Free-to-play means you can start a game without paying for it first. Pay-to-play, more precisely called buy-to-play, means you pay an upfront price to get the individual game. Neither label tells you what you will spend in total. Free-to-play games can charge through in-game purchases, advertising, or subscriptions, and paid games can still sell extra content, items, or expansions after you buy them.
What the upfront price actually controls
The core difference is the barrier to entry. A buy-to-play game asks for payment before you can access it. The European Commission, in its competition case document on Microsoft’s acquisition of Activision Blizzard, describes this traditional model as purchase for an upfront price. A free-to-play game removes that initial purchase requirement, so you can download it and begin playing without paying anything to get in.
That removes the first charge, not the later ones. The label describes how access begins, and it says little about what happens afterward.
The term “pay-to-play” also causes confusion. Some readers take it to mean pay-per-play arcade pricing, where you pay each time you start a session, or a game that is available only through a subscription. In this article it means the common upfront-purchase model, which is the same thing as buy-to-play.

Free-to-play: no purchase needed to begin
Free-to-play games earn money in other ways. The European Commission’s document describes them as offered for free and monetized through in-game purchases, such as additional content or advantages, or through advertising. Either category may also use monthly subscriptions, which provide access or unlock extra content.
Apple’s App Store documentation uses the term “freemium” for a similar model. It states: “Freemium apps are accessible to all users, regardless of whether or not they choose to spend, and offer the option to pay to enhance or customize the experience.” Apple’s game examples of in-app purchases include consumables such as lives or gems. These are used up during play and can be bought again, which is why a free game can keep asking for money long after the first session.
Advertising
Some free games are supported by ads rather than by sales. The FTC’s consumer advice on children’s video games lists advertising and unexpected charges as points to check before a child or parent agrees to anything in a free game. Ads do not always mean the game is free of other costs, so check both.

In-game purchases are the most common way free games make money. Their effect on play varies widely, and the next section breaks down the main types.

Paid games can still charge you later
Buying a game does not close the spending question. Valve’s Steamworks documentation for developers makes this point directly: “Whether your game is Free to Play or paid, you have two ways to sell content for your game: DLC or in-game purchases (microtransactions).” That statement describes the options a developer can use. It does not mean every paid game sells add-ons, and it does not mean every free game does.
So a paid game can have downloadable content, expansions, cosmetic items, or microtransactions after launch. A free game can offer a paid expansion. Treat the two models as a starting point, and check each game’s offer on its own.

Subscriptions: a separate question about access
A subscription changes the question from “what do I pay for the game?” to “what do I pay to keep access?” The European Commission document distinguishes two types, which is useful when a store page uses the word “subscription” loosely.
Single-game subscriptions
A single-game subscription applies to one title. It may provide access to the game itself or unlock additional content. Whether you still have access if you stop paying depends on that game’s terms, so read them before you subscribe.

A multi-game service charges a flat recurring fee for a library of titles. The library can change, so a game you play this year may not be in the catalog next year. The FTC has cautioned that players and caregivers can misunderstand what a game subscription includes, so confirm what the monthly price covers and what happens when a title leaves the service.

What in-game purchases actually buy
“Microtransactions” covers very different things. The table below groups the main types and what each does to your play. The last column depends on the specific game, so check the game’s own store page or in-game shop for its current practice.

Loot boxes and pay-to-win
Free-to-play and pay-to-win are not the same thing. A free game can be fair and cosmetic-only, and a paid game can still sell power. The label tells you the entry price, not whether spending affects results.
The FTC describes loot boxes in its workshop material as “randomized virtual items that players can buy or earn through game play.” The same material describes differing views. Some participants see optional spending as a way to fund development and offer games at low or no upfront cost. Critics raise pay-to-progress and pay-to-win concerns, unclear odds, and rewards of little value. The FTC’s 2020 staff perspective summarizes concerns that loot-box marketing might encourage overspending or hide real costs behind confusing terms or weak disclosures.

These are concerns about practices and disclosures. They are not evidence that every free-to-play title uses them, and they are not a finding about any particular game. A random reward can also be earned through play, so a loot box is not always a purchase.
How to check a specific game
- Check the upfront price. On the store page, see whether the game shows a price or a “Free to Play” label. Free to play means no purchase is needed to start.
- Check what the base game includes. Look for the list of modes, levels, or characters available without extra payment.
- Check whether progress is gated. Find out whether a shop item lets you skip waiting, unlock a level, or gain an advantage over other players.
- Check random rewards. If the game sells loot boxes or similar items, look for stated odds and whether the items can be earned through play.
- Check whether purchases recur. Consumables are bought again when used up, so one purchase may not be the last.
- Check ads and subscriptions. Look for ads in the free version, and for any single-game or library subscription and whether it can change.
- Check the platform’s current pricing. Prices and purchase options change, and they can differ between stores and regions.
What these sources do not establish
The sources cited here explain definitions and consumer concerns. They do not establish how common each model is, whether one model is cheaper overall, or the current price and content of any specific game. Total spending depends on the game, the content you want, how long you play, and whether you buy optional items. A free game you play for hundreds of hours can cost more than a paid game you finish once, and the reverse is also true.
The CFPB has described an industry shift toward free-to-play and microtransaction models, but the cited material does not give a figure that can be compared across the industry.
The practical rule is simple. Ask what you need to start, what the game sells afterward, and what a subscription or purchase must be paid for to keep working. The label answers only the first question.
