WebRTC Streaming: What It Is and When to Use It

WebRTC is a set of browser APIs and real-time communication protocols for exchanging audio, video, and application data with low delay. It is a strong fit when people need to respond to one another—or to events in a game—while the interaction is still unfolding. It is not a single streaming protocol, a promise of a particular latency, or a guarantee that media travels directly between devices.

What WebRTC is

WebRTC combines a browser-facing API with protocols that let compatible applications exchange real-time media and data. The W3C WebRTC 1.0 Recommendation defines JavaScript APIs for sending and receiving media and generic application data; the IETF specifications describe the protocols used to make that communication work. The goal is to let implementations communicate over the most direct path available, not to prescribe one universal network route. W3C WebRTC 1.0 · IETF RFC 8825

A useful way to picture it is as a sequence: an application uses browser APIs to access media and configure a connection; a separate signaling mechanism helps the participants exchange setup information; connectivity procedures find a workable network path; then media and data flow over the negotiated connection. Those are related pieces, but WebRTC itself does not define a single signaling service that every application must use.

What WebRTC enables

WebRTC is intended for interactive communication, where the delay between an action and a response affects whether the exchange still feels connected. The IETF describes this kind of interaction on the order of no more than hundreds of milliseconds. That is a way of characterizing interactive communication, not a measured latency guarantee for every WebRTC app or network. RFC 8825

  • Application data: data channels can carry messages or other app-specific data alongside media.
  • Games with voice communication: voice and timely application data can support coordination during play.
  • Low-latency live media delivery: WebRTC can deliver live media where quick response matters, although large-scale one-way distribution brings operational trade-offs.

The use cases are not limited to games, and WebRTC is not a game-streaming format by itself. A game or service must still implement the application logic, signaling, media handling, and infrastructure appropriate to its experience. The IETF’s use-case document describes examples including browser calls, screen sharing, file exchange, multiparty video, and games with voice communication; it is informational and records early use cases, not a rigid list of requirements. How the main pieces fit together

Browser APIs and local media

The browser API gives an application controls for establishing real-time connections and working with media and data. A browser app may ask to use the camera or microphone through the related local-media-device API. Access depends on browser support and the user’s authorization. No special WebRTC-branded hardware is required by the standard; a built-in camera or ordinary USB webcam can be used if the device and application support it.

Signaling sets up the exchange

Before endpoints can communicate, an application needs a way to exchange connection setup information. This is signaling. It may be implemented using a service or mechanism chosen by the app, but WebRTC does not mandate one universal signaling server or protocol. Signaling coordinates setup; it is not the transport that carries the ongoing audio, video, or data.

ICE finds a viable route

Finding a connection can be complicated by network address translation (NAT), firewalls, and other network boundaries. WebRTC’s connectivity framework uses ICE and related mechanisms to find a route that works. A route may be direct, but it can also use a relay when a direct path is not viable. The IETF transport specification discusses these intermediaries and the use of UDP and TCP in the framework. RFC 8835

Media and application data use different transports

In the WebRTC framework, audio and video use SRTP. Non-media data channels use SCTP encapsulated in DTLS. Applications can choose reliable or unreliable data delivery modes according to what the data needs: for example, some messages must arrive, while other time-sensitive updates may be more useful if delivered promptly than if delayed for retransmission. RFC 8831

Is WebRTC peer to peer?

Sometimes, but not always. WebRTC aims for the most direct possible path between participants, yet network conditions can require a relay, and multiparty services may use media servers or other infrastructure. “WebRTC” therefore does not mean that every bit of media bypasses servers, nor does the standard require all applications to use the same architecture. When WebRTC is a good fit

Choose an architecture built around WebRTC when immediate interaction is central: a person’s response should arrive while the conversation, game action, or shared task is still happening. It is particularly relevant for voice or video calls, interactive screen sharing, and game communication where participants need to coordinate in real time.

  • Use it when a user’s action needs a quick, observable response from another participant or the system.
  • Consider it when participants need to send media or app data interactively, rather than simply watch a one-way feed.
  • Plan for signaling, connectivity handling, and any relay or media-server infrastructure the application needs.
  • Evaluate it against the actual experience: acceptable end-to-end delay, number and distribution of viewers, network conditions, delivery cost, and resilience requirements.

Is WebRTC better than HLS for live streaming?

Neither is universally better; they serve different delivery needs, and a real service’s architecture can combine multiple technologies. WebRTC is oriented toward interactive exchange and can support low-latency live media. HTTP-based streaming workflows such as HLS are often considered for one-way audience delivery where a somewhat longer delay is acceptable. The right choice depends on how much the audience needs to interact while the event is happening, as well as scale, cost, playback resilience, and quality or adaptive-bitrate needs.

Delay tolerance Designed for interactive communication; the standard does not guarantee a specific latency. May be appropriate when viewers can accept more delay; exact delay depends on the implementation and is not established here.
Scale and operations Low-latency delivery at scale is feasible with restrictions and may require a dedicated premium service. Compare the delivery architecture and cost for the expected audience; no universal scale or cost figure applies.
Network resilience Low-latency delivery may be less resilient to transient network problems. Compare playback resilience in the specific service and setup; it is not determined by the label alone.
Quality and adaptation Assess whether the architecture provides the quality and adaptive-bitrate or resolution flexibility the use case needs. Assess the same requirements against the chosen workflow; no universal quality advantage is established.

The IETF’s operational guidance cautions that low-latency live media at scale is feasible with restrictions and can involve trade-offs in cost, media quality, adaptive-bitrate or resolution flexibility, and resilience to transient network problems. A live event that is mostly watched may favor different priorities from a group call or interactive gaming session. RFC 9317

What WebRTC does not decide for you

  • Signaling design: your application must provide a mechanism to coordinate connection setup.
  • Server architecture: direct connections, relays, and media servers may all be part of an implementation.
  • Guaranteed latency or compatibility: the standards do not establish a universal end-to-end delay or a current browser compatibility matrix for every product.
  • Product cost and capacity: these depend on the service and deployment; protocol specifications are not vendor benchmarks.
  • Content rights: WebRTC transports media and data; it does not grant permission to distribute them.
