Spend one to gain advantage on an attack roll, ability check, or saving throw—or to make a creature reroll an attack roll. The points normally return after a Long Rest, according to the BG3 Wiki.
What does the Lucky feat do?
Lucky adds two reactions that let you spend a Luck Point to influence a roll. One improves a roll made by your character; the other targets an enemy’s attack roll. The feat’s effects are described in the BG3 Wiki’s Lucky entry.
Gain advantage on your roll
Lucky: Reroll with Advantage spends a point to give your character advantage on an attack roll, ability check, or saving throw. Advantage means rolling twice and using the higher result.
Make an attacker reroll
Lucky: Reroll Attacker’s Die spends a point to make a creature reroll its attack roll. This effect is specifically about an attack roll; it is not described as forcing an enemy to reroll any kind of check or save.

How should you use Luck Points?
Think of the three points as a limited pool for consequential rolls. You can use one when succeeding on your own attack, check, or save matters, or when you want an enemy to reroll an attack. Each use spends a point, so consider the stakes before triggering a reaction.
Do Luck Points recharge?
The BG3 Wiki lists a Long Rest as the ordinary way to restore the three points. It also says they are restored if the feat is selected again during a respec with Withers; see the feat entry.

A reported toggle issue
The wiki also reports that the passive may not be toggleable immediately after first acquiring the feat. According to that community-maintained bug note, it may become available after the character makes an ability check, uses a reaction, takes a Short Rest, or takes a Long Rest. This is a reported issue, not an officially confirmed or patch-specific behavior; the available information does not establish which game versions or platforms are affected. Lucky is a feat with a spendable resource. Halfling Luck is a racial feature that triggers when the character rolls a 1 on an attack roll, ability check, or saving throw: the character rerolls the d20 and must use the new result. The BG3 Wiki’s Halfling Luck entry describes that separate feature.
