its support site. Use the installer for your exact release and language whenever possible.

Fix 1: Repair or reinstall PhotoImpact
This is the most likely solution because usseng.dll is an application file. A complete reinstall restores neighboring DLLs, configuration files, registry entries, and other dependencies that a single-file replacement cannot restore.
Try Windows repair first
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for Ulead PhotoImpact or Corel PhotoImpact.
- Select the three-dot menu beside the program.
- Choose Modify, Change, or Repair if available.
- Follow the installer prompts.
- Restart Windows.
- Launch PhotoImpact from its normal shortcut.
If PhotoImpact opens, the repair restored the file or repaired the application registration.
Reinstall when repair is unavailable
- Save any PhotoImpact projects and custom content.
- Open Settings > Apps > Installed apps.
- Find PhotoImpact.
- Select the three-dot menu and choose Uninstall.
- Restart the computer when Windows requests it.
- Obtain the original installer or a legitimate Corel-provided PhotoImpact installation package.
- Right-click the installer and select Run as administrator.
- Install the same PhotoImpact release where possible.
- Start the program once using Run as administrator.
- After confirming that it works, start it normally.
Do not mix files from PhotoImpact 8, 10, 12, and X3. A DLL with the same name from another release may have different dependencies or behavior.
If the installer refuses to run:
- Right-click the installer.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an older Windows version offered by the troubleshooter.
- Select Run this program as an administrator.
- Select Apply, then OK.
- Run the installer again.
Microsoft also provides a program install and uninstall troubleshooter for cases where an old installation cannot be removed or repaired.
Fix 2: Check antivirus quarantine
Security software can remove an old DLL because legacy programs may use outdated packaging or code-signing practices. Do not restore the file automatically.
Check Windows Security
- Open the Start menu.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
usseng.dllor the PhotoImpact installation directory. - Expand the event and inspect the file path.
- If the file is inside a genuine PhotoImpact installation and came from a trusted installer, use Restore or Allow on device only if you are confident it is legitimate.
- Reinstall or repair PhotoImpact after restoring it.
- Run a scan before launching the program again.
Do not restore a file found in a temporary folder, cracked-software directory, email attachment, or unrelated program folder. Scan the computer and obtain PhotoImpact from a legitimate installation source instead.
A file named usseng.dll outside the PhotoImpact directory is not automatically genuine. If it has a Digital Signatures tab in Properties, inspect the signer, but do not treat the filename alone as proof of safety.
Fix 3: Check whether the DLL is present but a dependency is missing
Windows may report “The specified module could not be found” even when usseng.dll is visibly present. The missing item can be a dependency loaded by usseng.dll.
First, confirm the file location:
- Right-click the PhotoImpact shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Look for
usseng.dllin that program directory or its expected subfolder.
If it is present, do not copy it to System32. Reinstall the complete application instead. For diagnosis, an experienced technician can inspect the DLL’s dependency chain with a reputable dependency-inspection utility, but missing components should come from the PhotoImpact installer or Microsoft, not from a random DLL repository.
Also check the application log:
- Press Windows + R.
- Type
eventvwr.msc. - Press Enter.
- Open Windows Logs > Application.
- Look for an error at the time PhotoImpact failed.
- Note the executable and any additional module named in the event.
If the event names another missing runtime, install that runtime only from Microsoft or repair PhotoImpact through its installer.
Fix 4: Check 32-bit compatibility
Public metadata describes usseng.dll as Win32, or 32-bit. That fits an older 32-bit PhotoImpact installation. A 32-bit application can run on 64-bit Windows through Windows compatibility support, but it still needs its own 32-bit DLLs.

