The exact location varies with Windows version, language, architecture, and servicing state. The file may also be represented in the Windows component store or WinSxS. It is not normally a standalone System32 or SysWOW64 API DLL.

Fix 1: Enable .NET Framework 3.5 from Windows Features
This is the best first repair on Windows 10 and on Windows 11 through version 25H2. .NET Framework 3.5 includes the .NET Framework 2.0 and 3.0 layers required by many older applications.
- Press the Windows key.
- Search for Windows Features.
- Open Turn Windows features on or off.
- Select .NET Framework 3.5 (includes .NET 2.0 and 3.0).
- Select OK.
- Allow Windows to download or install the required files.
- Restart if Windows requests it.
- Launch the affected program again.
If the program starts normally, the missing runtime component was the cause.

Windows 11 version 26H1 and later
On Windows 11 26H1, build 28000, and later, Microsoft changed .NET Framework 3.5 to a standalone installation model. Use Microsoft’s version-specific DotNet35Setup.exe package. Install DotNet35LPSetup.exe as well if the matching language pack is needed.
Do not use an installer intended for a different Windows 11 release. Follow Microsoft’s Windows 11 .NET Framework 3.5 guidance.
Fix 2: Enable the feature with DISM
Use this method when Windows Features fails or when you are repairing a managed Windows installation.

- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All
- Wait for the operation to complete.
- Restart Windows.
- Test the affected program.
The command uses Windows Update as the source. If it fails with errors such as 0x800F0906, 0x800F0907, or 0x800F081F, use installation media that exactly matches the installed Windows release.
Mount the matching ISO or insert the matching installation drive, note its drive letter, and run this command. Replace D: if the media uses another letter:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:D:sourcessxs
Restart and test the application again.
The source must match the Windows version and servicing state. Media from another Windows release can produce a mismatched and unsupported .NET installation. Microsoft’s DISM deployment instructions explain the source requirement.
Fix 3: Repair damaged Windows components
If .NET 3.5 is already enabled but the error remains, the component store or protected Windows files may be damaged.

- Open Command Prompt as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Try the affected application again.
Run DISM before SFC. DISM repairs the component source that SFC uses to replace damaged protected files.
If SFC reports that it repaired files, restart and retest. If it cannot repair everything, save the result, check the exact DLL path, and continue with application repair and signature checks. SFC may not repair a copy installed privately inside an application’s folder.

Fix 4: Repair the application that reports the error
If the error names one program and the DLL is expected in that program’s installation directory, repair the application rather than copying a global .NET file into it.
Repair from Windows Settings
- Open Settings.
- Select Apps.
- Select Installed apps or Apps & features.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- Launch the program again.
If there is no Repair button, uninstall the application and reinstall it from the developer’s official installer. Restart Windows between uninstalling and reinstalling if the program’s installer requests it.
For a game or launcher-managed application, use its built-in Verify, Repair, or Verify integrity function. Do not assume that a DLL beside the game’s executable belongs in the global .NET Framework directory.
If the installer itself fails because of the same error, enable .NET Framework 3.5 first, restart, and then run the official installer as administrator.
Fix 5: Check antivirus quarantine and the file’s signature
A legitimate file can be removed by antivirus software after a false detection, but a file with the right name is not automatically safe.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
vsavb7rtui.dll. - Check the reported path and detection reason.
- Do not restore a copy from an unknown directory.
- Prefer repairing .NET through Windows Features, DISM, or Microsoft’s repair tools.
To inspect a file’s signature:
- Right-click the actual DLL.

- Accept the license terms.
- Let the tool inspect and repair supported .NET Framework problems.
- Restart Windows if prompted.
- Retest the application.
Microsoft lists support for .NET Framework 3.5 SP1, including its .NET 3.0 SP2 and 2.0 SP2 layers.

Do not download or register the DLL manually
Do not download vsavb7rtui.dll from a random DLL website and place it in:
C:WindowsSystem32C:WindowsSysWOW64- the application’s folder
- an arbitrary .NET directory
A loose download may contain malware, the wrong architecture, an incompatible servicing version, or a file that does not match the application’s dependencies. It also leaves the underlying .NET installation damaged.
Do not use regsvr32 as a general DLL repair command. Microsoft documents regsvr32 for DLLs that provide a DllRegisterServer entry point, typically self-registering COM or ActiveX components. There is no Microsoft-supported evidence that this .NET resource/runtime file should be registered that way. A regsvr32 error does not restore a missing .NET dependency. Driver checks are usually not relevant
vsavb7rtui.dll is not normally a device-driver file, so Device Manager is not a normal fix.
Only investigate drivers if the error appeared alongside broader hardware problems, graphics failures, or a Windows update issue:
- Right-click Start.
- Open Device Manager.
- Expand the relevant hardware category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Do not expect this to restore the .NET file. Collect the information that identifies the real caller:
- Copy the complete error text.
- Record the executable name shown in the dialog.
- Note the application’s installation path.
- Check whether the error names a DLL beside the executable or only
vsavb7rtui.dll. - Record the Windows edition, version, and build.
- Check Event Viewer → Windows Logs → Application for an entry at the failure time.
- Inspect the actual DLL path and its digital signature.
- Run Windows Update and restart.
- Repair or reinstall the affected application from its official installer.
