In current retail World of Warcraft, an Enhancement Shaman has no hit cap to reach. Hit is not a secondary stat in that ruleset, so there is no hit-rating target to chase. The answer changes if you are asking about a Classic edition, which keeps older hit rules, so identify the edition before comparing any numbers.
Why retail has no Enhancement hit cap
Blizzard removed hit and expertise as secondary stats during the Warlords of Draenor transition. The Warlords of Draenor beta patch notes dated August 27, 2014, under the heading “Hit and Expertise Removal,” state that the stats were removed as secondary stats. Hit and expertise bonuses on items and enhancements were converted into Critical Strike, Haste, or Mastery.
Blizzard gave its reasoning in the same notes:
- “Hit and Expertise were not fun stats. They acted to remove a penalty, instead of making you stronger.”
- “Most players treated Hit/Expertise caps as mandatory (rightfully so), with failure to reach those caps as a trap of sorts.”
These are Blizzard’s design statements from 2014, not current player advice. A current Enhancement Shaman guide labeled for Patch 12.1 gives no hit-rating target either, which is consistent with the removal. Because the stat is gone, a hit-rating gear list written for older expansions does not apply to retail, and a retail player should not stack hit based on it.
The baseline that replaced the hit check
The 2014 notes define the baseline for attacks against creatures up to three levels higher than the player, including bosses:

- Chance to be parried: 3%, applying when attacking from the front. The notes state this parry chance could not be eliminated for non-tanking specializations.
These values are what the 2014 notes publish. They are a documented rules baseline, not a freshly measured statistic, and the notes do not say whether later patches changed them.
Classic and other legacy versions
Classic editions use older hit mechanics, and their rules depend on the specific edition and version. The retail answer should not be applied to TBC Classic, WoW Classic, Season of Discovery, or any other legacy variant without first identifying which one you mean and the encounter context.

One Classic-focused guide treats spell hit as a separate concern and describes its cap as unattainable for Enhancement in that context. That is one guide’s position for that context, not a universal figure for every Classic edition.

- The exact edition name (for example, TBC Classic) and patch or season
- The enemy level and whether the target is a boss
- Melee hit versus spell hit, since older systems treat them separately
- Dual-wield penalties, where the edition applies them
- Talents and buffs that change hit
- The rating-to-percentage conversion at the level you are playing

Practical takeaway for retail players
If you play current retail, spend your gear decisions on the stats the game does offer to Enhancement Shamans, such as Critical Strike, Haste, and Mastery, rather than on a hit target. If you play Classic, look up the rules for your exact edition and patch before using any percentage.
