Media over QUIC (MoQ) is an IETF effort to develop low-latency ways to publish and deliver media. Its current transport work, Media over QUIC Transport (MOQT), is an evolving publish/subscribe protocol that runs over QUIC and WebTransport and can deliver media directly or through relays. It is an Internet-Draft, not a finished standard.
What does “Media over QUIC” mean?
MoQ refers to the IETF’s work on mechanisms for media publication and delivery. MOQT—Media over QUIC Transport—is the transport protocol being developed in that effort. It is not a streaming app, a particular vendor’s product, or a synonym for QUIC itself.
QUIC is the underlying transport; MOQT defines media-oriented publishing and subscription behavior above QUIC and WebTransport. The IETF transport draft describes MOQT as a publish/subscribe protocol. It also says, “Despite its name, MOQT is media agnostic and can be used for a wide range of use cases.” The IETF Media over QUIC Transport draft is the source of that description.
How does MOQT work?
A producer publishes media, and subscribers receive the publications they subscribe to. The connection can be direct between endpoints or can pass through intermediate relays. The draft uses QUIC and WebTransport features including streams, datagrams, priorities, and partial reliability. These are protocol mechanisms, not guarantees of a particular latency, picture quality, or viewing experience.

The IETF charter describes the intended scope as publication of audio, video, and timed metadata, such as captions and cue points. It also identifies interoperable media-format indication, rate-adaptation strategies, and cache-friendly mechanisms as areas the common protocol should support.
Why include relays?
A direct publisher-to-subscriber path is not the only model. MOQT is designed to work through intermediate relays, and the IETF charter discusses relays, caches, and replication points as possible components of media delivery. These components can help a delivery system distribute publications across a path serving multiple subscribers. Their presence does not, by itself, establish a specific scale or performance result.

What is MoQ intended to be used for?
The IETF working-group charter names live streaming, gaming, and media conferencing as target use cases. It frames the effort around low-latency media ingest and distribution, with an aim for implementations in both browser and non-browser endpoints. Those are goals and intended applications, not evidence that every current browser, service, or product supports MOQT.
For game-related applications, that means MOQT is relevant as protocol work on media delivery—not a ready-to-use game streaming feature or a promise of lower latency in a particular game. Deployment behavior depends on implementations and delivery systems; the cited IETF documents do not provide measured latency comparisons or deployment figures.

What does MoQ not handle?
The charter sets boundaries around the work. The group is not changing the underlying QUIC transport and is not defining signaling to discover producers, consumers, or relays. A system using MOQT therefore needs other arrangements for discovery.
The charter also says media metadata should be authenticated and integrity-protected end to end, while establishing the keys for those protections is out of scope. MOQT alone should not be treated as a complete solution for key establishment or security configuration.

Is MoQ a finished standard?
No. As of 3 October 2026, the current transport specification identified here is draft-ietf-moq-transport-21, dated 8 September 2026. It labels itself an Internet-Draft intended for standards-track publication. The IETF working-group overview lists future publication milestones, so MOQT should be described as evolving work in progress—not a completed RFC or proof of broad production interoperability. MOQT’s relevance to gaming follows from the IETF’s stated interest in gaming, live streaming, and media conferencing. Its relay-capable publish/subscribe design is intended to support media distribution, but the available IETF material does not establish that it replaces HLS, DASH, or WebRTC, nor does it document a universal performance advantage over them. A real comparison would need to specify the latency target, relay or delivery topology, endpoint support, media-format and adaptation needs, and deployment maturity.
