No build in Oblivion Remastered has been shown to be the strongest in any measured sense, so “most OP” depends on how you play. For a character that performs well across most situations, the most defensible choice is a custom Spellsword-style hybrid: Blade for melee damage, a defensive skill for survival, and magic for ranged attacks and utility. Everything below explains why that recommendation holds, where it depends on playstyle, and what the available sources do not establish.

Mechanics described here come from Bethesda’s support documentation and official overview of the Remaster, along with editorial advice from PC Gamer and Bethesda’s beginner guide published April 22, 2025. Patch changes may have altered some details since then, so check the current patch notes before building around a specific number.
Why there is no single strongest build
Oblivion’s systems reward different things. Melee damage, ranged magic, survivability, and how quickly you level all pull in different directions, and no official source ranks one combination above the others. Build guides that name a “best” build are usually expressing a preference for one of these goals. The most useful way to judge a build is to ask what it is strong at and what it gives up.
How progression works in the Remaster
Before choosing skills, it helps to know how the Remaster turns play into levels. Bethesda describes its leveling system as redesigned, inspired by both the original Oblivion and Skyrim. The mechanics that matter most for build planning are:

- Major Skills contribute to character levels faster than Minor Skills, so your choice of Major Skills sets your leveling pace.
- A level is not applied automatically. When the level-ready indicator appears, you sleep to apply it, according to Bethesda Support.
Because routine activity counts toward skills, a build can level up through everyday play. That makes the choice of which skills are Major more important than which skills you happen to use.
Skills to keep as Minor
PC Gamer advises against making Athletics and Acrobatics Major Skills, because normal movement raises them and would speed up leveling in ways that may not match your intended build. This is editorial advice from PC Gamer, not an official Bethesda recommendation. It is still a practical one: keeping these two as Minor Skills lets you run and jump without pushing your level pace off course.

The all-round build: a custom Spellsword-style hybrid
PC Gamer describes Spellsword as an effective mix of melee and ranged magic, combining defensive and magic proficiencies. A custom class takes that idea further because you choose the skills yourself, and PC Gamer names custom classes as the strongest option for tailoring a build. The Spellsword-style hybrid has three parts.
Blade for melee damage
Blade is the core melee skill. Pairing it with Strength, which Bethesda Support says affects melee damage and carry capacity, gives you a reliable close-range attack.

A defensive skill for survival
Prioritizing survivability early is the common advice in the sources. A defensive skill, such as Block or an armor skill, lets you absorb hits while you build up. Bethesda Support links Endurance to health and fatigue recovery, so it also belongs in the early attribute plan for a hybrid.
Magic for ranged attacks and utility
Magic gives you attacks that do not require you to close the distance. Intelligence drives Magicka, which determines how much magic you can cast before running out, so a hybrid that depends on spells needs enough of it. Willpower affects regeneration and magic resistance, which can matter in the same fights.

Setting up the hybrid
- Start the Remaster and create a character, then choose a custom class during class selection.
- Pick Blade and one defensive skill as Major Skills, since they are your main combat loop.
- Choose one magic school as a Major Skill for ranged attacks. Keep Athletics and Acrobatics as Minor Skills.
- Distribute attributes toward your main combat loop: Strength for melee, Intelligence for Magicka, and Agility for dodging and ranged accuracy.
- Play normally, and when the level-ready indicator appears, sleep to apply the level.

Race and birthsign
The sources do not identify a single best race and birthsign pairing. Instead of ranking them, compare them on the axes that matter most to your build: melee versus ranged damage, survivability versus Magicka capacity, and active combat versus incidental skill progression. A character who favors Magicka will value different bonuses than one who wants more health and melee damage, and both are valid.
Why the developers leave the choice open
Megan Sawyer, Senior Environment Artist at Bethesda Game Studios, described the game’s design in Bethesda’s April 22, 2025 beginner guide: “You’ll pick a different class or a different birthsign, but more importantly, you’re going to pick a different path. Every person I know plays differently and has a different experience with Oblivion.” Lead Software Engineer Alexandre Lecomte at Virtuos made a related point in the same guide: “Explore and level up your skills while you’re just running around the world.” Both lines support the idea that the strongest build is the one that fits how you play.
What the evidence does and does not establish
No measured comparison of build damage, win rate, completion time, or difficulty was found in the sources. The guidance here reflects mechanics documented by Bethesda and the editorial judgment of PC Gamer, not controlled testing. If you want a build that performs best in a specific situation, such as a particular boss or dungeon, you will need to test it yourself, because the sources do not cover those cases.
