The game’s default is the Default Outfit: the outfit supplied when you have not applied a custom one. Epic’s documentation describes a setting, not a single permanent character such as Jonesy.
What “default character” means in Fortnite
Epic calls a character’s overall appearance an outfit; “skin” is another term sometimes used for it. In Epic’s Fortnite documentation, the default is the skin Fortnite provides when you do not apply a custom outfit. In other words, “default character” usually means the Default Outfit selection, rather than one named character that every player must use.
Is Jonesy the default character?
Not as a universal rule established by Epic’s current documentation. Jonesy The First is an official Fortnite outfit, but Epic’s item page identifies it as an outfit; it does not say it is the default for all players. Epic’s current instructions instead refer to a current default outfit and describe choosing a Default Outfit from the Locker.
How to choose or customize a Default Outfit
Epic Support gives these steps for selecting and changing the look of a Default Outfit:

How to restore the current default outfit
If you have equipped a custom outfit and want to return to the current default, Epic’s documentation says to open the Locker, click the Outfit icon, select the X tile to load the current default Fortnite outfit, and save. This restores the current default selection; it does not establish that the appearance is one fixed character for every player.

Why Fortnite calls it an outfit
The terminology reflects how Epic describes cosmetics in the game: its Creative documentation says a character’s overall appearance is called an outfit and is sometimes referred to as a skin. The Locker has been used for character appearance and cosmetic customization since at least Fortnite Battle Royale’s 2017 customization update, when Epic’s patch notes described players customizing their character’s appearance and equipping purchased cosmetics there.
