Yes. The Sega Dreamcast is classified as a 32-bit console because its main processor, the Hitachi SH-4, has a 32-bit RISC instruction core. Sega also describes the SH-4 as having graphics-oriented 128-bit processing capabilities; that is a different attribute, not a competing CPU-width classification.
Why the Dreamcast is called a 32-bit console
Sega identifies the Dreamcast’s CPU as the Hitachi SH-4. Its 1999 Dreamcast Hardware Specification Outline describes the processor core as “32bit RISC, 16bit Instruction.” The 32-bit figure describes the instruction core; the 16-bit figure describes instruction length. Those measurements refer to different things, so the shorter instruction encoding does not make the processor 16-bit.

Sega’s specification says the CPU handles game-sequence processing, artificial intelligence, physical calculations and 3D conversions. It lists the Dreamcast configuration’s internal CPU clock at 200 MHz.
Why some descriptions call it 128-bit
Sega’s official Dreamcast history describes the SH-4 as a RISC CPU with an integrated 128-bit graphics engine. That graphics-oriented capability is the basis for the 128-bit description. It does not replace the 32-bit classification of the SH-4’s instruction core.

So the figures answer different questions: 32-bit refers to the CPU instruction core, 16-bit to the length of its instructions, and 128-bit to graphics-oriented processing capability. Treating them as interchangeable labels obscures what each specification means.

The Dreamcast is not defined by one bit-width number across every component. Sega’s official history lists 16 MB of main memory, 8 MB of texture memory and 2 MB of sound memory, alongside the SH-4’s 200 MHz operating frequency. Those are separate hardware specifications, not alternative measures of CPU width.
