Valve Reworked Steam’s GPU-Usage Reading After Beta Problems

Steam may show higher GPU utilization than Task Manager because Valve uses additional vendor data on some hardware. The figure reflects Valve’s chosen gaming-focused interpretation, not a universal accuracy win.

Steam’s In-Game Overlay Performance Monitor can show higher GPU utilization than Windows Task Manager because Valve combines Windows performance-counter readings with vendor-specific data on some hardware, then uses the higher value. Valve says the measure is intended to help players judge whether a GPU is continually busy—not to establish that Steam is universally more accurate. In September 2025, Valve said earlier work had broken for some users and that it had re-shipped the work for NVIDIA hardware after more testing.

What changed in Steam’s beta

Valve introduced the expanded In-Game Overlay Performance Monitor in Steam Client Beta on June 17, 2025. It broadened the existing in-game FPS counter to show more detail about frame rates, CPU and GPU performance, and other information; some data depends on Windows or supported hardware. Valve’s initial feature discussion describes the beta introduction.

Valve later acknowledged a problem with earlier work on GPU utilization. In a September 5, 2025 comment, Valve staff said it had “ended up broken for some users” and that the work had been re-shipped after additional testing on NVIDIA hardware. The available Valve statements do not establish the exact date or full wording of the rollback described in the headline, so a more detailed timeline cannot be confirmed. The later Steam Client Beta discussion contains the staff comment; the beta announcement archive does not supply a confirmed rollback note.

Why Steam can show more GPU usage than Task Manager

Valve’s Steam Support explanation says the monitor checks Windows GPU performance counters across GPUs and their engines to identify the most-used engine. Valve says this generally matches Task Manager. However, on some vendors’ hardware, Windows counters can report lower utilization than that vendor’s standard measurements. For those cases, Steam also consults vendor-specific utilization APIs and uses the larger reported number.

That method is a deliberate choice about what the percentage should communicate, not proof that Steam’s figure is always the more accurate one. Readings can differ because tools may count different engines or processes, use different sampling intervals, or frame utilization differently. A percentage describing how much of a sample period included GPU work is not necessarily the same as a measure of how fully the GPU’s resources were occupied.

What Valve means by “no single correct” utilization number

Valve staff explained in the September 5 beta discussion that tools can assign different meanings to utilization. The comment gives NVIDIA’s nvidia-smi command-line tool as an example: “some software including NVidia’s nvidia-smi command line tool will basically call utilization 100% if the GPU has work to do 100% of the time in the last period.” That is Valve’s description of the tool’s interpretation, not a universal definition shared by every monitor.

Valve says it chose the higher reading for players because a GPU that is doing some work throughout the sample period may be effectively busy from a gaming perspective, even if not all its cores are fully occupied. Valve’s stated reasoning is that a player may not make a game run faster without lowering settings or upgrading the GPU. A developer investigating parallelization, by contrast, may care about unused GPU capacity and need a more detailed view of resource occupancy. Valve recommends detailed vendor profiling tools for that kind of diagnosis.

How to interpret a mismatch

  • For a quick gaming-status check: Steam’s higher figure is intended to indicate that the GPU has been busy during the measured period. Treat it as a useful signal, not a benchmark result.
  • When comparing tools: Check what each one counts, what its utilization percentage means, and how often it samples. A mismatch alone does not show that one reading is wrong.
  • For performance diagnosis or optimization: Use detailed vendor profiling tools when you need to understand how GPU resources are occupied or whether work is parallelized efficiently.

What the beta change does—and does not—establish

Valve’s explanation supports the narrower claim that Steam may report a higher GPU-utilization figure than Task Manager because it consults additional vendor data on some hardware and selects the larger reading. Valve’s later comment also confirms that an earlier version had problems for some users and that work was re-shipped for NVIDIA hardware after further testing. It does not establish a universal accuracy advantage, a measured percentage improvement, how many people were affected, or the precise rollback chronology.
