The tools that do this in Pokémon battles are trapping moves and certain abilities, and several of the items people associate with escape work in the player’s favor instead. If you were looking for an item in your bag or a Pokémon’s held item slot, the answer is that the effect you want comes from a move or an ability.
Why no held item fits the description
The phrase “item that prevents fleeing” usually comes from a player who has seen a wild Pokémon or an opponent get away and wants a way to stop it. The official Pokémon guide for Brilliant Diamond and Shining Pearl describes running from battle as a player action: you can attempt to run from a wild encounter, but doing so takes your entire turn and the attempt may fail. Sources reviewed for this answer do not identify any held item that traps an opposing Pokémon in place. If a source or game text seems to name one, check whether it describes a move or ability instead.
Abilities that prevent fleeing
Three abilities are the main trapping options named in the reference material. Each one has limits, and the table below shows where they differ.

Arena Trap’s wording is the most specific of the three. It works only on grounded adjacent opponents, so the user’s position and the target’s typing both matter. The Bulbapedia entry for Arena Trap is the source for its exceptions, including Shed Shell and the escape options that override it.

Trapping moves
Moves can also stop an opponent from getting away. The reference material groups binding moves and Ingrain as trapping effects that prevent fleeing. Mean Look is the classic example of a move that stops the target from leaving the battle. Because these effects are move-based, they use the move’s accuracy and the usual battle rules, and they do not depend on holding a particular item.
Items that help the escaping side
Several items are often mentioned alongside trapping, but they work in the opposite direction. The reference material lists three escape items for wild encounters:

- Smoke Ball: a holder can flee despite Arena Trap, according to the Arena Trap entry.
- Shed Shell: a holder can switch out despite Arena Trap, which makes it a counter to trapping rather than a trapping item.
If your goal is to keep an opponent in place, none of these items help. They are useful only when you want to get out of a fight or let a holder leave when another Pokémon would otherwise be trapped.

Pokémon games differ, so the rules above are not guaranteed to match every title. The official Brilliant Diamond and Shining Pearl guide states that attempts to escape Trainer battles always fail, even with a special item or move. That rule applies to that guide’s game and should not be assumed to be identical in every other title. Abilities such as Shadow Tag also vary by generation, so check the specific game you are playing before relying on an effect.

Quick checklist for a trapping effect
- Confirm the game and generation before assuming an ability or move works.
- Check the target’s type and position: Arena Trap requires a grounded adjacent opponent.
- Look for counters: Shed Shell allows a switch, and Run Away or Smoke Ball allows a flee.
- Remember that the trapping Pokémon must stay in battle for Arena Trap to apply.
