Adding a non-Steam game to Steam creates a library shortcut—it does not convert the game into a Steam purchase. Steam can sometimes provide a launch button, Overlay, Steam Input, friends-status display, and remote streaming, but the original store or publisher still owns the installation, updates, license, saves, achievements, and downloadable content.
What Steam actually adds
A “non-Steam game” is any application that is not activated in your Steam account as a normal Steam product. It might be an Epic Games Store, GOG, EA app, Ubisoft Connect, Battle.net, Microsoft Store, itch.io or DRM-free game; a disc installation; an emulator; a mod loader; or even an ordinary utility.
When you add it, Steam stores the path to an executable or launcher and creates a Library entry. You can rename the entry, customize its presentation, create a desktop shortcut and start it with Steam’s Play button. Steam does not verify ownership, and the feature is not limited to games.

What it does—and does not—provide

Valve distinguishes activating a Steam product from adding a non-Steam shortcut. If you own a valid Steam key, use + ADD A GAME… → Activate a Product on Steam…; Add a Non-Steam Game… cannot redeem it.
How to add one in the Steam desktop client
- Open Steam and go to Library.
- Click + ADD A GAME… in the lower-left corner.
- Choose Add a Non-Steam Game….
- Select the detected program, or click Browse and choose the correct executable.
- Check it and click Add Selected Programs.
- Find the new Library entry, right-click it and open Properties to rename it, change the target or adjust available controller and launch settings.
Launch it from the Steam Library—not directly from Windows or another launcher—if you want Steam Overlay or Steam Input to have a chance to work. Valve’s support instructions describe the same workflow.
Overlay: useful, but not guaranteed
Steam’s Overlay is designed for applications launched through the Steam client and supports common rendering APIs including DirectX 7–12, OpenGL, Metal and Vulkan, according to Valve’s Steamworks documentation. If it attaches successfully, Shift+Tab (unless you changed the shortcut) can provide friends and chat, the Steam browser, screenshots, notifications and controller-configuration access.

Failure is common enough to plan for. A launcher may receive the overlay while the actual game runs in a child process. Anti-cheat, security software, elevated permissions, fullscreen hooking, another overlay or unusual graphics paths can block attachment. Valve specifically warns that non-Steam and retail games, external launchers, capture tools and XInput emulators can cause Overlay or controller problems.
Steam Input and controller remapping
Adding an executable gives Steam a process to associate with a controller layout. Steam Input can translate buttons into keyboard or mouse commands, apply personal or community layouts, and help when a game lacks native support for your controller.
It is not universal gamepad support. Native controller handling may conflict with Steam Input; a launcher can receive the configuration instead of the game; external remappers can compete with it; and protected or anti-cheat games may ignore or reject injected input. Steam says the Overlay is important to Steam Controller functionality and documents these non-Steam and launcher-related failure modes at its controller troubleshooting page.

Should you add the launcher or the game?

If Play opens a launcher but not the game, verify the launcher is signed in, check that the installation path has not moved, test the executable outside Steam, and try adding the process that remains open during gameplay. A wrapper that keeps Steam’s shortcut active through a launcher handoff is a community workaround, not a Valve guarantee.

Steam Link, Remote Play and streaming
Launching an external application through Steam can make ordinary streaming to Steam Link or another client possible. Valve’s Steam Link troubleshooting even recommends adding a non-Steam game for some tests. Success still depends on process tracking, display mode, input and the external launcher.
Do not confuse this with Remote Play Together. Remote streaming your own host screen is not proof that an arbitrary non-Steam game supports Remote Play Together; that feature depends on Steam and game integration. See Valve’s Remote Play documentation.

Troubleshooting checklist
Steam cannot find the program
Use Browse and select the actual executable. Avoid an uninstaller, crash reporter or configuration utility. Choose the launcher only when the game requires it.
The Overlay does not appear
- Start the program from Steam.
- Confirm the in-game overlay is enabled in Steam settings.
- Press Shift+Tab.
- Test with other overlays and capture tools disabled.
- Try windowed or borderless mode.
- Test the game executable instead of the launcher, or vice versa.
- Restart Steam after changing the shortcut.
The controller works in the launcher but not the game
Add the process that stays open while playing. Temporarily disable native controller support to identify a conflict, test a simple keyboard/mouse layout, avoid multiple remappers, and remember that anti-cheat or protected processes may prevent Steam Input.

Try windowed mode and check for documented conflicts involving capture software, MSI Afterburner, RivaTuner, Razer Synapse, ASUS AI Suite, ZoneAlarm, Skype/Skypehost, cloud-sync tools or heavy simultaneous streaming and file transfers. These are possible conflicts, not universal causes.
Special cases
- Microsoft Store/Game Pass: protected installations and permissions can make the real executable difficult to select.
- Epic, EA, Ubisoft and Battle.net: Steam may track the launcher rather than the child game process.
- VR games: Overlay and streaming behavior can differ substantially from 2D games.
- Portable games: Moving the folder breaks the shortcut until you update its target.
- Multiple installations: Add each copy separately and rename them clearly.
- Administrator privileges: Different privilege levels can prevent Overlay or input attachment.
- Offline play: The external game’s own DRM and sign-in requirements still apply.
When adding it is worthwhile
Add the shortcut when you want one launch library, Steam Input, a Big Picture-friendly interface, possible Overlay chat or screenshots, Steam Link experimentation, or a custom friends-status label. Skip it if your goal is Steam Cloud, achievements, Trading Cards, Workshop, Steam-managed updates, ownership transfer or dependable playtime history.
The durable rule is simple: add a non-Steam game for convenience and a possible Steam launch layer—not to import the game into Steam’s store ecosystem.
