In Fallout 4, no under-armor is best for combat while you are inside power armor: Bethesda says the suit nullifies apparel bonuses. Wear a light or favorite outfit, or choose something useful for when you get out. If you mean Fallout 76, its underarmor system is different and has changed with updates. For roleplay, Brotherhood underarmor is the lore-friendly pick.
Does armor under power armor do anything?
It depends on the game. In Fallout 4, Bethesda Support states that “all bonuses provided by these items are nullified by the power armor being worn on top of it.” The support answer concerns a backpack’s inventory bonus, but describes the rule for apparel bonuses generally. Bethesda Support’s Fallout 4 answer gives the direct guidance; the Fallout 4 armor and clothing reference also reports that armor-layer effects, including legendary effects, are nullified.
That means extra armor, resistance, or stat bonuses from the outfit beneath your suit are not a reason to choose one outfit over another while you remain inside Fallout 4 power armor. Pick based on appearance, weight, or how useful the outfit will be once you leave the suit.
What should you wear under power armor in Fallout 4?
If you stay in the suit
Wear a light outfit or whichever apparel you like the look of. Spending resources on underlayers for bonuses that will not apply inside the suit offers no combat-stat advantage under the stated Fallout 4 rule.

If you regularly get out
Choose clothing or under-armor that helps your character outside the suit. This is a practical choice for the moments when you are not wearing power armor; it does not change the nullification rule while you are inside.
Is Fallout 76 different?
Fallout 76 should be treated as a separate question rather than assumed to work exactly like Fallout 4. A community reference reports that lower-layer bonuses are nullified while wearing power armor in Fallout 76, but the game’s underarmor system has its own mods and has changed through updates. Bethesda’s Backwoods release notes describe underarmor mods that control S.P.E.C.I.A.L. bonuses, while existing lining mods instead provide resistances. Those notes also list stat-style options, including Standard Style at +2 Charisma, +2 Endurance, and +2 Agility. These are values documented for that update, not a guarantee that they remain the current best choice.

If you are choosing underarmor in Fallout 76 for use outside power armor, compare the S.P.E.C.I.A.L. bonuses and resistance lining relevant to your build, and check current update information before treating a specific style as best-in-slot. The Fallout Wiki’s apparel reference offers community-reported cross-game context, not a substitute for current patch details.

For a Brotherhood of Steel look, Brotherhood underarmor is the natural choice. The Underarmor reference describes it as a fitted suit designed to work with power armor, with interfaces and attachments, and attributes comfort and long-term-use details to Fallout reference materials. That makes it a lore-forward roleplay choice, not proof of a universal gameplay advantage.
