Yes. Hurk appears in Far Cry 3’s Monkey Business bonus missions, not as a character established in the standard campaign. At launch, access to those missions depended on region and edition.
Where Hurk appears in Far Cry 3
Hurk is featured in Monkey Business, a set of additional missions for Far Cry 3. A contemporaneous Gameranx report from October 29, 2012 describes four single-player missions featuring him. That makes the precise answer: Hurk was part of the game’s bonus content, rather than a character the cited report places in the basic campaign.

How launch-era access varied
The same 2012 report says access differed by market and edition. In the United States, it described the four missions as available with the GameStop copy; in the United Kingdom, it said they were included with the Insane Edition. These are launch-era distribution details, not a guide to what a present-day copy includes.
What to check before playing the missions
The historical evidence does not establish whether a specific current platform or storefront edition includes Monkey Business. Check the exact listing’s included-content details before buying; do not assume that every copy of Far Cry 3 contains the missions.