- Open Settings.
- Select System > Troubleshoot > Other troubleshooters on Windows 11.
- Find Program Compatibility Troubleshooter.
- Select Run.
- Choose PhotoImpact from the list, or browse to its executable.
- Follow the recommended test settings.
- Select Test the program.
- If PhotoImpact starts, save the compatibility settings.
On Windows 10, right-click the PhotoImpact executable, select Properties > Compatibility, and use Run compatibility troubleshooter.
If the program directory was copied from another computer, reinstall it instead. PhotoImpact may require registry entries, codecs, configuration data, and neighboring DLLs that are absent from a copied folder.
Fix 5: Check permissions and the program path
A valid DLL can fail to load if Windows or security software blocks access to the folder.
- Right-click the PhotoImpact installation folder.
- Select Properties.
- Open the Security tab.
- Confirm that your user account has Read & execute permission.
- Open the General tab.
- If an Unblock checkbox appears, select it and choose Apply.
- Start PhotoImpact with Run as administrator as a test.
If it works only as administrator, the installation or its configuration files may be stored in a protected location. Reinstalling to the default application directory, or to a normal writable program location selected by the installer, is safer than changing broad permissions.
Fix 6: Do not register usseng.dll with regsvr32
regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer. There is no reliable evidence that usseng.dll is a COM or ActiveX registration DLL.
Therefore, this is not an appropriate first-line fix:
regsvr32 usseng.dll
It may produce an error saying that the entry point was not found, or it may make no useful change. Registration cannot restore a missing file, repair a damaged PhotoImpact installation, or supply a dependency.
Fix 7: Do not install runtimes at random
usseng.dll is identified as an application DLL, not as a Microsoft Visual C++ runtime DLL. Do not install Visual C++, DirectX, or .NET merely because the error mentions usseng.dll.
Install or repair a Microsoft runtime only when:
- The PhotoImpact installer specifically requires it.
- The error names a Microsoft runtime DLL.
- An event log or dependency inspection identifies a missing Microsoft component.
Use Windows Features only when a specific Windows feature is required:
- Open Control Panel.
- Select Programs.
- Select Turn Windows features on or off.
- Enable only the feature named by the application’s documentation or error.
- Select OK and restart if requested.
Enabling unrelated features will not normally restore usseng.dll.

Fix 8: Repair Windows components with DISM and SFC
SFC and DISM repair protected Windows files and the Windows component store. They generally cannot recreate a missing third-party PhotoImpact DLL, so use them when Windows itself appears damaged or multiple unrelated programs are failing.
- Open Start.
- Type Command Prompt.
- Right-click it and select Run as administrator.
- Run this command:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run the second command separately:
sfc /scannow
- Restart Windows.
- Test PhotoImpact again.
If SFC reports that it repaired files, test the program after restarting. If it reports that it could not repair some files, run DISM again, restart, and repeat SFC. If PhotoImpact alone still reports usseng.dll, return to the PhotoImpact repair path.

Fix 9: Update drivers only when the evidence points there
A display or storage driver is not the usual cause of a missing usseng.dll, but driver problems can cause PhotoImpact to crash after it successfully loads.
Check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics device and select Update driver.
- Choose Search automatically for drivers.
- Repeat for relevant storage or chipset devices.
- Restart Windows.
If the issue began immediately after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver if available.

Downloading usseng.dll from an arbitrary DLL site is usually the wrong repair because:
- The file may be malware or tampered with.
- The version may not match your PhotoImpact release.
- The architecture may be wrong.
- The file may require neighboring DLLs that are also missing.
- Copying it into a system directory can create conflicts.
- The download does not repair the installer, registry entries, or application configuration.
Manual replacement is reasonable only when extracting the file from the exact trusted PhotoImpact installer or a verified backup matching the installed release. Place it in the original PhotoImpact directory, not in System32 or SysWOW64, then repair the installation if loading still fails.
Prevention after the repair
- Keep the original PhotoImpact installer and license information with your backups.
- Back up the complete PhotoImpact installation data, not only
usseng.dll. - Do not move the program folder manually between computers.
- Check antivirus quarantine before deleting an old installation.
