Set Boosters are an older Magic: The Gathering product. For new releases, Wizards of the Coast has replaced them with Play Boosters, which are built for both opening packs and Limited play (a format where players build decks from the cards they open). Collector Boosters remain a separate premium product aimed at players who want more foil cards and special treatments. Card counts and guaranteed slots differ from set to set, so the official breakdown for the specific set you are buying is the only reliable reference.
What a Set Booster was designed to do
Set Boosters were created to make opening packs more enjoyable. According to Wizards of the Coast, the features players valued most were:
- A chance at multiple rare cards in a single pack
- A guaranteed foil slot
- A possible card from The List, a rotating pool of reprinted cards
- An art card
Set Boosters were not designed for Limited play. Wizards’ October 2023 explanation of the product line says this was the main reason the format could not serve both purposes, and it was the reason the company later changed the lineup.
How Play Boosters replaced Set Boosters
Wizards merged the Set Booster and Draft Booster roles into a single product, the Play Booster. The transition began with Murders at Karlov Manor. The goal, as stated in the October 2023 explanation, was to reduce confusion for players and preserve both the opening experience and the Limited experience. Mark Rosewater, Head Designer of Magic: The Gathering, put it this way:

What a Collector Booster is for
Collector Boosters are the premium, collector-oriented option. They emphasize foil cards and special treatments, and Wizards describes them as a shortcut to a set’s most sought-after treatments. Availability of those treatments varies from pack to pack. Because the pulls are randomized, a Collector Booster does not guarantee that any particular card will appear.

Changes announced for 2027
Wizards has announced that Play Boosters and Collector Boosters will change beginning with Nauctis: The Sunken Realm, the first Magic set of 2027. The company’s announcement states:
“Starting with Nauctis: The Sunken Realm, the first Magic set of 2027, we’re making a series of changes to Play Boosters and Collector Boosters that reflect what we’ve learned about what players actually love to open.”
The announced changes include more rare opportunities and one God Pack in every 1,000 packs. These are planned changes, not current contents. Confirm the final pack contents on the set’s product page when it is published.
Quick Recap
Which booster to choose
- Choose the current set’s Play Booster if you want a pack for opening or for Limited play.
- Choose a Collector Booster if you value the set’s premium foils and special treatments and accept that individual pulls are random.
- Be cautious with older Set Booster stock. Confirm the set, language and contents before buying, and do not treat it as the current standard product.
- Compare products by intended use, set-specific slot contents, foil and treatment availability, and the price at the time of purchase.
