It is not a guaranteed drop, and the chances differ by edition, so the answer for a Java player and a Bedrock player is not the same. Guaranteed skulls come from charged creepers, but that method takes more setup and its yield depends on edition. Farms can produce far more skulls per hour, but only when they are built to a specific design for a specific version.
Hunting with a Looting III sword
Wither skeletons spawn in Nether fortresses and drop a wither skeleton skull only some of the time. Looting raises that chance on ordinary kills, and the Minecraft Wiki’s wither skeleton guide gives the maximum chance with Looting III as follows:

Those percentages are per-kill chances, so the expected number of kills per skull is the reciprocal. At 5.5%, that works out to roughly 18 kills on average in Java Edition; at 8.5%, roughly 12 kills on average in Bedrock Edition. This is arithmetic from the stated chances, not a measured result, and any single session can run well above or below the average.
Looting III is therefore a real improvement, but it is random. Players who want a specific number of skulls should plan for a long hunt rather than a fixed count.

Charged creepers
A charged creeper is the only method that can produce a guaranteed skull, but the guarantee applies to the explosion, not to every skeleton nearby. The process is:
- Charge a creeper. A creeper becomes charged when struck by lightning, which is most often done during a thunderstorm in the open.
- Bring the charged creeper to the wither skeletons. Lead it safely to the target area without taking damage from the blast yourself. Charged creepers are hard to control, so the transport step is where most failures happen.
- Detonate the creeper so the explosion kills the wither skeleton. The skull is dropped by the mob killed in the blast.
The per-explosion limit differs by edition. In Java Edition, the Minecraft Wiki guide says a single charged-creeper explosion drops only one head, chosen at random from the mobs it kills, so a blast that kills several wither skeletons still yields one skull. The guide does not state a per-explosion yield for Bedrock Edition; it says only that the method is especially effective there. Treat Bedrock yield as unconfirmed until you test it on your own version.

The method is best suited to players who already have charged creepers available, or who are building a farm around them, because the work of charging, transporting and detonating creepers is the real cost.

A wither skeleton farm concentrates spawning into a small, controlled area and limits competing spawns, which raises the number of wither skeletons killed per hour. Output is entirely design-dependent. The Minecraft Wiki farming tutorial reports three designs, each with an estimate attached. Read them as the tutorial’s own figures for the builds it describes, not as benchmarks for any farm.

Large fortress design
The tutorial reports output above about 75 skulls per hour for its highest-yield design. This design needs substantial building, and the tutorial ties it to specific versions. Confirm that your game version matches before you commit materials.
Inexpensive design
The tutorial describes a cheaper design producing about five skulls per hour. It requires far less construction than the large design, and it is a reasonable choice for a player who wants passive collection without a major build.

Charged-creeper modification
The tutorial also describes a modification that uses charged creepers and reports about one skull per minute. The rate depends on creepers being charged and detonated at the right moments, so it inherits the handling difficulties described above.

How to choose
- If you have no farm and want skulls now: hunt in a Nether fortress with a Looting III sword. It needs no construction and works in both editions, though the per-kill chance differs.
- If you want steady output and can build: choose a fortress farm, but only after confirming the design’s version requirements against your game.
- If you want the most skulls per hour and can manage explosives: the charged-creeper modification has the highest reported rate, but it demands the most attention during play.
- If you play Bedrock and want guaranteed skulls per explosion: test the charged-creeper method yourself first, because the per-explosion yield for Bedrock is not established in the sources.
What current evidence does and does not establish
- The Minecraft Wiki pages were accessible as search results without visible publication years. The farm tutorial’s copy is roughly 1.3 years old as of this writing, so its designs may not match the current game version.
- The Bedrock percentage comes from a wiki mirror, not from an official Mojang source, so it should be checked against your own game before you rely on it.
- No controlled, current comparison of methods across editions and versions is available. The hourly figures are the tutorial’s estimates for its designs, not measured results.
- Because of these gaps, no single hourly rate can be promised for an unspecified edition or build.
