Armor-piercing rounds are designed or constructed to penetrate protective armor. The label does not guarantee that a round will defeat any particular armor: the result depends on the specific projectile, armor, and test conditions. In the United States, the legal definition of “armor-piercing ammunition” is also a technical classification, not a universal rating of ballistic performance.
What the term means
In ordinary use, “armor-piercing” describes ammunition associated with penetrating protective armor. It is a statement about a round’s intended role or construction, not proof that it will pass through every type of body armor or protective plate.
Armor is tested against defined threats under specified conditions. A result against one test round does not establish how that armor will perform against every other projectile.
Why results vary by round and armor
The National Institute of Justice (NIJ) explains that a bullet’s threat depends on factors including its composition, shape, caliber, mass, angle of incidence, and impact velocity. NIJ also cautions that armor capable of defeating a standard test round may not defeat a different loading of the same caliber if its construction or configuration differs. These points appear in the historical 2000 NIJ Standard 0101.04; it is useful context, but it is not the current standard.

For a meaningful armor claim, identify the exact armor model and coverage, the applicable test standard and version, the specific ammunition used, and the test conditions. A test result describes that tested combination; it should not be treated as a guarantee against other ammunition or armor.
What “armor-piercing ammunition” means under U.S. federal law
The federal Gun Control Act definition is a legal classification, not simply another way of saying “a round that penetrates armor.” The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) describes two main statutory pathways:
- A projectile or projectile core made entirely, or in part, from specified materials and that may be used in a handgun.
- A full-jacketed projectile larger than .22 caliber, designed and intended for use in a handgun, whose jacket weighs more than 25 percent of the projectile’s total weight.
The statute also lists exclusions, including certain hunting shotgun shot, frangible target projectiles, projectiles determined to be primarily intended for sporting purposes, and projectiles for industrial purposes. The criteria and exclusions are set out in the ATF’s Gun Control Act definition guide. Because classification depends on statutory criteria and applicable determinations, the everyday label alone does not settle a round’s legal status.
What the 2026 SS109/M855 ruling changes
On July 2, 2026, ATF published Ruling 2026-1, addressing SS109/M855 projectiles and projectile cores used to assemble complete cartridges. ATF concluded that those components fall within the existing sporting-purpose exemption. The ruling says they may be manufactured, sold, and delivered under the Gun Control Act provisions generally applicable to ammunition.
This is a specific U.S. federal classification update for SS109/M855 components. It should not be generalized to every round called armor-piercing, nor does the ruling establish how a projectile will perform against a particular armor product.

- Check the named NIJ standard and version rather than relying on a general “rated” claim.
- Look for the specific threat ammunition and conditions covered by the test.
- Confirm the exact armor model and the coverage the result applies to.
- Read the result as evidence about the tested setup, not a guarantee against all rounds or circumstances.
