What blocks can creepers spawn on?
For the vanilla Bedrock behavior-pack example documented by Microsoft, the creeper rule does not contain a block allowlist. It specifies surface and underground spawning and a brightness filter; it does not say that creepers can spawn only on grass, stone, or another named material. Microsoft’s Bedrock creeper spawn-rule example is the relevant evidence for that edition.
A secondary creeper reference summarizes natural Overworld spawning as occurring on solid blocks at light level 0, excluding mushroom fields and deep dark biomes. That is a broad summary, not a verified current comparison of Java and Bedrock mechanics. It does not establish a comprehensive list of qualifying blocks for every version. The reference summary should therefore be read with that limitation in mind.
What the Bedrock spawn rule actually checks
Microsoft’s vanilla Bedrock snippet is a configured rule, not a complete player-facing checklist of every circumstance in which a creeper might appear. It identifies the entity as a monster, enables surface and underground spawning, and sets a brightness filter from 0 to 7 with weather adjustment. It also includes difficulty, biome-tag, and population-density conditions. These are values in the cited example, not universal settings for Java, custom behavior packs, or every world.

Why a floor block alone does not settle the question
Spawn rules can combine several conditions. Microsoft’s Bedrock guide explains that configurable filters can include block types, brightness, height, distance, difficulty, and biome, among other rule components. So if you are asking whether creepers can spawn on one particular block, the answer depends on the edition, version, and whether the world uses custom behavior rules. The available Bedrock example does not answer every block-by-block case, and the secondary solid-block summary does not verify current Java-specific conditions.

Do not build or troubleshoot a farm from an unqualified list of “valid creeper blocks.” First establish whether the world is Java or Bedrock, its game version, and whether vanilla rules are in effect. Then check the conditions that apply to the intended spawn location—not just the floor material—including brightness, biome, difficulty, and mob population. The evidence cited here does not establish exact current Java block or light requirements, so it cannot support version-specific Java farm instructions.
