It can decide whether that player may compete now, how much eligibility remains, or whether a specific exception or reinstatement request is available. Under rules adopted in 2026, the answer depends especially on division and enrollment cohort; “eligible” is not a permanent, one-size-fits-all status.
What an eligibility ruling decides
A ruling is an application of the applicable rules to an athlete’s facts—not a general promise that every player in the same situation receives the same result. Depending on the issue, it may determine whether the athlete can compete, how much time or eligibility remains, or whether a waiver, exception, or reinstatement decision is available.
Academic standing and progress, transfer history, enrollment timing, division, and transition rules can affect the outcome. A player can satisfy the time-based eligibility rule and still be unable to compete because another requirement is not met.
Which rules apply in 2026-27?
The NCAA Division I Cabinet adopted an age-based model in June 2026. Division II adopted a matching model in August 2026, effective for the 2026-27 academic year. The new model replaces season-of-competition limits, sport-specific eligibility and redshirt rules, and eligibility extension waivers. It provides up to five years of eligibility for qualifying athletes who enroll no later than the academic year after turning 19, subject to the detailed rules and other eligibility requirements. Division I transition cohorts
- Used the final season under the previous rules in 2025-26: no additional eligibility is granted under the transition.
- Had eligibility remaining after 2025-26: the athlete is evaluated under the former rules and the new model, with the more beneficial result applying.
- First-time full-time college entrant in 2026-27: the more beneficial result under the prior rules or the new model applies.
- First-time full-time entrant in fall 2027 or later: the age-based model applies.
The comparison for an athlete in a transition cohort is individual; enrollment date and eligibility already used can change the result. The NCAA set July 31, 2026, as the deadline for schools to submit old-rule season-of-competition or eligibility-clock extension waiver requests based on circumstances through 2025-26. That deadline had passed by October 4, 2026, and the NCAA said those old-rule waivers would no longer be available after it.
Division II and Division III
Division II’s model mirrors the Division I age-based model and took effect in 2026-27. Do not assume that it governs Division III: the cited NCAA material does not establish Division III’s rules.

How the five-year period works
Under the age-based model, the period begins at the earlier of the athlete’s initial full-time enrollment at any college or university, or the specified age-based trigger following the athlete’s 19th birthday. The exact age trigger depends on whether the athlete turns 19 before September 1 or on or after that date. Once the period starts, it runs continuously.
A transfer, a season away, not competing, or sitting out does not pause the period. Delayed enrollment can therefore reduce the time available; “five years” does not guarantee five full years of competition for every athlete. Limited exceptions
- Qualifying active-duty military service, official religious missions, and similar service commitments may be excluded from the period if the athlete does not compete in organized competition during that service.
- A pregnancy exception may pause the period for the actual time the individual cannot compete; supporting medical documentation is required.
These are specific exceptions, not automatic extra time. A player’s circumstances and documentation must meet the applicable rule.
Can a transfer play right away?
An NCAA Division I announcement dated April 22, 2024, says an undergraduate transfer may be immediately eligible at the next school if the athlete left the previous school academically eligible and in good standing, and meets progress-toward-degree requirements at the new school before competing. For a graduate transfer, the stated conditions include earning a degree at the former school, leaving while academically eligible, enrolling full time as a postgraduate, and meeting minimum academic standards. That announcement predates the 2026 age-based change. It describes transfer criteria, but does not by itself determine how those criteria interact with a particular athlete’s current division, enrollment cohort, or later rule changes. A transfer does not pause the age-based period. The player’s school compliance staff should confirm the current requirements before the athlete competes.

The NCAA Student-Athlete Reinstatement page says reinstatement staff issue a decision after receiving the necessary and relevant information. An institution may appeal to the NCAA Committee on Student-Athlete Reinstatement through Requests/Self-Reports Online within 30 calendar days after the decision is sent. The NCAA reinstatement page also describes relief tied to particular legacy circumstances and periods; that is not proof that the same waiver is available for a new case under the age-based framework.

For a specific player, identify who made the decision—the NCAA, a conference, or the institution—and distinguish a final ruling from a reported or rumored outcome. The appeal deadline runs from when the decision is sent, so the decision date and the party entitled to appeal matter.
What to check in a player’s case
Before drawing a conclusion about whether a player can compete or has another year, establish the facts that determine which rule applies:
- Division and first full-time college enrollment date.
- Age and high-school timeline, including the timing of the athlete’s 19th birthday.
- Seasons or eligibility already used and whether eligibility remained after 2025-26.
- Academic standing and progress toward degree.
- Transfer history and the circumstances of departure from each school.
- Dates and documentation for any injury, service commitment, pregnancy, or other claimed exception.
- The exact ruling, the body that issued it, when it was sent, and whether an appeal deadline applies.
For Division I transition athletes, the relevant comparison may be the prior rules versus the age-based model. For others, the key question may instead be whether academic, transfer, or reinstatement requirements are met. A school compliance office and the relevant NCAA or conference authority can confirm how the rules apply to the athlete’s record.
