It is disabled by default. That means another player nearby can draw the mob’s aggression after someone else attacks it.
How universal anger changes a mob’s target
Under the ordinary Java Edition behavior, a neutral mob that a player angers targets the player who provoked it. With universal anger enabled, an angered mob instead targets the nearest player. Mojang describes the rule this way: “A neutral mob attacked by a player will target the nearest player, even if that player wasn’t the attacker.” (Minecraft: Java Edition – Nether Release, June 23, 2020.)
The rule affects target selection; it does not make every neutral mob hostile all the time. A player must first provoke a neutral mob for this behavior to start. Mojang also notes that each time a player hits the mob, it updates its target to the nearest player.
What happens when anger spreads
Some neutral mobs can spread anger to nearby mobs of the same type, and those mobs can spread universal anger too. For example, attacking a zombified piglin can anger other nearby zombified piglins in sight. With universal anger enabled, they may target the nearest player, so someone who never struck a mob can still be attacked.

Anger can persist through logging out or changing dimensions. It ends if an angered mob cannot see an eligible target for a while. These behaviors are not identical across every neutral mob; the specific anger-spreading behavior depends on the mob.
How to enable or disable universal anger
In Java Edition, enter the gamerule command in a world where you have permission to use commands:

If the command is rejected, check that you are playing Java Edition and that commands are available in the world. Mojang’s Nether Release notes document the gamerule and its disabled-by-default setting; command spelling above uses standard Java gamerule syntax.
What happens if the target dies?
The forgiveDeadPlayers gamerule is enabled by default. When both forgiveDeadPlayers and universalAnger are enabled, an angered neutral mob stops being angry when its target dies rather than choosing another player. Zombified piglins can become angry again if nearby angered piglins still see a player.

Does Bedrock Edition have universal anger?
The documented universalAnger gamerule is for Java Edition; do not assume the same gamerule or identical behavior in Bedrock. Microsoft’s Bedrock creator documentation describes configurable anger properties for entity definitions, including anger broadcasting and duration. That is a different kind of configuration from a Java world gamerule, and the documentation does not establish that Bedrock has the Java rule. (Microsoft Learn: Entity Documentation – minecraft:angry.)
