That figure is a ceiling for standard enemy spawns in long endless missions, not an exception-free maximum, because Void Fissure enemies can go higher. Separately, Warframes and most weapons cap at rank 30. That is a progression limit for your gear, not for enemies, and mixing the two is the most common source of confusion.
The ordinary enemy cap: 9,999
For ordinary enemy spawns, 9,999 is the level most often cited as the ceiling. The main reference for this figure is the community-maintained WARFRAME Wiki’s enemy scaling page. It is not an official statement from Digital Extremes, and it should be attributed that way.
The wiki’s section on endless gameplay is marked as still in progress, so treat its timing details as approximate. It says the time needed to reach the cap depends on mission progression and is typically around eight or more hours of in-mission play. That is a rough guide, not a fixed rule: how quickly a given player gets there depends on which missions they run and how they progress through them.
The Void Fissure exception
The same wiki page states that enemies in Void Fissure missions can exceed 9,999. The sources available for this article do not establish an exact maximum for that exception, so no specific higher number should be treated as confirmed. If you are discussing level-cap runs, keep ordinary endless missions and Void Fissure missions separate, and do not describe 9,999 as a hard limit across all of Warframe.

Steel Path: a difficulty modifier, not a new cap
Steel Path is a difficulty setting that replays the Star Chart at higher strength. Digital Extremes’ launch patch notes, dated July 8, 2020, describe it this way: “With this Update, we are introducing ‘The Steel Path’, a way to replay the Star Chart with all regions receiving +100 enemy levels.”
The same notes add a defensive multiplier for standard missions and handle Archwing missions differently. The figures below are taken from that 2020 announcement. They describe the launch rules, and the game may have changed since, so check the current in-game values before relying on them for planning.

Because Steel Path changes both enemy level and enemy durability, a displayed level alone does not tell you how much harder a fight is. When comparing a regular mission with a Steel Path one, look at the level change, the defensive multiplier, and the mission type together.
Equipment rank: the other “level 30”
Warframe’s progression guide states that Warframes and most weapons cap at level 30. This is rank for your equipment. It has no bearing on how strong enemies get, and enemy levels such as 9,999 do not apply to your gear.

Keeping the terms apart
Several numbers in Warframe use the word “level” or “rank,” so it helps to name the system before reading a figure.
